At least two people were killed in a drone attack in Russia’s southwestern Saratov region, and parts of Ukraine went without power following targeted assaults on energy infrastructure, local authorities said Saturday (December 13, 2025), as U.S.-led peace talks on ending the war press on.

The drone attack damaged a residential building, and several windows were also blown out at a kindergarten and clinic, said Saratov regional Gov. Roman Busargin.

Russia’s Defence Ministry said it had shot down 41 Ukrainian drones over Russian territory overnight.

In Ukraine, Russia launched overnight drone and missile strikes on five Ukrainian regions, targeting energy and port infrastructure.

Ukrainian President Volodymyr Zelenskyy said Russia had sent over 450 drones and 30 missiles into Ukraine overnight.

“Thousands of families are now left without electricity after strikes last night in Kirovohrad, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson and Chernihiv regions,” he wrote on Telegram.

An attack on the Black Sea city of Odesa caused grain silos to catch fire at the port, Ukrainian Deputy Prime Minister and Reconstruction Minister Oleksiy Kuleba said.

Two people were wounded in attacks on the wider Odesa region, according to regional head Oleh Kiper.

Kyiv and its Western allies say Russia is trying to cripple the Ukrainian power grid and deny civilians access to heat, light and running water for a fourth consecutive winter, in what Ukrainian officials call “weaponising” the cold.

The latest round of attacks came after Kremlin adviser Yuri Ushakov said on Friday (December 12, 2025) that Russian police and National Guard will stay on in eastern Ukraine’s Donbas and oversee the industry-rich region, even if a peace settlement ends Russia’s nearly four-year war in Ukraine. This underscores Moscow’s ambition to maintain its presence in Donbas post-war. Ukraine is likely to reject such a stance as U.S.-led negotiations drag on.

Moscow will give its blessing to a ceasefire only after Ukraine’s forces have withdrawn from the front line, Mr. Ushakov said in comments published in Russian business daily Kommersant.

Meanwhile, Germany is set to host Mr. Zelenskyy on Monday (December 15, 2025) for talks as peace efforts gain momentum and European leaders seek to steer negotiations.

For months, American negotiators have tried to navigate the demands of each side as U.S. President Donald Trump presses for a swift end to Russia’s war while growing increasingly exasperated by delays. The search for possible compromises has run into a major obstacle over who keeps Ukrainian territory currently occupied by Russian forces.

Washington, United States:

Elon Musk attacked Volodymyr Zelensky Thursday, saying Ukrainians “despised” their president and that US leader Donald Trump was right to leave him out of talks with Russia aimed at ending the Ukraine war. The comments by the tech tycoon, who is leading Trump’s huge US government overhaul, came as the White House told Zelensky to stop “insults” against Trump and sign a minerals deal with Washington.

SpaceX and Tesla boss Musk launched into a tirade against Zelensky on his X social network, accusing him without evidence of running a “massive graft machine feeding off the dead bodies of Ukrainian soldiers.”

“He knows he would lose in a landslide, despite having seized control of ALL Ukrainian media, so he canceled the election. In reality, he is despised by the people of Ukraine,” Musk wrote.

The world’s richest person was supporting Trump, who has given falsely low figures for Zelensky’s approval ratings and pushed for him to hold elections — and in the process echoing the Kremlin’s talking points on Ukraine.

Musk struck a calmer tone at the Conservative Political Action Conference (CPAC) later Thursday, saying that Trump was “so pragmatic” about the Ukraine war.

“The president has a lot of empathy. He really cares,” said Musk.

Zelensky was elected in 2019 for a five-year term but Ukraine has postponed elections due to martial law imposed following Russia’s 2022 invasion of its pro-Western neighbor.

Trump’s National Security Advisor Mike Waltz separately urged Zelensky to cool his criticism of Trump amid a growing war of words with the US president.

“Some of the rhetoric coming out of Kyiv, frankly, and insults to President Trump were unacceptable,” Waltz told a briefing at the White House to mark Trump’s first month in office.

Trump accused Ukraine on Tuesday of having started the war, and doubled down on Wednesday by branding Zelensky a “dictator without elections.”

‘Tone it down’

Zelensky has complained at being left out of US talks with Russia aimed at ending the war, following Trump’s shock phone call with Russian President Vladimir Putin last week. He has also rejected a deal that would give the US access to vast amounts of Ukrainian natural resources as the new president insists on getting a return on American aid.

Zelensky, who met US special envoy Keith Kellogg in Kyiv on Thursday, has warned that Trump is living in a Russian “disinformation” bubble.

Waltz pushed Ukraine to accept the minerals deal, saying it was a “historic opportunity… for America to co-invest with Ukraine in their minerals.”

But he skirted the question when asked who he thought was responsible for the war, and whether he viewed Putin as a dictator.

Trump was “focused on the fighting and moving forward, and we could argue all day long about what’s happened in the past,” Waltz said.

Earlier Waltz had told Fox News that the Ukrainians “need to tone it down and take a hard look and sign that deal.”

He also denied that Ukraine has been cut out of Trump’s talks with Russia over ending the war, insisting that there was “plenty of engagement and dialogue” with Kyiv as well as European allies.

“This is a common sense plan. They may not like it but we’re going to drive it forward and everybody will stop squawking when the fighting ends,” Waltz said.

French President Emmanuel Macron will visit the White House on Monday followed by British Prime Minister Keir Starmer on Thursday, Press Secretary Karoline Leavitt told the briefing.

Both leaders have suggested sending troops to Ukraine as peacekeepers in the event of a deal.

“We welcome that,” Waltz told the briefing, before adding that Washington had “made it clear for years, decades even” that it could not bear the financial burden for defending Europe.

“It’s time for our European allies to step up,” he added.

Washington, United States:

Ukraine has little chance of surviving Russia’s assault without US support, President Volodymyr Zelensky said on Friday after phone calls this week by US President Donald Trump with Zelensky and Russian President Vladimir Putin.

“Probably it will be very, very, very difficult. And of course, in all the difficult situations, you have a chance. But we will have low chance – low chance to survive without support of the United States,” Zelensky said in an interview on the NBC News program “Meet the Press.”

An excerpt was released on Friday from the interview, which will be broadcast on Sunday.

Trump discussed the war on Wednesday in separate calls with Putin and Zelensky, in the US president’s first big step toward diplomacy in a conflict he has promised to end quickly.

Trump later said he did not think it was practical for Kyiv to join NATO and that it was unlikely Ukraine would get back all its land. Russia, which annexed Crimea in 2014, launched a full-scale invasion of Ukraine in February 2022.

Ukraine demands Russia withdraw from captured territory and says it must receive NATO membership or equivalent security guarantees to prevent Moscow from attacking again.

Zelensky said in the interview that Putin wanted to come to the negotiating table not to end the war but to get a ceasefire deal to lift some global sanctions on Russia and allow Moscow’s military to regroup.

“This is really what he wants. He wants pause, prepare, train, take off some sanctions, because of ceasefire,” Zelensky said.

Trump said his call with Putin was a good conversation that lasted over an hour, while the Kremlin said it lasted nearly an hour and a half. Zelensky’s office said Trump and Zelensky spoke for about an hour. Trump said the call “went very well.”

Munich:

Ukrainian President Volodymyr Zelensky called Saturday for the creation of a European army, as he insisted Kyiv and its backers on the continent must be listened to in peace talks with Russia.

Speaking at a gathering of top policymakers in Munich, the Ukrainian leader said that with the return of President Donald Trump to the White House Europe could no longer count on Washington to always have its back.

Trump stunned allies and upended the status quo of US support for Ukraine this week when he announced he would likely soon meet Russian leader Vladimir Putin to start truce talks.

Zelensky’s rallying cry came a day after he met US Vice President JD Vance as Kyiv scrambles to ensure it is not sidelined in Washington’s push to wrap up the three-year war.

“Let’s be honest — now we can’t rule out the possibility that America might say no to Europe on issues that threaten it,” Zelensky said.

“I really believe that time has come. The Armed Forces of Europe must be created.”

The push for a joint continental force has been mooted for years without gaining traction and Zelensky’s intervention seems unlikely to shift the balance.

In the short-term, the priority for Kyiv remains ensuring its voice is heard at any peace talks involving Russia and that it doesn’t get a bad deal.

“Ukraine will never accept deals made behind our backs without our involvement,” Zelensky said in a speech.

“No decisions about Ukraine without Ukraine. No decisions about Europe without Europe.”

Zelensky cautioned Putin would seek to use Trump as a “prop in his own performance”, possibly by trying to get him to Moscow for Russia’s WWII victory parade in May.

Zelensky is pushing for “security guarantees” from both the United States and Europe to ensure that any peace deal does not allow Moscow just to restart the war later.

“Putin cannot offer real security guarantees, not just because he is a liar but because Russia in its current state needs war to hold power together,” he said.

The Ukrainian leader said forceful sanctions on Russia and building up Ukraine’s military could help secure peace, and said he was “open” to eventually having European peacekeepers.

‘No time to lose’

European leaders backed up Zelensky’s call to action and for their continent to play a key role.

“There will only be peace if Ukraine’s sovereignty is secured,” German Chancellor Olaf Scholz told the Munich Security Conference.

Polish Prime Minister Donald Tusk pressed Europe to establish its own stances on Ukraine and security as the United States sows doubts about its commitment to Europe.

“Europe urgently needs its own plan of action concerning Ukraine and our security, or else other global players will decide about our future,” Tusk said.

“This plan must be prepared now. There’s no time to lose.”

NATO boss Mark Rutte said that leaders in Europe were “now getting into the concrete planning phase” of possible security guarantees.

US officials have said that Ukraine will not be left in the cold after three years of battling Russia’s invasion.

Vance said after his sit-down with Zelensky that Washington was looking for a “durable, lasting peace” that would not lead to further bloodshed in coming years.

Rare earths deal?

But US officials have sent mixed messages over Washington’s strategy after Pentagon chief Pete Hegseth appeared to rule out Ukraine joining NATO or retaking all of its territory.

That has sparked major worries in Kyiv and Europe that Ukraine could be forced into a bad deal that leaves the continent facing an emboldened Putin.

In a bid to keep Washington close, Kyiv has held talks over granting access to its rare earths mineral deposits in return for future US security support.

Zelensky said the negotiations were ongoing after his meeting with Vance.

While Zelensky engages in his diplomatic push, on the ground in Ukraine the situation for his forces continued to deteriorate.

Russia’s army on Saturday claimed to have captured a village in Ukraine’s eastern Donetsk region close to a road linking key towns as Moscow slowly eats up territory.

Despite suffering heavy battlefield losses, the Russian army has been creeping forwards in eastern Ukraine for more than a year as it looks to cut off access to Pokrovsk.

The advances came after a Russian drone struck a cover built to contain radiation at the Chernobyl nuclear power plant, with radiation levels remaining normal.

“A country that launches such attacks does not want peace. Not. They don’t want it,” Zelensky said.

“It is not preparing for dialogue.”

Munich:

US Vice President JD Vance met Ukraine’s Volodymyr Zelensky in Munich on Friday for crunch talks on ending Russia’s war, as Kyiv insisted it wanted to hammer out a joint plan with Washington.

The sit-down in Germany was seen as a key moment for Kyiv as it seeks to keep Washington on its side after US President Donald Trump stunned allies by launching peace efforts with Russian leader Vladimir Putin.

“I will meet with Russians — with only one Russian guy, with Putin — only after we will have a common plan with Trump, Europe,” Zelensky told the Munich Security Conference before seeing Vance.

“Only in this case I’m ready to meet.”

Vance in the run-up insisted the United States was prepared to pressure Russia to end its three-year war on Ukraine, as he said Europe should “of course” be at the table.

But the vice president also told Europe to “step up” on bolstering its own defence to allow Washington to focus on threats elsewhere in the world.

US officials have sent mixed messages over Washington’s strategy after Pentagon chief Pete Hegseth appeared to rule out Ukraine joining NATO or retaking all of its territory.

That has sparked major worries in Kyiv and Europe that Ukraine could be forced into a bad deal that leaves the continent facing an emboldened Putin.

But Vance told the Wall Street Journal that Trump would put everything “on the table” in potential talks, and that Washington could even use “military leverage” against Russia to force a deal.

The vice president did not give more away in a keenly-awaited keynote speech, as he avoided addressing the war in Ukraine and focused instead on scolding Europe over immigration and free speech.

– Trump’s phone number –

Trump rattled US allies on Wednesday by agreeing to launch peace talks in his first publicly announced call with Putin since returning to office.

After being named by Trump as a likely venue for a meeting with Putin, Saudi Arabia said it would welcome holding any talks between the two leaders.

Zelensky appeared to play down fears that Trump was leaving Kyiv out in the cold, as he joked the US president had given him his personal number when they spoke.

“If he will choose our side, and if he will not be in the middle, I think he will pressure and he will push Putin to stop the war,” Zelensky said.

In a bid to keep Washington close Kyiv has held talks over granting access to its rare mineral deposits in return for future US security support.

– Chernobyl strike –

European allies — who along with Washington are Ukraine’s strongest backers — demanded that they too be included in negotiations that will impact their continent’s security.

EU chief Ursula von der Leyen warned that forcing Ukraine into a bad deal would harm US interests.

“I believe that by working together, we can deliver that just and lasting peace,” she said.

While Europe nervously monitors the US stance on Ukraine, there is little ambiguity on Trump’s determination to get Europe to spend more on its defence.

Fears Vance could announce a major US troop reduction in Europe did not materialise, but he repeated warnings that Washington needs to focus more on other parts of the globe.

Amid the diplomatic flurry in Munich, Zelensky said that back on the ground in Ukraine a Russian drone had struck a cover built to contain radiation at the Chernobyl nuclear power plant, adding that radiation levels were normal.

The Ukrainian air force said Russia had launched 133 drones across the country overnight — including attack drones — targeting northern regions of the country where the Chernobyl plant lies.

Zelensky said the attack was evidence that “Putin is definitely not preparing for negotiations — he is preparing to continue deceiving the world.”

Kyiv, Ukraine:

Ukrainian President Volodymyr Zelensky called Friday for NATO to offer guaranteed protections to parts of Ukraine controlled by Kyiv in order to “stop the hot stage of the war.”

Zelensky also implied he would be willing to wait to regain the almost one-fifth of his country that Russia’s army has seized, if such a deal could offer security for the rest of Ukraine and end the fighting.

The comments came amidst escalating tensions in the near three-year war.

Russia has this week threatened to strike government buildings in Kyiv and launched a massive aerial attack on Ukraine’s energy sector — something it called a response to Ukraine firing US and British supplied missiles on Russian territory.

“If we want to stop the hot stage of the war, we should take under NATO umbrella the territory of Ukraine that we have under our control,” Zelensky told Britain’s Sky News, according to a voiceover translation of his remarks from Ukrainian into English.

“That’s what we need to do fast, and then Ukraine can get back the other part of its territory diplomatically,” he added.

Talk of a possible ceasefire or peace deal has ratched up since Donald Trump won the US presidential election earlier this month.

The Republican has criticised US aid to Kyiv and claimed he could halt the conflict within hours, without saying how.

Russia controls around 18 percent of Ukraine’s internationally recognised territory, including the Crimean peninsula which Moscow annexed in 2014.

Since invading in 2022, Moscow has claimed four more eastern and southern regions of Ukraine — Donetsk, Kherson, Lugansk and Zaporizhzhia — as its own, despite not having full control over them.

Kyiv has repeatedly ruled out ceding territory in exchange for peace, while Russian President Vladimir Putin has demanded Ukraine’s army withdraw from swathes more land.

‘Guarantees’

Zelensky insisted any offer to join NATO must be given to the whole of Ukraine, but his comments about the “NATO umbrella” suggest he might accept the alliance’s practical protections, like the Article Five collective defence clause, only be extended to territory controlled by Kyiv.

Such an arrangement would be necessary to ensure Russia does not attack again in the future, he said.

“If we speak ceasefire, (we need) guarantees that Putin will not come back,” Zelensky said in English.

Putin has previously called on Kyiv to renounce its NATO ambitions if it wants a peace deal.

With the conflict escalating on the battlefield, Zelensky has held a string of phone calls with Western leaders in recent days — including Britain’s Keir Starmer, France’s Emmanuel Macron and Germany’s Olaf Scholz.

US Secretary of State Antony Blinken also spoke to Ukraine’s foreign minister on Friday to brief him on “US goals for sustainable support for Ukraine,” State Department spokesperson Matthew Miller said.

Joe Biden’s administration has stepped up its support to Kyiv since Trump won the election, transferring more weapons and giving Ukraine permission to fire long-range missiles onto Russian territory.

That move triggered a furious response in Moscow, with Putin authorising the firing of a new hypersonic missile at the Ukrainian city of Dnipro and threatening to strike government targets in Kyiv in response.

Zelensky on Friday appointed a new Land Forces Commander, Mykhailo Drapaty, in a move to bolster army leadership.

Drapaty previously led forces in the northeastern Kharkiv sector, defending against a surprise new Russian offensive earlier this year.

“These personnel decisions are aimed at strengthening our army, enhancing its combat readiness, and introducing new management approaches,” Defence Minister Rustem Umerov said.

Ukrainian President Volodymyr Zelensky said Thursday (October 10, 2024) a ceasefire with Russia was not under discussion with European allies and urged more Western support ahead of a tough winter during his lightning tour of four capitals.

Mr. Zelensky was seeking a military and financial boost during a 48-hour trip to London, Paris, Rome and Berlin, amid fears of dwindling support if Donald Trump wins the U.S. presidency next month.

The Ukrainian President travelled to Rome for a working dinner with Giorgia Meloni, after which the Italian Prime Minister announced the city would host the next “recovery conference” to help Ukraine’s reconstruction on July 10-11, 2025.

“Ukraine is not alone and we will stand with it for as long as needed,” Ms. Meloni told reporters after the supper.

Before that, Mr. Zelensky held talks with France’s President Emmanuel Macron in Paris, after which he denied media reports that he was discussing the terms of a ceasefire with Russia.

“This is not the topic of our discussions,” he told the press in the French capital. “It’s not right. Russia works a lot with media disinformation so it [such reports] is understandable,” he added.

Mr. Zelensky has rejected any peace plan that involves ceding land to Russia, arguing Moscow must first withdraw all troops from Ukrainian territory.

Mr. Zelensky also said he and Macron had discussed Kyiv’s “victory plan” to defeat Russia.

“Before winter we need your support,” he added, acknowledging “a difficult situation in the east” and a “big deficit” in terms of some equipment.

Without elaborating, Mr. Macron said Mr. Zelensky had outlined Ukraine’s “plan for the next weeks” and the pair had discussed strategy for the coming “weeks and months”.

Mr. Macron emphasised he had reaffirmed France’s support “for the Ukrainian resistance against the Russian invasion”.

Mr. Zelensky said later on Telegram that they had discussed the possibility of France and Ukraine jointly producing arms.

Ukraine is facing its toughest winter since the full-scale invasion started in February 2022, as Russia launches strikes on the country’s power grid and advances across the eastern frontline.

‘Just end to war’

Mr. Zelensky arrived in Paris from London where he had had talks with U.K. Prime Minister Keir Starmer and NATO chief Mark Rutte.

Speaking after his Downing Street meeting, Mr. Zelensky said he had “outlined the details of our victory plan”, adding that it “aims to create the right conditions for a just end to the war”.

The meeting, Mr. Starmer said, had been a chance to “go through the plan, to talk in more detail”.

Mr. Zelensky says Ukraine desperately needs more aid to fight back after Russia captured dozens of small towns and villages in the east.

He is also pushing for clearance to use long-range weapons supplied by allies, to strike military targets deep inside Russia.

Washington and London have stalled on giving approval over fears it could draw NATO allies into direct conflict with Russia.

Mr. Zelensky said he had raised the subject at the Downing Street meeting.

Mr. Rutte told reporters: “Legally, Ukraine is allowed to use its weapons, if they can hit targets in Russia, if these targets present a threat to Ukraine.”

But he added: “Whether individual allies do, that’s in the end, always up to individual allies.”

Mr. Rutte and Britain cautioned against placing too much focus on long-range missiles.

Mr. Starmer’s spokesman said the talks were instead about “the range of support” for Ukraine.

A planned meeting of Ukraine’s allies in Germany on Saturday was postponed after U.S. President Joe Biden called off his visit to focus on the threat from Hurricane Milton.

Funding

On the ground, questions are growing about the long-term strategy of Ukraine’s counteroffensive into Russia’s Kursk region, given Moscow’s push in the east of Ukraine.

“If this is a short-term operation, it will strengthen us,” Bogdan, one serviceman sitting at a cafe in Druzhkivka, near Kramatorsk, told AFP.

“If it’s a long-term operation and we plan to stay in Kursk, it will deplete our main resources.”

On Thursday, the Kremlin said its missiles had struck two launchers of a U.S.-made Patriot air-defence system, which Ukraine uses against Russian missiles.

Ukraine relies on billions of dollars’ worth of U.S. aid to fight Russia’s invasion, and the U.S. presidential election in November could prove pivotal.

The German-based Kiel Institute warned Thursday Western military and financial aid to Kyiv could halve to about 29 billion euros ($31 billion) in 2025 if Trump wins the November 5 election.

Trump has promised to end the war “in 24 hours” if he is elected — a prospect Kyiv fears means being forced to make massive compromises to achieve peace.

Mr. Zelensky is scheduled to meet with Pope Francis and German Chancellor Olaf Scholz on Friday.

Ukraine-Belarus border:

Ukrainian President Volodymyr Zelensky announced Friday that 49 Ukrainian POWs had been returned from Russia, with AFP witnessing the group being greeted at the border with Belarus.

Zelensky did not clarify whether it was part of an exchange with Russia, as is usually the case, but AFP journalists had earlier seen Russian prisoners of war being loaded onto a bus near the border.

It would be the second exchange between the warring countries since Kyiv’s surprise incursion into Russia’s Kursk region.

Zelensky said civilians were also among the returnees, including a “girl who was taken hostage when she came to take care of her sick father”.

He said the exchange also included fighters from Mariupol’s 2022 Azovstal battle, as well as soldiers, border guards and police officers.

AFP spoke to two women in their 20s wrapped in Ukrainian flags and receiving flowers, who said they were at the Azovstal plant that fell to Russia after a siege in 2022.

“I’m finally home, I can’t believe it,” said 28-year-old Tamara Miroshnikova, commander of an armed vehicle of Ukraine’s National Guard, said.

Another woman, 29-year-old Tetiana Bugay, said she was a medic at the Azov brigade that fought for Azovstal.

Earlier, AFP saw the Ukrainian military driving Russian POWs in a bus, some were wearing hoods hiding their faces, which were removed as they were loaded into a minivan.

AFP spoke to some of them briefly, and all those who spoke said they were taken captive during Ukraine’s surprise Kursk offensive last month.

New Delhi:

The Ministry of External Affairs (MEA) on Friday reiterated India’s stand regarding the Russia-Ukraine war and said that it will support any feasible and mutually acceptable solution or format that could restore peace.

Addressing a briefing, MEA spokesperson Randhir Jaiswal said, ” The decision as to when and how to commence peace talks is the prerogative of the two parties to the conflict. As friends and partners, we would support any feasible and mutually acceptable solution or format that could restore peace…”

Answering a question about Indians stuck in the Russian army, he said that 15 Indians, who were stuck in Russia, have been released and have returned to India adding that the Indian Embassy is in constant touch with the Russian authorities to facilitate the release of those who wish to return to India.

“We have an update as of now, as of today we have 15 Indians who have been released and they have returned to India, there are others who are waiting for discharge. Our mission, our embassy, is in touch with Russian authorities, and we hope that those who want to return back to india will be released soon,” said Jaiswal.

Meanwhile, Jaiswal said that India has always advocated constructive, solution-oriented, and practical engagement with all stakeholders to achieve a negotiated settlement to the conflict between Russia and Ukraine.

This comes days after Prime Minister Narendra Modi returned from his visit to Ukraine where he had met President Volodymyr Zelenskyy and advocated India’s stand on achieving peace through dialogue.

Jaiswal stated that Prime Minister Narendra Modi has already indicated India’s willingness to play a constructive role in the interest of peace. He noted that the decision on when and how to begin peace talks is the prerogative of the two parties to the conflict.
