Washington:

The US-India partnership is critical for addressing global challenges, particularly in public health and pharmaceutical innovation, a top Indian-American White House official has said.

Dr Rahul Gupta, Director of the Office of National Drug Control Policy (ONDCP), said it is important for the safety security and health of the world that the two nations maintain and accelerate their partnership in all areas.

“Because when we have a United States and an India that are looking forward together to solve the world’s problems, it is the only way we’re going to be able to solve the world’s problem because this is really where East meets the West,” said Dr Gupta, who is one of the highest-ranking Indian Americans in the outgoing Biden Administration.

“This relationship allows the two countries, but also the continents in the world, to come closer together, to understand each other, and at the end of the world solve the most pressing world’s problems together as one unit so we can inspire the next generation of countries coming up to work democratically in a way that will help this planet,” he told PTI in an interview.

In his capacity as the Drug Czar of the Biden Administration, Dr Gupta played an important role in successfully fighting the opioid crisis in the US.

He played a key role in the US arriving at an agreement with China on this issue, wherein Beijing agreed to take action against those responsible for illegally pushing synthetic drugs into the US.

Dr Gupta said with India, the US wants to create some of the most forward-leading drug policy frameworks ever established between our two countries. That cooperation has three pillars, he noted.

The first pillar is counter-narcotics cooperation.

Public health is the second priority to ensure that the advancements made in both countries are supported and shared with one another.

“We have more engagement from academia to academia, treatment providers to treatment providers, and the workforce. For example, the United States has a very shortage of public health workforce in terms of psychiatrists, medical doctors, nurses, counsellors and others,” he said.

The third pillar is developing a supply chain for pharmaceutical productions of the future, he said.

“So going at these 21st-century challenges together as two countries, two democracies that lead the world so many other things, also advancing technology and drug discovery at the same time while having integrity with integrity in the global supply chain,” he added.

Gupta said the time has come for the next phase of cooperation between India and the US.

“For instance, using artificial intelligence to conduct drug discovery, not only will it save time, and make new products much cheaper, but we’ll have more access to the global world. This is an important part, both for the United States and for India,” he said.

“India has been able to distribute its vaccine across so many countries when it comes to COVID. It’s going to be important that we follow that model when it comes to medications like not only addiction, but high blood pressure, diabetes, and so many others,” he said.

The Biden Administration looks forward to expanding its “critical and critically important” partnership with India and creating a more prosperous and secure Indo-Pacific, the White House has said.

White House Press Secretary Karine Jean-Pierre made the remarks on Monday while responding to questions on the priorities of US President Joe Biden in the remaining six months of his administration.

“We look forward to continuing to expand our critical and critically important partnership and how it’s going to benefit the American people,” she said while addressing her daily news conference.

“We want to create a more prosperous and secure Indo-Pacific and the world. That is going to continue to be our focus as we move forward,” she said.

“The president (Joe Biden) views our relationship — the United States’ relationship with India — as one of the most consequential in the world. We work closely with India on our most vital priorities, including through the Quad and the US-India initiative on — Critical and Emerging Technology,” Jean-Pierre said.

Earlier in the day, India’s Ambassador-designate to the US, Vinay Mohan Kwatra, arrived in the American Capital.

Kwatra, who previously served as Minister of Commerce in the Indian Embassy here, is expected to present his credentials to President Biden shortly.

The top Indian diplomat, who is well known in the US diplomatic circles, arrives in the US in the middle of an intense presidential election campaign, fast-moving developments in Bangladesh and two wars in which the US is currently engaged.

Over the next 90 days, India and the US are expected to have some high-level diplomatic engagements, including visits of cabinet-level officials on either side.

The overall ties between India and the US have witnessed a major upswing following Prime Minister Narendra Modi’s historic state visit to Washington in June last year, followed by Biden’s trip to India last September for the G20 summit.

US official said the initiative symbolizes the close collaboration between the United States and India

The US Consulate, in collaboration with the Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA), launched the first-ever US-India Cyber Security Initiative to strengthen IT connections between the two countries.

US Consul General Mike Hankey, who was in Pune at the MCCIA Pune Business International Business Summit on Monday, said the initiative aims to unite top cyber security experts globally to create jobs and develop cutting-edge solutions.

The initiative will lead the city into a mentorship model in cyberspace and will also foster people-to-people ties in cyberspace, he said.

The launch is timely, since digital technologies are advancing more rapidly than at any previous point in human history, he added.

Hankey emphasized that a secure, resilient, and stable cyberspace is crucial for the development of both the public and private sectors, enabling people worldwide to benefit from the free flow of information online.

“Cyber issues are a priority in the US-India bilateral relationship. The challenge facing the United States and India is how to minimize cybersecurity threats and ensure the digital revolution promotes global prosperity and stability,” he said.

“We are witnessing extraordinary transformations in artificial intelligence, advanced telecommunications, critical and emerging technologies, bioengineering, and energy,” CG Hankey said while addressing the media after the event.

The Cybersecurity Initiative symbolizes the close collaboration between the United States and India, and these advancements also offer economic and social benefits globally, ensuring cybersecurity in the growing digital domain remains a vital concern, Hankey said.

The centre’s work will involve collaborating with research institutions, industry, and civil society to enhance cyber defences and infrastructure and protect sensitive information, he said.

“We are proud to partner with MCCIA in launching this US-India Cyber Security Initiative with the aim of building secure and prosperous IT connections between our countries. This reflects our shared vision for a world that is open, secure, and prosperous,” he concluded.

MCCIA Director General Prashant Girbane stated the Initiative’s strategic importance for citizens, businesses, and governments.

Hankey in his address at the summit said that the world is observing extraordinary transformations in artificial intelligence, advanced telecommunications, critical and emerging technologies, bioengineering, and energy.
