The Delhi police on Sunday arrested an employee of a private day care and playschool in north-east Delhi’s Jaffrabad, two days after the father of a three-year-old boy filed a complaint alleging that the child had been physically assaulted and sexually harassed at the facility, a senior police officer said.
A case was registered against the staff member, the school director, the principal and a teacher on August 28 under Sections 115(2) and 126(2) of the Bharatiya Nyaya Sanhita, Sections 75 and 82 of the Juvenile Justice (Care and Protection of Children) Act, 2015, and Section 12 of the Protection of Children from Sexual Offences Act, 2012. Efforts are under way to arrest the other three accused, the officer said, adding, “Appropriate legal action will be taken after reviewing the CCTV footage and other evidence.”
According to the father’s complaint, the child had been refusing to go to school for several days and was having difficulty using the washroom. On August 18, he began vomiting, following which his parents took him to an ENT specialist, who found severe swelling in both his eardrums. “The doctor said he had been beaten. We asked the facility to give us access to the CCTV footage. The school director made us pay ₹1,500 to access it,” the father stated in the complaint.
The CCTV footage from August 16 to 18, which the father received on August 25, purportedly showed the child being tied to a chair, slapped, having his ears pulled and the chair being kicked by the teacher and the support staff member.
“This was happening inside the classroom where all the other children were present. During playtime, when the other children were playing, he was always kept with the teachers, tied to the chair,” the father told The Hindu, adding, “He is still having difficulty hearing.”
On August 27, the child was medically examined at GTB Hospital. The medico-legal case (MLC) report recorded “physical assault” and noted swelling on his left thigh and an abrasion near his left eye.
‘School ignored abuse’
The father said when he confronted the school director, he was told, “Aise to bachche roz pit te hain (Children are beaten like this every day).”
“I could only access the footage for three days. I don’t know for how long they had been torturing my child like this,” the father said. “He immediately starts crying at the mention of using the washroom,” he added.
