Keralam’s electricity regulatory commission to hold consultations on draft tariff norms on Sept. 29, 30

The Kerala State Electricity Regulatory Commission (KSERC) will hold stakeholder consultations on its draft multi-year tariff (MYT) regulations on September 29 and 30. The regulations, once finalised, will govern electricity tariff-related matters for the five-year ‘control period’ starting 2027-28.

The consultations, planned in hybrid mode, will be held in morning and afternoon sessions on both days, the commission headed by T.K. Jose said. The Court Hall of the commission at Vellayambalam here is the venue for the offline mode. The commission had published the draft on its website a few weeks ago.

The proposals in the draft KSERC (Multi-Year Tariff) Regulations, 2026, are aimed at offering consumers wider choice, better price signals and improved service, while enabling electricity licensees (such as the KSEB) to manage demand, optimise the use of assets and preserve financial viability, the commission notes in the draft.

Among other things, the regulations incorporate the statutory, regulatory and judicial changes that have taken place since the publication of the prevailing 2021 regulations.

Energy storage systems

The existing fuel surcharge formula has been replaced with a ‘fuel and power purchase cost adjustment surcharge’ mechanism. It introduces a framework for the determination of tariff for energy storage systems. It covers battery energy storage systems, pumped storage projects, and other storage systems and provides for the recognition of energy storage system developers as a new class of regulated entities.

The draft also provides a framework of performance-linked incentives for the distribution, transmission, generation and load despatch businesses, whereby efficiency gains made by the licensee are “recognised and appropriately incentivised.” Those who wish to participate should register on https://registration.kserc.sbs/ The help desk of the commission can be contacted on 0471-2735544.
