Teaching doctors seek AIIMS pay scales, allowances, separate transfer policy

The Telangana Teaching Government Doctors Association (TTGDA) has urged the State government to address a series of long-pending issues concerning teaching faculty in government medical colleges, including allowances, promotions, career advancement and a separate transfer policy.

In a representation submitted to the Director of Medical Education (DME), the association sought early implementation of the Peripheral Medical College Allowance (PMCA), stating that large-scale promotions and recruitment had already been completed. “The incentive could encourage faculty members to serve in peripheral medical colleges,” they said.

The TTGDA also sought a transition from the existing University Grants Commission (UGC) pay structure to the All India Institute of Medical Sciences (AIIMS) pay scales. It said that with the 8th Pay Revision Commission approaching, continuing with the UGC pattern could deprive teaching faculty of financial benefits available under AIIMS scales.

Among its other demands is the implementation of the Career Advancement Scheme (CAS), including the Designated Professor system, which the association said had been pending for nearly eight years.

Seeking measures to strengthen super-speciality services in government hospitals, the TTGDA proposed the introduction of a Super Speciality Allowance for super-speciality doctors.

Another key demand was the formulation of a separate transfer policy for teaching doctors. According to the association, the existing general transfer guidelines do not adequately address the requirements of teaching hospitals, while several other States have separate transfer policies for medical teaching faculty.
