Delhi clears implementation of Central scheme to phase out polluting commercial vehicles

The Delhi Cabinet has cleared the implementation of the PARIVARTAN (Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) scheme, Chief Minister Rekha Gupta said on Monday.

The Union Ministry of Road Transport and Highways’ initiative aims to reduce air pollution by incentivising the replacement of older, highly polluting trucks and buses operating in the Delhi-National Capital Region (NCR) with electric and BS-VI compliant vehicles.

The CM said the scheme is expected to benefit around 2.07 lakh truck and bus owners in Delhi-NCR. “It will replace a large number of old, highly polluting commercial vehicles with cleaner and more modern ones, leading to a reduction in air pollution,” she said.

₹9,585 cr.-initiative

The PARIVARTAN scheme, with a total outlay of ₹9,585 crore, including ₹5,041 crore from the Centre, was approved by the Union Cabinet on June 3.

On July 16, the Ministry of Housing and Urban Affairs approved the guidelines for the scheme.

Affirming that her government is fully committed to promoting clean transport, Ms. Gupta said the Central government programme will help achieve the objectives laid out in the Delhi EV Policy-2026 and accelerate the modernisation of the commercial vehicle fleet in the national capital and significantly reduce vehicular pollution.

The initiative will be operated through a dedicated portal developed by the Ministry of Road Transport and Highways to make the process more transparent, simple and user-friendly, she added.

Discounts, fuel vouchers

Under the scheme, owners of BS-IV or older light goods vehicles (LGVs) who scrap their vehicles and purchase a new electric LGV will receive a 100% exemption on motor vehicle tax and registration fees for 10 years from the Delhi government. They will also be eligible for a 5% interest subsidy, an 8% discount from the vehicle manufacturer and fuel vouchers or a one-time benefit equivalent to the discounted value of the fuel vouchers, read a statement from the CM’s Office.

If, instead of purchasing a new electric LGV, the owner buys a used electric LGV, the beneficiary will receive a 50% exemption on motor vehicle tax for 10 years, a 5% interest subvention and a one-time benefit equivalent to the discounted value of the fuel vouchers, it added.

The programme offers similar benefits for medium goods vehicles and heavy goods vehicles that are BS-IV or older. Owners who scrap such vehicles and purchase new BS-VI, higher-emission standard or electric goods vehicles will be eligible for a 100% exemption on motor vehicle tax for 10 years, 100% waiver of registration fees, 5% interest subsidy, 8% discount from the vehicle manufacturer and fuel vouchers or a one-time benefit equivalent to the discounted value of the fuel vouchers.
