Better safeguards for gig workers in draft aggregator rules sought

Gig worker unions have urged the State government to incorporate stronger safeguards for drivers onboarded by app-based companies in the proposed Telangana Motor Vehicles Aggregator Rules, 2026.

The recommendations include a cap on platform commissions, ensuring comprehensive social security, greater transparency in fare algorithms, and protecting workers from “arbitrary” account deactivations.

Speaking to The Hindu, Telangana Gig and Platform Workers Union office bearer Shaik Salauddin maintained that scores of workers have been grappling with such profile deactivations, resulting in a sudden loss of income.

The recommendations, he said, have been submitted to the Transport Department as part of the consultation process for framing the rules. The union has also sought clarity on penalties imposed on drivers and on policies governing account suspension and deactivation.

Also among the key recommendations for inclusion in the draft rules is the notification of a fair minimum base fare, coupled with a periodic revision of per kilometer and per-minute charges in consultation with registered driver unions. The recommendations also seek a transparent ceiling on the commissions charged by aggregators, arguing that deductions significantly impact the driver’s earnings. The draft further recommends that drivers receive at least 60% of the fare after accounting for applicable costs and that surge pricing be regulated.

The union has also called for social security measures, which include health insurance, accident insurance, pension, maternity benefits and access to welfare board schemes. The draft proposes a minimum health insurance cover of ₹5 lakh and term insurance of ₹10 lakh for every onboarded driver, alongside refresher training and other welfare provisions.

Seeking greater accountability from digital platforms, the recommendations state that aggregators should disclose the basis of fare calculation and incentives. The union has also demanded that drivers should not face ID blocking or suspension without prior notice, written reasons and access to an independent appellate mechanism.

Other recommendations include written contracts in Telugu and Urdu, time-bound grievance redressal through an independent authority, mandatory consultation with registered driver unions before framing or amending rules, and improved occupational welfare through rest areas, sanitation facilities, medical support and emergency assistance for drivers.
