Iran has provided “free of charge services” to international shipping in the Strait of Hormuz for decades but is now working on a “protocol” to include a financial component covering costs it incurs to make navigation safe in the Persian Gulf region, said the country’s Deputy Foreign Minister Kazem Gharibabadi in New Delhi on Wednesday (May 13, 2026).

Speaking to a select group of journalists at the Embassy of Iran, Mr. Gharibabadi, who is here for the BRICS Foreign Ministers’ meeting, avoided naming the UAE directly and said “a neighbouring country that is also a member of the BRICS” is thwarting a joint statement at the meeting by trying to introduce language that seeks to condemn Iran’s military strategy against U.S. and Israeli attacks.

“So far, Iran has provided free of charge services in the Strait of Hormuz. In fact, these services were provided by both Oman and Iran. Now we are working on a protocol and arrangement covering navigation, pollution of the Strait and rescue (in case of accidents). The protocol has not been finalised yet and we are working at expert level,” said Mr. Gharibabadi.

He said that though the arrangement will be “non-discriminatory”, Iran will not cooperate with countries that are found to be supporting the U.S. and Israel. He accused the two countries of starting the war on February 28 amid negotiations on Tehran’s nuclear capabilities.

Mr. Gharibabadi assured that the Strait of Hormuz will remain open to ships linked to India, but said marine traffic will be affected if the U.S. resumed its attacks on Iran. He said Iran is not a member of 1982 UNCLOS (UN Convention of the Law of the Sea) and can go ahead with its “protocol” on the chokepoint. Mr. Gharibabadi’s remarks came just days after U.S. President Donald Trump rejected Iran’s proposals calling them “totally unacceptable”.

Mr. Gharibabadi said that “Iran agreed to reopen the Strait of Hormuz without preconditions, but the U.S. rejected” as it is unwilling to recognise Iran’s sovereign rights to enrich uranium that is available to all members of the Nuclear Non-Proliferation Treaty. He indicated at a “high probability of resumption of U.S. attacks” as negotiations have hit a roadblock over Iran’s nuclear enrichment. If attacked, “Iran will defend using all capacities”, he said.

He called upon “friendly countries”, including India, to prevent resumption of hostilities in West Asia saying, “Iran is not Afghanistan, Iraq, Lebanon, or Palestine. A renewed war will have a global consequence.”

Mr. Gharibabadi reached Delhi ahead of Iran Foreign Minister Seyed Abbas Araghchi to participate in the meeting of the Foreign Ministers of the BRICS grouping that faced difficulties earlier in April 23 when a meeting of special envoys failed to come up with a joint statement because of differences over the language on Israeli actions in West Asia as well as terrorism. He indicated at a similar challenge is persisting even as Foreign Ministers and dignitaries of member countries are reaching India to attend the meeting on May 14-15.

“We are in favour of having a joint declaration because it is not good to give the indication that BRICS is divided,” Mr. Gharibabadi said.

He said that as a mediator Pakistan did not participate in any substantive discussion and called upon all friendly countries to come up with initiatives. “India too can bring an initiative,” he said expressing Iran’s desire to continue dialogue to avoid resumption of hostilities in the Gulf.

Iran is offering to end its chokehold on the Strait of Hormuz without addressing its nuclear programme, two regional officials with knowledge of the proposal said on Monday (April 27, 2026).

Iran also wants the United States to end its blockade of the country as part of its proposal, according to the two officials, who spoke on condition of anonymity to discuss the closed-door negotiations.

The story so far:

Since late February, the Strait of Hormuz has emerged as the centre of a deepening energy and security crisis. The escalation followed U.S. and Israeli strikes on Iran, after which Tehran tightened restrictions on the narrow waterway. The situation intensified further this week when President Donald Trump ordered a U.S. naval blockade of vessels sailing to or from Iranian ports. The disruption has had an immediate impact on global energy flows. The International Energy Agency has described the situation as more severe than the oil shocks of the 1970s. As of April, a ceasefire has allowed a limited number of ships to pass through. However, continued threats and the U.S. blockade have kept most tankers away, reducing daily transits from around 130 vessels to just a few on several days.

Iran issues indirect threat at West Asian electrical, water stations, including a UAE nuclear plant

After Iran threatened power plants across West Asia, news outlets published a list of such facilities, including the United Arab Emirates’ nuclear power plant.

The report by the semiofficial Fars news agency, close to its paramilitary Revolutionary Guard, appeared to be an indirect threat to the sites, including desalination plants in West Asia.

The list also included the UAE’s Barakah nuclear power plant, which has four reactors out in the western deserts of the country near its border with Saudi Arabia.

The judiciary’s Mizan news agency also published the list.

The threat by Tehran puts at risk both electrical supplies and water in the Gulf Arab states, particularly as the desert nations commingle their power stations with desalination plants crucial for supplying drinking water.

Donald Trump’s self-declared 48-hour deadline expires just before midnight GMT Tuesday (March 24, 2026), further raising the stakes of the ongoing war with Iran that has disrupted global energy supplies, sending natural gas and gasoline prices soaring.

Iraqi pro-Iran group extends pause in U.S. Embassy attacks

An Iran-backed armed group announced on Monday (March 23, 2026) that it would continue its five-day pause on attacking the U.S. embassy in Baghdad.

Since the start of the war in the Middle East, pro-Iran armed groups have claimed responsibility for near-daily attacks on U.S. interests in Iraq and across the region, while strikes have also targeted these groups.

On Thursday, Kataeb Hezbollah, designated a “terrorist organisation” by Washington, said it would stop attacking the Baghdad embassy under certain conditions, including an end to attacks on residential parts of Iraq and the southern suburbs of Beirut.

The latter area is a bastion of Lebanon’s Hezbollah, which is also Iran-backed and is at war with Israel.

Saudi Arabia’s Ministry of Defence said Sunday (March 22) three ballistic missiles were detected around the capital, as the kingdom and its Gulf neighbours face Iranian strikes in retaliation for U.S.-Israeli attacks.

“One missile was intercepted, while the other two fell in an uninhabited area,” a spokesperson for the Ministry posted on social media.

Early Sunday (March 22) morning, the Saudi Civil Defence issued a warning, before cancelling it seven minutes later after determining the danger had passed.
