Delhi govt. to introduce land records Bill; issue Aadhaar-like ID cards to all properties

Chief Minister Rekha Gupta said just like the Aadhaar card has provided every citizen with a trusted form of identity, every property in Delhi will now be given a secure and authentic digital identity.

The Delhi government is working on a new Bill to create a consolidated digital record of all properties in the city, the Chief Minister’s Office said on Thursday.

“Once the law comes into force, every property in Delhi will undergo a scientific survey and a comprehensive digital record will be created. Each property will then be assigned a unique ‘Property Aadhaar Card’,” an official statement read.

The proposed Delhi Land Records Bill, 2026, however, will not be tabled in the Monsoon Session of the Assembly and the government is likely to convene a special session later in connection with the Bill.

“Just as the Aadhaar card has provided every citizen with a trusted form of identity, every property in Delhi will now be given a secure and authentic digital identity. This will make property records across the national capital more transparent, well-organised and technologically secure,” Chief Minister Rekha Gupta was quoted as saying.

According to Ms. Gupta, the absence of a systematic land records system has for decades caused difficulties in proving ownership, property transactions, inheritance, securing loans, building plan approvals and resolving disputes pending before courts. “With the new system in place, authenticated digital property records will be available, eliminating ambiguity, improving transparency and significantly reducing land-related disputes,” she said.

In the first phase, the Delhi government prepared smart property cards for 30 rural villages under the Centre’s SVAMITVA scheme using drone surveys and technical support from the Survey of India.

The project has emerged as a successful pilot, creating authenticated property records for rural areas and significantly reducing the likelihood of future land-related disputes, she added.

“Building on this experience, the Delhi government will now undertake a comprehensive survey of land and properties across the National Capital Territory. Under the proposed Delhi Land Records Bill, 2026, the exercise will extend beyond villages to cover every residential, commercial and other category of property in urban areas as well. A digital record will be created for every floor of every building, ensuring that no property in the Capital remains outside the scope of the exercise,” the statement read.
