The case under the Protection of Children from Sexual Offences (POCSO) Act against Sai Bhagirath, the son of Union Minister of State for Home Affairs Bandi Sanjay, is now a test case for how Telangana deals with crimes against women and children. The case comes in the backdrop of the State government’s active initiatives to make online and offline spaces safer for women.

Earlier, when a government official was targeted by a ‘blind item’ in a news channel, the government constituted a Special Investigation Team (SIT) to probe it; a journalist of the TV channel was detained as a consequence of the move. Similarly, when an actress and her family were subjected to vicious online trolling and abuse, the police booked cases against 73 persons, and some of them have been arrested. Recently, a senior IPS officer went undercover and stood near a busy city junction at night, and at least 40 men tried to approach her. Further, data from the National Crime Records Bureau shows that there has been a 3.4% rise in registered cases of crime against women from 22,066 in 2022 to 24,495 in 2024 in Telangana.

In light of such incidents, the ‘Stand with Her’ initiative launched by the Chief Minister in March has mainstreamed conversation about casual sexism ranging from staring and stalking to sexist comments in the workplace. It has also opened up a role for men as allies in the effort to make society safer for women.

These steps show the seriousness with which the State is dealing with social and online harassment of women. In an age of AI bot-led attacks on women and systemic baiting and trolling by groups justifying rapists and molesters, the action of the Telangana government is timely. However, in spite of such measures, the Chief Minister had to step in and ask why no action has been initiated in the case of the Union Minister’s son even though the complaint was lodged on May 8.

This is the rub — the challenge to deal with both the powerful and the powerless in the same way under the law. A day after reports of the POCSO case surfaced, women’s groups and political parties have hit the streets in Hyderabad demanding action. Between the narrative of action and the action itself is the long shadow cast by political compulsions and power-play. It remains to be seen whether the State can walk the talk when it comes to women’s safety.

Online attacks

It also remains to be seen if the State can strike a balance between safeguarding free expression and curbing online targeting and harassment. Name-calling and personal attacks are not new to Indian politics or public life. What has changed is the scale, speed and anonymity with which online abuse unfolds. Women in positions of visibility are being increasingly subjected to orchestrated campaigns laced with sexualised slurs, threats and disinformation. The impact of social media trolling is not just confined to reputational harm; such attacks affect mental health, professional standing and personal safety, and are often intended to silence women from public engagement altogether. These attacks are often amplified by bots and anonymous accounts, making it harder for the cyber police to trace. The Telangana police, which is considered the first mover in technical fields, has accepted it as much. It has taken recourse to reaching out to tech platforms directly to identify the people behind certain handles; it has even invoked the dreaded Unlawful Activities Prevention Act (UAPA) to get details of a social media handle that had allegedly been sharing misinformation.

Approving arrests and instituting an SIT carries social and administrative signalling. By stepping in when a serving civil servant was targeted, the government is asserting that institutional authority will not be undermined through digital smear campaigns. At the same time, the action following the abuse of an actress suggests an attempt to broaden that protection beyond the bureaucracy. Yet questions remain about whether similar urgency will be extended to less prominent women who face daily harassment.

Justice and a functioning law and order system is what people expect now. The Chief Minister’s word on the POCSO case comes at the right moment. Can the Telangana government deliver justice and safety to all women, irrespective of the background of the complainants?

Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, who also holds the Finance portfolio, on Thursday presented the state Budget of Rs 2.91 lakh crore for 2024-25, with focus on welfare and fulfilling the six guarantees of the Congress government.

Presenting the first full Budget of the Congress government in the state Assembly, Vikramarka pegged the revenue and capital expenditure at Rs 2.20 lakh crore and Rs 33,487 crore, respectively.

“The total expenditure proposed for the financial year 2024-25 is Rs 2,91,159 crore; the revenue expenditure is proposed at Rs 2,20,945 crore while the capital expenditure proposed is at Rs 33,487 crore,” he said.

In February, the Finance Minister presented a Rs 2.75 lakh crore vote-on-account Budget, while for 2023-24, the budget size was Rs 2.90 lakh crore.

Vikramarka revealed that Telangana recorded a growth rate of 7.4 per cent during 2023-24 against the national growth rate of 7.6 per cent.

At current prices, Telangana’s Gross State Domestic Product (GSDP) in 2023-24 has been recorded at Rs 14,63,963 crore, 11.9 per cent higher than the previous year.

In 2023-24, the services sector contributed 65.7 per cent, industrial sector 18.5 per cent, while agriculture and allied sectors contributed 15.8 per cent to Telangana’s Gross State Value Added (GSVA).

The per capita income of Telangana was Rs 3,47,229 in 2023-24, Rs 1,64,063 higher than the national per capita income of Rs.1,83,236.

“The substantial rise in debt relative to income growth suggests heavy dependence on borrowing to fund expenditures, potentially endangering fiscal sustainability.

The persistent rise in debt far out-stripping income gains suggests that without stringent fiscal reforms, Telangana’s economic health could be at risk, necessitating measures to balance expenditure with revenue generation and reduce dependence on borrowing,” Vikramarka said.

He also mentioned that when the new government was formed in December 2023, the state had a loan burden of Rs 6,71,757 crore. Since then, the government has raised loans of Rs 35,118 crore and repaid loans of Rs 42,892 crore.

“In effect, we have repaid a higher amount of Rs 7,774 crore than the loans we have raised, demonstrating our sincerity towards the people. The previous (BRS) regime reduced the government to such a sad state that loans had to be raised to repay loans,” the Finance Minister said.

He also claimed that despite the extremely difficult financial situation, the government has not ignored the welfare of the people, spending Rs 34,579 crore on various schemes so far.

“We have introduced the Maha Lakshmi Scheme in which women are provided free transportation in RTC buses. We are also providing free electricity up to 200 units, assistance to farmers under Rythu Bharosa, subsidy on rice, etc. We have also made a capital expenditure of Rs 19,456 crore,” he said.

The Finance Minister also made major allocations to implement the poll promises, for agriculture, backward classes welfare, panchayat raj and rural development, municipal administration, and urban development.

The allocation for agriculture and cooperation department has gone up to Rs 49,383 crore from Rs 28,594 crore in 2023-24. The allocation for the Backward Classes Welfare Department has more than doubled to Rs 9,200 crore.

The allocations for the welfare of minorities and tribals have also increased substantially.

The Finance Minister proposed Rs 723 crore for the LPG cylinder at Rs 500 scheme, and Rs 2,418 crore for free electricity up to 200 units (Gruha Jyothi Scheme).

Referring to the recently launched scheme for farm loan waiver of up to Rs 2 lakh, the Finance Minister said despite the financial distress, the government is systematically garnering Rs 31,000 crore needed for this scheme.

Claiming that the new government has so far issued appointment orders for 31,768 jobs, the Finance Minister said the government is committed to creating new jobs in government and government-owned corporations/societies.

“We resolve to set right the irregularities that took place in the recruitment processes before. We will issue a job calendar in the near future,” he added.

The State Government has decided to raise ₹3,000 crore market borrowings through auction of securities from the Reserve Bank of India (RBI).

The State Government has submitted an indent for raising the amount during the auction of securities to be conducted on May 7. In the process, the Government made small modifications to its borrowings calendar during the firth quarter of the current financial year. While it had indicated that it will raise ₹2,000 crore each through auction of securities on April 8 and 23, the Government reduced the figure to ₹1,500 crore each during the two auctions thereby availing space for borrowing ₹1,000 crore. The amount was adjusted for the auction on May 7 wherein the Government will raise ₹3,000 crore instead of the ₹2,000 projected in the indicative calendar of borrowings.

The development assumes significance in the light of Chief Minister A. Revanth Reddy’s assertion that his government was committed to complete crediting amounts under the Rythu Bandhu for Rabi season into the accounts of all eligible farmers by May 8. The Government had so far credited ₹5,777 crore into the accounts of 64.75 lakh farmers out of the 68.99 lakh leaving a balance close to four lakh farmers.

Crediting Rythu Bandhu at ₹5,000 every acre into the accounts of these farmers is likely to require in excess of ₹2,000 crore. At the same time, the government should also credit the amounts pertaining to social security pensions like Aasara into the accounts of eligible beneficiaries and crediting of the amounts into their accounts had started on Saturday.

The Government had accordingly revised its calendar of borrowings to ensure that there was no paucity of funds for Rythu Bandhu. The results of May 7 auction, according to the RBI, will be announced on May 7 and payment by successful bidders will be made during the banking hours on May 8 at Mumbai and at respective regional offices of the Apex Bank.

During her recent visit to London as part of the Bridge India initiative, she informed students from different colleges about the strides made in Telangana’s development. They were apprised of the measures taken in the agricultural sector, including the provision of Rythu Bandhu (investment support) to farmers, 24-hour free electricity supply, and the efforts to recharge the rural economy through various schemes.
