Canadian unity or separation: why did Alberta province hold a referendum?

The story so far: Majority of citizens of the Canadian province Alberta, in a referendum on Monday (October 19, 2026), chose to push down a rising separatist movement, giving Prime Minister Mark Carney a much-needed relief and boost amid tension with neighbouring U.S. over trade policies and President Donald Trump’s provocative ambitions. While official results of the non-binding referendum are to be announced on October 29, the vote, with more than 90% of votes counted by Wednesday (October 21) morning, has given an overwhelming support for the oil-rich province to stay with the country.

Why is the province feeling separatist sentiments?

Alberta, with its abundant ‘oil sands’, is home to the world’s fourth-largest proven oil reserves, behind Venezuela, Saudi Arabia, and Iran. While neither the largest nor the most populous province in the North American country, Alberta accounts for more than 80% of Canada’s crude oil production and contributes a disproportionate share to the country’s economy among the provinces. This has long kept separatist sentiments alive along the fringes of the province’s social fabric, with some believing that the province is not getting the same from federal government as it is providing.

The environmental-friendly policies of liberal governments at the centre that aimed at putting curbs on oil extraction stoked the sentiments of the constituents of the conservationist province, which snowballed into a popular movement in recent years, helped along with resentment towards restrictions and regulations during the pandemic and post-pandemic period, including mandatory vaccinations. The MAGA movement under Mr. Trump on the other side of the border also inspired conservatives in the province, who rallied towards secession and autonomy which would let Alberta decide what to do with the oil present in its territory, and collect and keep the income from oil for itself.

What did the latest referendum seek to settle?

The referendum was initially introduced as a pair of motions approved in March with 9 questions on immigration and welfare policies and constitutional questions on federal structure and inter-provincial cooperation. The 10th question, added to the 9 initial ones with a separate order approved in May, dealt with the separation. Instead of seeking yes or no answers like the previous 9 questions, the last question gave voters two options. “Should Alberta remain a province of Canada or should the Government of Alberta commence the legal process required under the Canadian Constitution to hold a binding provincial referendum on whether or not Alberta should separate from Canada”, the question asked.

Option one was that Alberta should remain a Province of Canada, while the second option called for the provincial government to commence legal process to hold a binding referendum on whether or not Alberta should separate from Canada. In essence, the referendum wanted citizens of the province to either close the door on separation talks or urge the government to initiate a second referendum to decide on separation.  With results from more than 90% of the voting centres in, 14,67,256 people out of a total of 19,51,821, more than 75%, voters chose option one.

How do the federal and provincial administrations perceive the vote?

Prime Minister Carney, who hails from Alberta, has always spoken against the separatist movement, urging Albertans in the run up to the vote to choose unity. The votes against any separation referendum was a “large majority for Canada”, Mr. Carney said on Tuesday (October 20) evening after telling parliament that he was “thrilled that Albertans have chosen unity”. The result is absolutely clear… now is the time to work together,” Mr. Carney said.

Alberta Premier, Danielle Smith, who called for the vote in a sign of growing pressures from within her United Conservative Party but stated that she will vote for unity and urged others to do the same before the referendum and reacting to the early results as a vote for a “stronger Alberta in a united Canada”.

What will become of the secession movement?

However, separatist leaders have not given up. “We are not going anywhere”, Jeff Rath, leader of the Alberta Prosperity Project and one of the faces of the separatist movement, said after the referendum results became apparent. “We have dominated the conversation in the last year. We have been educating Albertans on the benefits of independence, and we are going to continue moving forward. While his movement faced an overwhelming barrier in the referendum, Mr. Rath sees a silver lining in the 30% votes for his cause. Former Premier Jason Kennedy had pointed out before the referendum that separatist parties traditionally attracted less than 2% of votes in elections and referendums. The 30% vote on Monday (October 19) is an exponential growth for the movement and could be the way to the mainstream for Mr. Rath and his ideas, one of which is replacing Ms. Smith as the head of the UCP and getting a pro-separatist government for the province which take forward.

But with global uncertainties and trade wars with the U.S. under Mr. Trump who had demeaned Canada’s sovereignty multiple times with public comments about making the country a 51st State of the U.S., Prime Minister Carney needs his country united and resources flowing. Mr. Carney would also find strength from the fact that leaders of the separatist movement had had public meetings with U.S. lawmakers in the run up to the referendum and yet he had the overwhelming solidarity from his home province. The support from the referendum will boost his ambitions to get a major pipeline out of Alberta that he hopes could revive the economy. As an economist who was in charge of the Bank of England during Brexit, not having to go through the economic fallout from the separation of one of the most profitable provinces in the country would be a relief.
