Telangana govt. makes it mandatory to account for construction debris at building permission stage

Telangana government has issued orders incorporating construction and demolition (C&D) waste management regulations into the building permissions in the city in order to effectively address the issue of debris pile-up on roadside, lakes, parks and other locations.

The orders will be applicable to areas in the limits of Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC), Malkajgiri Municipal Corporation (MMC) and Hyderabad Metropolitan Development Authority (HMDA).

The orders were issued following the request made by the Director of Town and Country Planning (DTCP), Hyderabad, for incorporation of the C&D waste management provisions into Build Now, a unified building and layout approval platform used by all the aforementioned authorities.

DTCP reportedly cited a request made by the authorised C&D waste recycler Soma Srinivas Reddy Engineers & Contractors, to operationalise the provisions of an earlier order for proper disposal of C&D waste by transporting it to the respective processing plants at the building permissions stage.

As per the provisions, the applicant should make a mandatory declaration about the C&D waste management plan, at the time of application, as per the government order and C&D Waste Rules, 2025. He should undertake to get the waste disposed only through authorised recyclers in pre-approval stage in Build Now. Authorised recycler details should be made available on the Build Now platform for applicant’s reference.

C&D waste disposal certificate should be produced prior to occupancy certificate, completion or closure of permission wherever applicable, and products made of recycled C&D waste should be included in eligible infrastructure and civil works wherever technically feasible.
