After 64 years, Usha finally exists in State’s records

For the first time in 64 years, Usha has an identity.

The tribal woman from Nilambur received her birth certificate on Sunday (August 2, 2026). It is the first official document she has ever owned. She held the paper with care and curiosity. Then came a smile. It marked the end of a journey that had lasted a lifetime.

“I was born here.” That fact was never in doubt. But until now, there was no record to prove it.

Ms. Usha had lived without a birth certificate, Aadhaar card, ration card, or voter ID. Her name never figured in the electoral roll. She never cast a vote. She could not access welfare schemes meant for tribal communities because she had no documents to establish her identity.

After the death of her husband Chathan, she lived with the support of relatives in Karakkode tribal hamlet of Edakkara grama panchayat.

Her story changed when ward member Jasna Mujeeb brought her to the tribal documentation mega adalat held at Government Manavedan Higher Secondary School, Nilambur. Minister for SC/ST Welfare K.A. Thulasi inaugurated the adalat.

An application for a birth certificate was filed. Since no records existed, officials relied on a report from the village officer. Perinthalmanna Sub-Collector Sakshi Mohan approved the certificate after completing the required process.

Aryadan Shoukath, Nilambur MLA, handed over the certificate to Usha.

Ms. Thulasi said the occasion was “a moment of reckoning not only for Usha, but for the entire department,” describing the issuance of the birth certificate as a reminder of the government’s responsibility to ensure that no eligible citizen is left outside the system.

For most people, a birth certificate is the first paper they receive in life. For Usha, it arrived after six decades.

The document is more than proof of birth. It opens the door to other identity documents. It gives her a chance to be included in official records. It allows her to apply for benefits that had remained out of reach.

At 64, Ms. Usha is beginning a process that most people complete in childhood. A single sheet of paper has given her something she had never possessed before: an official place in the records of the State.
