For over four decades, the English language served as the primary linguistic bridge connecting China to the global order. It was the critical catalyst for the reform and opening-up era initiated in 1978. English functioned as the ultimate vehicle for upward social mobility, global integration, and national modernisation. It attained an unparalleled status in the Chinese education system.

English stood shoulder to shoulder with Chinese literature and mathematics as a core subject on the Gaokao. This notoriously competitive national college entrance examination dictated the futures of millions. The resulting English fever peaked around the 2008 Beijing Olympics, symbolising a confident nation eager to engage internationally. Today, the status of English in China is undergoing a profound and highly contested re-evaluation recalling the debates in India surrounding English and the emphasis on learning indigenous languages in school.
Driven by shifting geopolitical realities and a mandate to alleviate educational inequality, the Chinese state is systematically scaling down English learning. The absolute removal of English from the Gaokao remains a proposal rather than an immediate national policy. However, aggressive structural reforms signal a definitive pivot away from global linguistic integration. Slashed curriculum hours and the mass suspension of university foreign language degree programmes highlight this dramatic shift.
This transition sits squarely within the broader objectives of the 14th Five-Year Plan covering 2021 to 2025. The plan emphasises a strategy that prioritises domestic consumption and technological self-reliance. Under this framework, high-quality development and cultural confidence take precedence over the uncritical adoption of foreign paradigms. This educational shift represents a broader linguistic decoupling when contextualised alongside the decline in foreign students studying in China.

A fractured national debate
The discourse surrounding the demotion of English fractures across distinct ideological lines. From the vantage point of the central state apparatus, education is the primary vector for cultivating ideological security. Under the vision of the Chinese Dream, the uncritical embrace of Western languages is increasingly viewed as a systemic vulnerability. English is now seen as a potential conduit for Western ideological infiltration that must be aggressively managed.
The pedagogical mandate has shifted from learning from the West to telling the story of China well. This objective requires a populace steeped in domestic traditions rather than foreign idioms. The revised compulsory education curriculum issued by the Ministry of Education in 2022 explicitly codifies this top-down reorientation. The time allocated to English instruction in primary and middle schools has been slashed to merely six to eight percent of total course hours.
English instruction now receives less allocated time than physical education, mathematics, and the Chinese language. On the nationalist left, voices aggressively champion the total removal of English as a core subject. Prominent educators have sparked national debates by declaring that the worship of everything foreign must end. The nationalist argument posits that forcing youth to master a foreign language they may never use professionally is a gross misallocation of resources.
Conversely, liberal intellectuals and reformers are deeply alarmed by this linguistic retreat. They view English as an indispensable tool for global citizenship, technological exchange, and economic competitiveness. They caution that artificially accelerating a shift away from English will cut off grassroots access to the global scientific community. Meanwhile, pragmatic technocrats argue that deep systemic language study is becoming functionally obsolete due to artificial intelligence.
Policy reforms and inequality
The theoretical debates surrounding English are rapidly manifesting into concrete policy changes. In August 2021, education authorities in Shanghai enacted a landmark policy cancelling written English final exams for young primary school students. The Ministry of Education backed these measures nationwide to reduce psychological stress and curb the predatory shadow education market. This aligns with the sweeping Double Reduction policy aimed at eradicating exploitative private tutoring.
At the secondary level, the Gaokao is undergoing its most significant structural reform in a generation. Regions have piloted a twice-a-year test initiative for English, officially designed to alleviate exam pressure. Concurrently, the Gaokao has seen a deliberate inflation in the difficulty and weight of the Chinese language component. Total character counts in reading comprehension have increased significantly, signalling a clear shift toward native cultural mastery.
The most dramatic evidence of the English demotion is occurring within higher education. Between 2021 and 2025, Chinese institutions revoked or suspended 12,200 undergraduate degree programmes while introducing 10,200 new ones. Programmes targeted for elimination were overwhelmingly concentrated in the arts, humanities, management, and specifically foreign languages. Prestigious institutions have even scrapped the College English Test as a mandatory prerequisite for graduation.
This demotion of English threatens to exacerbate geographic and class divides across different tiers of Chinese cities. In wealthy tier-one hubs like Beijing and Shanghai, English will effectively transition from a public utility to a luxury good. Privileged parents will circumvent the public system by utilising expensive underground tutors or international schools. Students in vast rural hinterlands will initially find exam relief but ultimately face an invisible glass ceiling.
These rural students will be effectively locked out of future roles in international diplomacy, global trade, and elite scientific research. Such sectors continue to operate predominantly in English and demand high fluency. The policy risks permanently stratifying the workforce into a rural populace managing domestic production and an urban elite monopolising international engagement.
Global publishing and standards
The consequences of this linguistic pivot are already visible in national language capabilities. According to the EF English Proficiency Index, China experienced a precipitous drop from 38th place globally in 2020 to 86th in 2024. This proficiency plunge will precipitate a severe talent crunch for multinational corporations operating in China. As bilingual mid-level managers become scarce, the cost of doing business will undoubtedly rise.
The most severe structural impact lies in the realm of global science and international standard-setting. The Chinese state explicitly ordered universities to stop using English-language Science Citation Index journal placements as primary metrics for academic promotion. Researchers are now heavily incentivised to publish their primary findings in domestic Chinese-language journals. This dynamic rapidly shifts power to state-backed academic databases and creates a severe translation lag for the global scientific community.
China’s retreat from English proficiency also threatens its strategic goals in global governance. The Standards 2035 strategy aims to dictate the technical standards of future technologies to benefit domestic manufacturers. The working languages of global institutions drafting these standards are predominantly English, French, and Russian. A future generation of Chinese engineers relying entirely on AI translation will be at a severe disadvantage in nuanced diplomatic negotiations.
China’s strategic demotion of English language learning is a profound geopolitical statement and a core pillar of systemic decoupling. Beijing is signalling that the era of unmitigated integration is officially over. The state assumes that artificial intelligence will flawlessly bridge the communication gap in relative linguistic isolation.
