TANSTIA urges government to increase limits for self-certification of land

The Directorate of Town and Country Planning should modify the area ceiling for self-certification to 25,000 sq. ft. for land and 20,000 sq. ft. for industrial steel building construction, said S. Vasudevan, president of the Tamil Nadu Small and Tiny Industries Association (TANSTIA), in a memorandum submitted recently to the Revenue Augmentation Committee constituted by the Tamil Nadu government.

The charges under the self-certification system may be fixed based on the category and size of the enterprise, he said.

Electricity charges applicable to LT CT consumers are “extremely high” compared with several other States, particularly considering the demand charges, peak-hour charges and other related charges.

TANSTIA has urged the government to rationalise these charges and introduce progressive demand-based billing,

The government should introduce schemes to encourage the greater use of renewable energy, include appropriate incentives for solar power generation and utilisation by MSMEs.

Collection of maintenance charges and property tax should be streamlined and integrated through transparent and unified system.

Further, the consent fees collected from the industries by the Tamil Nadu Pollution Control Board are based on categories such as green, white, orange and red. There should be fee threshold limits for the fee collected for each industry based on the scale of operation – micro, small, medium, large, ultra-large and mega Enterprises. A differential and progressive fee structure based on the category, size, and turnover of the enterprise will reduce the compliance burden on micro and small enterprises.

Currently, the Memorandum of Deposit of Title Deeds (MoDT) for registering loans is charged 0.5% of the Stamp Duty, subject to a cap of ₹40,000 (for loans of ₹80 lakh and above), along with 1% Registration Fee, subject to a cap of ₹8,000. Thus, loans of ₹80 lakh and above attract charges of ₹48,000. The MSMEs should also bear these charges when there is a modification or enhancement of the loan.

The association suggested rationalisation of the charges and linked to the loan amount, with an appropriate threshold limit of up to ₹100 crore for MSME loans.

There is also a need to effectively implement an Industrial Township framework, under which every industrial estate can be considered as an industrial township and a dedicated management body can be constituted with representation from the industrial association concerned.
