CM Naidu calls for reforms in business rules, faster governance through technology

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday directed officials to overhaul the State’s Business Rules to eliminate procedural delays, leverage technology for proactive governance and ensure that development projects are not held up due to the delay in file clearances.

Reviewing delivery of citizen services and urea availability at the Real Time Governance Society (RTGS) headquarters in the Secretariat, Mr. Naidu instructed officials to constitute a committee to redraft the Business Rules and introduce reforms that would make governance more efficient and responsive.

Emphasising technology-enabled administration, the Chief Minister said government departments should adopt crowd-sourcing mechanisms to gather information on public grievances and ensure that every complainant receives an appropriate response.

He stressed that grievance redressal should be handled with a humane approach and that authorities should analyse whether complaints were increasing or declining based on the effectiveness of their resolutions.

Mr. Naidu said strong leadership from senior officials was essential to ensure that governance benefits reached the last person. He urged departments to make decisions that translate government policies into tangible outcomes and called for proactive governance across all sectors.

Reviewing the services of the Endowments, Roads and Buildings, APSRTC, Transport, Fire Services and Agriculture departments, the Chief Minister directed officials to improve service standards.

He asked the Endowments Department to enhance the quality of temple prasadam.

The Chief Minister said the State’s 21 major temples had significant growth potential and should be developed as economic and tourism hubs through proper planning, generating greater economic activity in surrounding areas.

On agriculture, Mr Naidu directed officials to raise awareness among farmers through Rythu Seva Kendras and farmers’ organisations about urea availability, while ensuring that fertilizer was not misused.

Referring to land administration, the Chief Minister said 27 lakh pattadar Passbooks had already been distributed, while another 72 lakh remained to be issued. He said the resolution of the Shettipalli land dispute had benefited farmers and enabled the government to recover land worth around ₹900 crore, urging officials to identify and unlock similar opportunities across the State.

Mr. Naidu reiterated the need to improve passenger amenities at bus stations and ensure that APSRTC buses operate on schedule.

During the review, the Chief Minister released RTGS’s monthly governance magazine, ‘Governance That Never Sleeps’. Minister Kolusu Parthasarathi participated virtually, while Chief Secretary G. Sai Prasad, DGP Harish Kumar Gupta and senior officials attended the meeting.
