Bihar government launches doorstep land and property registration for citizens above 75 years old

The Bihar government on Saturday (July 11, 2026) launched a digital initiative for the convenience of senior citizens. Citizens aged 75 years or older will now be able to register land, plots, or flats without leaving their homes.

Chief Minister Samrat Choudhary inaugurated this new system — introduced by the Department of Prohibition, Excise and Registration at the Hajipur registration office in Vaishali district. This facility has been launched under the ‘Sabka Samman-Jeevan Aasaan’ (Ease of Living) programme, part of the ‘Saat Nischay-3’ (Seven Resolves-3) initiative.

This move spares the elderly the hassle of visiting registration offices, standing in long queues, or undertaking difficult journeys. They can now complete the registration process at home at their convenience.

During the event, Mr. Choudhary along with both Deputy Chief Ministers Vijay Kumar Choudhary and Bijendra Prasad Yadav flagged off mobile registration unit vehicles to provide home registration facilities.

A live demonstration of the registration process for 83-year-old Awadhesh Kumar—the first recipient of the state’s digital registration service—was shown via video conferencing.

Addressing the gathering, Mr. Choudhary said that the paperless registration system was initially intended for citizens over 80, however, the age limit has now been lowered and now the facility will be available at home to citizens aged 75 and above.

“The government’s objective is to enhance the ‘ease of living’ for common citizens and make government services simpler, more transparent, and time-bound. Prime Minister Narendra Modi is working tirelessly to make India a developed nation, and former Chief Minister Nitish Kumar has pledged to build a prosperous Bihar; our government is working towards realising this vision of a prosperous Bihar,”Mr. Choudhary said.

He expressed confidence that, through the government’s efforts and the blessings of the elderly, Bihar would scale new heights of development. Mr. Choudhary asserted that a facility for digital registration via applications should be ensured even for those residing outside the state who need to handle mutual property divisions or other essential tasks.

The Chief Minister directed that all necessary basic amenities be provided for people visiting registration offices. He termed the paperless registration system (Home Registry Digital System) a historic step towards a ‘Digital Bihar,’ making the registration process secure, simple, transparent, and reliable.

To avail of this home-based registration service, senior citizens must first book a slot online through the department’s official website https://enibandhan.bihar.gov.in/. Once a slot is allotted, a mobile registration unit will visit the applicant’s home on the scheduled date and time. There, the process of document verification, biometric verification, and immediate registration will be completed.

Currently, this facility has been launched across 10 registration offices in Patna and Hajipur, with plans to expand it statewide soon. The e-registration software will facilitate document preparation and include features for the automated calculation of fees, e-challans, e-stamps, and Aadhaar-based e-signatures.

Ratib Kumar, a resident of Patepur Panchayat in Vaishali district, called this a historic step. Asharfi Singh, a resident of Hajipur, lauded the government’s initiative, noting that it would greatly facilitate the registration process.

An elder citizen, Sarvanandan Kumar, a resident of Sheikhpura, praised the government’s initiative terming it a boon for the elderly, noting that as one ages, undertaking long journeys, standing in queues at offices, and enduring physical discomfort become difficult.

Another resident of Phulwarisharif in Patna district, Shivkumar Singh said that the elderly face difficulties in commuting. Moreover, travel can adversely affect their health and access to home-based registration will provide them with immense relief.
