FBI’s Kash Patel announces China deal to halt Fentanyl precursors

FBI Director Kash Patel on Wednesday (November 12, 2025) announced what he called a “historic” agreement with China to halt the flow of chemical precursors used in manufacturing fentanyl, crediting President Donald J. Trump’s direct engagement with Chinese leader Xi Jinping for the breakthrough.

“Effective immediately, President Trump has shut off the pipeline that creates fentanyl that kills tens of thousands of Americans,” Mr. Patel said, calling it the “first of its kind achievement by any president.”

Mr. Patel’s visit to Beijing last week — the first by an FBI director in more than a decade — followed Mr. Trump’s Asia trip, where the President pressed Mr. Xi to clamp down on the deadly drug’s production and export.

“While we, the interagency and the Department of Justice, have been fighting hard to seize and stop drug traffickers, we must attack fentanyl precursors,” Mr. Patel said. “If successful, we would suffocate the drug trafficking organisations’ ability to manufacture fentanyl in places like Mexico.”

A breakthrough agreement with Beijing

According to Mr. Patel, Chinese authorities fully designated and listed 13 fentanyl precursors and agreed to control seven subsidiary chemicals used in production — a move he said would “save tens of thousands of lives.”

“The People’s Republic of China has fully designated and listed all 13 precursors utilised to make fentanyl,” he said. “Furthermore, they have agreed to control seven chemical subsidiaries.”

The FBI chief called the decision a direct result of the “tremendous team” led by Mr. Trump, Attorney General Pam Bondi, Secretary of State Marco Rubio, and U.S. Ambassador to China David Perdue.

“This would not have been possible without President Trump’s leadership,” Mr. Patel said. “This is yet another example of how President Trump defends the American people, provides security, and puts them first.”

Fentanyl’s deadly toll

The announcement came amid grim statistics underscoring the scope of America’s opioid crisis. Nearly 100,000 Americans died of fentanyl overdoses last year alone, Patel noted. So far in 2025, the FBI has seized 1,900 kilograms of fentanyl — a 31% increase from the same period in 2024 — enough to kill 127 million people.

Patel said the administration’s strategy focuses on dismantling drug cartels by cutting off their supply chain “at the chemical source,” concentrated mainly in China before moving through Mexico and into the United States.

Diplomacy meets enforcement

The announcement also reflects the administration’s attempt to blend diplomatic pressure with law enforcement coordination — a rare show of cooperation between Washington and Beijing after years of mutual suspicion.

While Mr. Patel framed the agreement as a U.S. win, it also signals China’s willingness to address a long-standing American grievance: its role as a major supplier of raw materials for synthetic opioids.

A senior administration official described the deal as “Trump’s clearest success yet in linking law enforcement cooperation with trade and security diplomacy.”

A political victory at home

The fentanyl breakthrough offered a welcome reprieve for the White House as it faced other domestic challenges — notably a protracted 43-day government shutdown that Press Secretary Karoline Leavitt blamed squarely on Democrats later in the same briefing.

Ms. Leavitt said the administration hoped the shutdown would end “tonight” with the President’s signature, citing billions in lost economic activity and hardship for federal workers and low-income families.

The announcement on fentanyl also dovetails with Trump’s broader law-and-order narrative and his campaign pledge to end the opioid epidemic. “This achievement will save lives,” Mr. Patel said. “And this FBI will fearlessly follow in his footsteps to safeguard the American public every single day.”
