‘No PUCC, No Fuel’ rule kicks in; govt. undertaking all measures to mitigate air pollution: Gupta

Fuel stations across Delhi started enforcing the ‘No PUCC (Pollution Under Control certificate), No Fuel’ rule on Thursday.

Managers at several stations said they reviewed the automatic number plate recognition (ANPR) system ahead of the rule’s enforcement.

The system, which was introduced in Delhi last year, uses ANPR cameras to scan the licence plate of each vehicle. It then verifies the vehicle’s details, including fuel type, with the VAHAN portal. If the vehicle is overage or doesn’t have a valid PUCC, the system flags it through speakers at the fuel station.

The decision to prohibit non-compliant vehicles from refuelling in the city was announced after a meeting chaired by Union Environment Minister Bhupender Yadav on September 28 under the action plan to curb air pollution in Delhi and the National Capital Region.

“We are not dispensing fuel to anyone flagged by the system. We are requesting such vehicle owners to get their PUCC renewed,” said Kanhaiya Lal, manager of a fuel station on Asaf Ali Road.

Meanwhile, Chief Minister Rekha Gupta on Thursday inaugurated the Delhi Pollution Control Committee’s (DPCC) Integrated Command and Control Centre. According to an official statement, it will enable real-time monitoring of various sources of pollution, AI-based analysis, integration of complaints and field inspection data, and coordination among departments concerned.

“The government is making continuous efforts against pollution throughout the year and round the clock,” the CM said.
