Nearly 8,600 outsourced employees of the Andhra Pradesh State Road Transport Corporation (APSRTC) are facing financial difficulties due to delays in the payment of their salaries, the APSRTC Outsourced Employees Union alleged on Wednesday.
In a statement, union State president D. Kiran Kumar and State general secretary T. Ganganjaneyulu said the workers had been serving the corporation for years on low wages and were often forced to wait for their monthly salaries despite regularly attending to their duties.
The delays were affecting their ability to meet essential expenses, including family maintenance, children’s education, house rent, medical bills, transportation costs and loan repayments, they said.
The union also raised concerns over the handling of Provident Fund (PF) and Employees’ State Insurance (ESI) contributions. The leaders alleged that there was no transparency on whether the amounts deducted from workers’ salaries were being deposited into their PF and ESI accounts on time.
They sought clarity on who was responsible for ensuring timely deposits and said PF and ESI were statutory social security benefits and not discretionary benefits provided by contractors or the management.
The union leaders also alleged that the findings of a PF-ESI pilot project launched under the supervision of a former APSRTC Managing Director had not been shared with employee unions.
The project was implemented on a trial basis in NTR and Tirupati districts during February, March and April to improve transparency and accountability in PF and ESI payments. Software developed by private firms from Bengaluru and Hyderabad was used to monitor PF and ESI transactions, they said.
Demanding greater transparency, the union called for the outcomes of the pilot project, including the challenges identified and corrective measures taken, to be disclosed to worker representatives.
It also urged APSRTC to extend the software-based monitoring system to all districts without further delay. The system should enable every outsourced employee to access PF and ESI details online, including deductions, deposits, dates of payment, UAN details and ESI records, the union said.
The union leaders also demanded job security for long-serving outsourced employees. They urged APSRTC management to address salary delays, ensure timely PF and ESI deposits, and introduce a transparent statewide monitoring system to protect the social security and welfare of outsourced workers.
