Bihar CM woos investors with amended package, says govt.’s top priority is ensuring safety

Bihar Chief Minister Samrat Choudhary on Sunday said ensuring the security of businessmen was his government’s top priority and people associated with industries in the State should maintain their confidence in the government.

The Chief Minister said this while inaugurating the business conclave organised by the Bihar Chamber of Commerce and Industries to mark its centenary year. The theme of the event was ‘Business, Politics, and Development’.

Addressing the gathering, Mr. Choudhary said the State government has formulated the ‘Bihar Industrial Investment Promotion Package-2025’ to attract private investment and boost industrial growth. “Amendments have already been made to this package; if the need arises, further amendments will be made. The two most essential prerequisites for establishing an industry are trust and security. We aspire to see maximum investment flow in Bihar,” he said.

He added that the business community will face no hurdles in investing, and a large number of investors have already come to make investments. “Your safety is the top responsibility of the government. If anyone commits a crime anywhere in the State, action will be taken against them on a priority basis within 24 hours. No one in Bihar — regardless of their stature — is permitted to take the law into their hands,” the Chief Minister said.

Without naming Leader of the Opposition Tejashwi Yadav, who recently said that police encounters were taking place against a particular caste, Mr. Choudhary said some individuals tend to dwell on issues of caste and religion. However, a criminal has no caste or religion. He added that a criminal often targets members of their own community first.

The Bihar CM asserted that the government will take full responsibility for ensuring the safety of investors and the District Magistrate (DMs) and the Superintendent of Police (SPs) will hold meetings with them every three months to address and resolve their problems.

He clarified that industries cannot be established using the government exchequer as public welfare activities are the sole focus of such funds.

“Our mission is to make Bihar a prosperous State, and to achieve this, we must place greater emphasis on the MSME sector. Critics often pointed out that Bihar is a landlocked State. However, we began addressing this challenge in 2024 by acquiring 14,000 acres of land. We also introduced a comprehensive township policy. New Greenfield Satellite Townships are set to be developed across 6.5 lakh acres of land, attracting an investment of ₹6 lakh crore,” the CM said.

The Chief Minister stressed that efforts are also being made to revive defunct sugar mills by integrating them into the cooperative sector.
