A U.S. immigration officer on Monday (July 13, 2026) fatally shot a man identified by rights groups as a 26-year-old Colombian, the second such killing by federal agents in less than a week.

The shooting happened in Biddeford, a town of 22,000 people in the northern state of Maine, and is likely to fuel criticism of President Donald Trump’s deportation drive and its handling by the Immigration and Customs Enforcement (ICE).

Initially, Senator Angus King of Maine told reporters he understood, based on a conversation with Secretary of Homeland Security Markwayne Mullin, that the victim was the subject of an ICE arrest warrant over his immigration status.

But later Monday (July 13, 2026), a spokesperson for Mr. King said the Senator was told in a second conversation with Mr. Mullin that the victim was not the intended target of the warrant.

“The person that was killed was not the person they were seeking,” Mr. King told CNN.

Mr. King demanded a “full, transparent and open investigation,” but said the agents involved were apparently not wearing body cameras.

ICE said the agent would be placed on leave in line with protocol after police-involved shootings. The FBI earlier said it was also investigating.

Last week, a Mexican man was shot dead by an ICE agent during an attempted vehicle stop in Texas.

‘I tried to stop’

Daniel Boucher, 71, was nearby when the incident occurred and told AFP he heard a “lot of pop, pop, pops” before seeing ICE agents pull a person from a white car with a bloodied head and face.

“At that point I clearly heard the victim say ‘I tried to stop,’ something to that effect,” he said.

“Then he was on the ground. I could only see the legs and the stomach, and at one point, I could see that his stomach stopped going, and I knew that he had expired.”

Mr. Boucher said that when he confronted one of the agents at the scene, the man had tried to run him over.

An ICE spokesperson said Monday (July 13, 2026) that officers had tried to stop a vehicle at around 7:00 am (1100 GMT) Monday after conducting surveillance of the last known address of a person with a deportation order.

“The vehicle attempted to flee the scene and fearing for public safety an officer discharged his weapon. The driver of the vehicle was struck, and emergency services were immediately contacted. He passed away from his injuries,” they said.

‘Tragedy’

The Maine Immigrants’ Rights Coalition and Presente Maine, which jointly identified the victim but did not name him, said the man was authorized to work in the United States.

“We will not let this death be reduced to a footnote in this administration’s enforcement statistics,” said Crystal Cron, executive director of Presente Maine.

Governor Janet Mills, citing an unconfirmed U.S. news report that the man shot was not the intended target of the ICE operation, said she was “horrified by this tragedy.”

“This development makes this tragedy even more disturbing and infuriating, and it underscores the reckless and haphazard manner in which immigration enforcement operations are being conducted in Maine and across the country,” she wrote on X.

Images from the scene showed a police cordon in place on a residential street, with a forensics unit stationed next to a red tent. Some people placed candles and flowers on the street nearby.

Protesters rallied in the area with signs reading “ICE Out!” and gathered at the office of Maine’s other senator, Susan Collins, a member of Mr. Trump’s Republican party.

“A person has died, and their loved ones and the people of our community deserve clear answers about what happened,” Biddeford Mayor Liam LaFountain said in a statement.

Tasked with enforcing Mr. Trump’s immigration crackdown, ICE’s heavily armed agents have faced nationwide backlash for aggressive tactics, and for the shooting deaths of two U.S. citizens this year in Minneapolis.

A shooter who opened fire on June 21 at a grocery store in Arkansas left the store and parked cars riddled with bullet holes as bystanders ducked for cover both indoors and in the parking lot, killing 3 people and wounding 10 others, authorities said.

The wounded included two law enforcement officers who exchanged fire with the shooter, state police said. The shooting occurred about 11:30 a.m. at the Mad Butcher grocery store in Fordyce, a city of about 3,200 people located 65 miles (104 kilometers) south of Little Rock.

“It’s tragic, our hearts are broken,” Col. Mike Hagar, director of State Police and public safety secretary, told reporters Friday.

Neither the officers’ nor the suspected shooter’s injuries were life threatening. The remaining injuries ranged from “not life-threatening to extremely critical,” Hagar said.

It’s the latest mass shooting where a grocery store is its backdrop. A white supremacist in 2022 killed 10 Black people at a Buffalo supermarket. That shooting came a little more than a year after one at a Boulder, Colorado, supermarket, where 10 people were killed.

Police did not immediately say whether the shooting occurred inside or outside the store. Police did not identify the suspected shooter or the victims, but said they expected to release more information Friday night.

Roderick Rogers, a member of the city council, said he called the county sheriff when employees at his restaurant nearby notified him of the shooting.

Rogers said when he got there, he saw people running for cover in every direction, even one running to the hospital nearby.

“People were just jumping into cars to get to safety,” Rogers said.

Video posted on social media showed at least one person lying in the parking lot, while another captured multiple gunshots ringing out.

Amiya Doherty said she was in her mother’s car in the grocery store’s parking lot when she heard what she was thought was fireworks. When she saw a man holding a gun and firing, she said she ducked out of view.

“I held my sister’s hand and I told her I love her,” Doherty told Little Rock television station KATV.

Images from reporters on the scene showed a slew of bullet holes in the grocery store’s window, and spent shell casings strewn throughout the parking lot. In video footage, local and state agencies could be seen responding to the scene, with at least one medical helicopter landing nearby.

Arkansas Gov. Sarah Huckabee Sanders said she had been briefed on the shooting.

“I am thankful to law enforcement and first responders for their quick and heroic action to save lives,” Sanders posted on the social media platform X. “My prayers are with the victims and all those impacted by this.”

The White House said President Joe Biden has been briefed on the shooting and his team will continue to keep him updated.

David Rodriguez, 58, had stopped at his local gas station in Fordyce to fill up his car when he heard what he thought were fireworks from a nearby vendor’s stand.

“We heard a few little pops,” he said.

He then saw people running from the Mad Butcher grocery store into the parking lot, and one person lying on the ground. He began recording video with his phone before the gunfire escalated.

“The police started to show up, and then there was massive gunfire and ambulances pulling up,” he said. “The bullets were just flying.”
