On August 18, 2026, an unknown projectile hit the Liberia-flagged bulk carrier Minoan Dignity while it was exiting the Strait of Hormuz, killing the ship’s chief engineer.

Before the news broke, a 72-word alert had informed seafarers and maritime observers about the attack. It read, “UKMTO has received a report of an incident in the Strait of Hormuz. The Company Security Officer has reported that the vessel was struck by an unknown projectile while conducting an outbound transit of the Strait of Hormuz. The impact caused damage to the engine room and resulted in a crew casualty. The remaining crew are currently being assisted by the Omani Coast Guard. At present, no environmental impact has been reported.”

For 25 years now, the United Kingdom Maritime Trade Operations (UKMTO) has been providing seafarers, shipping companies and authorities “essential, verified and corroborated security information”. According to its website, it is a “trusted authority in the maritime security sector, helping protect crucial trade routes”. Always working in the background, the West Asia war and Iran’s stranglehold over the Strait of Hormuz in the Persian Gulf, and the threat posed by the Houthis at the Bab el-Mandeb in southern Red Sea, have put this under-the-radar organisation in the spotlight.

Maritime security

The UKMTO is a British Royal Navy-sponsored organisation that was formed in 2001 with an office in Dubai to handle distress calls during piracy threats, particularly near Somalia. In 2014, it was moved to Portsmouth in the U.K. The ‘U.K. National Strategy for Maritime Security’, presented in the British Parliament in 2014, outlines the U.K.’s broad-based thinking on maritime strategy of which the UKMTO is a part. The document said how “every aspect of our national life” is connected to the wider world and “most of these connections are provided by the sea”. Hence, it was seen as an imperative to “organise and use our current national capabilities to identify, assess and address maritime security issues at home and overseas”.

For its scale of operations, the UKMTO is a lean organisation with a team of 15 civilian ‘watch-keepers’ and three managers. The team, which works in shifts, takes calls from ship masters irrespective of their nationalities and coordinates rescue responses and issues warnings and advisories.

The UKMTO works in West Asia and the Indian Ocean Region through an information framework agreement and operates a “Voluntary Reporting Scheme within the Voluntary Reporting Area (VRA)” outlined in a maritime security chart, according to its website. This zone stretches to almost 2.5 million sq. miles of the ocean and includes the Red Sea, Arabian Sea, a majority of the northwestern Indian Ocean, Gulf of Aden, Gulf of Oman, and Persian Gulf.

The UKMTO has three 24/7 phone lines and an e-mail to report emergencies or incidents. Ship masters are requested to file multiple reports — an initial report when entering the VRA, a daily report while transiting the area, and a final report after exiting the VRA or reaching a port. Following an incident, the UKMTO says that a “detailed After Action Report” is submitted.

In June, while reporting on a U.S. attack on a ship in which three Indians were killed off Oman, The Hindu had called one of the numbers and sent an email. While the response was prompt, the staff refused to divulge any information about the attack. As it says on the website, “Neither UKMTO or the Ministry of Defence will be able to comment further on specific incidents.”

In a 2024 report, the BBC quoted a UKMTO staffer who spoke about how the organisation deals with frightened seafarers who may not be fluent in English. “A lot of the ships masters and security officers we are talking to don’t have English as a first language, they are civilians in a very frightening, incredibly stressful situation… Our team need to deal with that… to understand and establish the truth and support, reassure and inform those people in distress that help is on its way.”

Though initially set up to fight piracy and serve British interests, the UKMTO assumed greater significance in November 2023 when Houthis started attacking commercial ships it claimed were linked to Israel or its allies in the Red Sea and the Gulf of Aden. Between October and December 2023, after the Hamas attack on Israel and the beginning of the Israeli offensive, the UKMTO “put out 71 warnings and advisories, took part in 40 exercises and drills, handled 27 emergency events, such as medical incidents and breakdowns, and handled 225,178 emails” according to the BBC.

Today, the UKMTO has positioned itself as the primary point of contact for commercial vessels with military forces in the region. The reporting system aims to, in the UKMTO’s words, “increase security and provide anti-piracy support to maintain the freedom of navigation to all vessels”. And while it cannot keep the seas safe, it keeps flagging the lurking danger in the still waters.
