The India’s tour of Sri Lanka will be starting from July 26 onwards, with the tour starting with a three-match T20I series. The tour will also consist of a three-match ODI series, which will kickstart from August 1 onwards. The Pallekele International Stadium will be hosting the T20I leg of the series while the R Premadasa is getting to host the 50-over matches, announced BCCI. The first T20I will take place on July 26, followed by the second one on July 27 and the final one on July 29.

Both teams will be taking to the field with new head coaches. While legendary all-rounder Sanath Jayasuriya has been named as the interim head coach for Lankans, this will also be the first assignment for former Indian opener Gautam Gambhir as the head coach, succeeding the T20 World Cup winning coach Rahul Dravid.

India’s last tour of Sri Lanka for a bilateral white-ball series came back in July 2021, with Dravid coaching the Shikhar Dhawan led side. India won the ODI series 2-1 while Sri Lanka secured the T20I series with same margin.

This will be India’s second T20I series after their T20 World Cup win, defeating South Africa by seven runs in the final. Currently, a new-look India side, led by Shubman Gill and coached by VVS Laxman is on a tour to Zimbabwe for a five-match T20I series. The series is currently in India’s hands by 2-1, with the fourth T20I set to be played on Saturday at Harare.

On the other hand, the T20 World Cup was poor for Sri Lanka as they failed to reach the Super Eights. They lost to South Africa and Bangladesh in the group stage and could only register one win against the Netherlands. Their game against Nepal was washed out due to rain. With just three points, Lanka finished in the third spot in Group D.

Following Rohit Sharma’s announcement to retire from T20Is after winning the ICC T20 World Cup, all-rounder Hardik Pandya is likely to lead the Men in Blue in the shortest format of the game. Meanwhile, wicketkeeper-batter KL Rahul will lead the team in ODIs, as per the sources.

“Hardik Pandya is all set to lead the Indian team in the T20, Rohit Sharma’s announced his retirement. Hardik is also unlikely to be rested for the upcoming series vs Sri Lanka,” BCCI Sources told ANI.

In the T20 WC, Pandya scored 144 runs in six innings at an average of 48.00 and a strike rate of 151.57, with a half-century and best score of 50*. He also took 11 wickets in eight games at an average of 17.36 and an economy rate of 7.64, with the best figures of 3/20.

This tournament marked a redemption tale for Hardik, who was booed out in every stadium across India during the IPL 2024 after taking over the captaincy of Mumbai Indians (MI) from five-time IPL champion Rohit Sharma. The all-rounder, who was just making a comeback into the game after suffering an injury to his ankle in the 50-over World Cup last year, became a victim of online trolling and fan wars as he was accused of betraying the MI franchise, Rohit and his former franchise Gujarat Titans (GT), which he led to IPL title in 2022.

On the other hand, KL Rahul was omitted from the Men in Blue T20 WC squad despite performing brilliantly in the ODI World Cup 2023 which was held in India, scoring 452 runs in 11 games with a century and two fifties.

Wanindu Hasaranga on Thursday stepped down as the Sri Lanka captain in T20 Internationals ahead of their upcoming three-match series against India. India will tour Sri Lanka for a limited-overs series which begins with the three T20Is to be played on July 26, 27 and 29 at the Pallekele International Stadium, followed by three ODIs in Colombo. “Sri Lanka Cricket wishes to inform the public that National Men’s 20I Captain Wanindu Hasaranga has decided to resign from the captaincy,” a release from Sri Lanka Cricket (SLC) said.

“Hasaranga said it is in the best interest of Sri Lanka Cricket that he decided to relinquish the captaincy duties and remain in the side as a player,” the release added.

Hasaranga’s last assignment as Sri Lanka skipper was in the T20 World Cup where the 2014 champions failed to make the Super Eight round.

“Sri Lanka will always have my utmost best efforts as a player, and I will support and stand by my team and leadership as always,” Hasaranga was quoted as saying in the statement.

The SLC added that it has accepted Hasaranga’s resignation. “Sri Lanka Cricket, while accepting his resignation, wishes to state that Hasaranga will remain an important player for us in our international cricketing plans,” SLC said.

The Sri Lankan Cricket Board on Tuesday described a media report which claimed that its players were involved in a drinking party inside team hotel during the recent T20 World Cup as “entirely false, fabricated, and baseless”. A weekend newspaper had on July 7 claimed that the Sri Lankan players had a drinking party inside the team hotel before the match against South Africa, which the islanders lost by six wickets in New York on June 3. “Sri Lanka Cricket (SLC) wishes to issue the following clarification regarding an inaccurate article titled ‘Drinking Party Inside Team Hotel Before South Africa Match?’ published in a weekend newspaper on July 7th and subsequently circulated on social media.

“SLC categorically and strongly refutes the contents of the article and confirms that no such incidents, as described, have occurred. Therefore, SLC states unequivocally that the news report is entirely false, fabricated, and baseless,” the SLC said in a statement.

Sri Lanka secured only one victory at the T20 World Cup, defeating the Netherlands. The islanders were eliminated in the group stage as they finished third after losing to South Africa and Bangladesh, while their game against Nepal was washout out.

“We vehemently believe that such false reporting unfairly damages the reputation of Sri Lanka Cricket, its officials, and the players,” the SLC added.

“In light of the said false allegations, Sri Lanka Cricket has requested that the respective newspaper publish a ‘Right of Reply’ to address and rectify the damage caused to Sri Lanka Cricket.”

India skipper Rohit Sharma and premier batter Virat Kohli are likely to be rested for the three-match ODI series against Sri Lanka in August and either Hardik Pandya or KL Rahul will be asked to lead the side. India pacer Jasprit Bumrah too is likely to be given a break from the ODI series. It is understood that Indian cricket’s biggest contemporary stars have sought a longish break from the BCCI, considering the gruelling last three months since the start of IPL. For 37-year-old Rohit, it has been close to six months that he took a break.

The Mumbaikar played every series since the South Africa Test series in December-January, followed by Afghanistan T20Is, England Test series, IPL, and the recently-concluded T20 World Cup.

“Both are automatic choices in ODI set up and the three 50 over games against England before the Champions Trophy is good enough practice for them. For the next few months, they both will prioritize Tests and India will play 10 of them between September to January,” a BCCI source told PTI on conditions of anonymity.

India play 2 Tests versus Bangladesh, followed by three against New Zealand before the big-ticket five Test Border Gavaskar Trophy against Australia Down Under.

It is understood that selectors as well as the seniors would like to manage their workload judiciously.

“The Champions Trophy will happen in mid February and they don’t need to go for a week-long 3 match ODIs in Sri Lanka. If they want, they are most welcome but I guess they would want rest,” the source added.

In Rohit’s absence, Pandya looks the most likely choice but KL Rahul, who led the ODI squad in South Africa can’t be ruled out either.

Former Sri Lanka captain Sanath Jayasuriya has been named the interim head coach of the island nation’s cricket team ahead of its white-ball home series against India beginning later this month. The Indian team will be touring Sri Lanka for three T20 Internationals and as many ODIs, starting July 27. The 55-year-old Jayasuriya, a swashbuckling opener in his prime, was named for the interim post after Englishman Chris Silverwood resigned last week as Sri Lanka head coach. Silverwood stepped down in the wake of the country’s disastrous T20 World Cup campaign, during which it was ousted from the league stage itself.

Jayasuriya, who has also served as a chief selector in the past, will take charge of Sri Lanka’s Test tour to England as well, The ‘Daily Mirror’ newspaper reported.

One of the most attacking batters of his times, Jayasuriya had recently been a consultant for the team during this year’s T20 World Cup in the USA and Caribbean.

Jayasuriya featured in 110 Tests between 1991 and 2007, scoring 6973 runs at an average of 40.07, with the help of 14 centuries and 31 fifties.

In the 445 ODIs he played, the left-hander struck 13,430 runs at an average of 32.36, with 28 hundreds and 68 half centuries.

He was a key member of the Sri Lankan team that won 1996 ODI World Cup. He also served as Member of Parliament from 2010-15.

Sri Lankan President Ranil Wickremesinghe will contest the Presidential election as an independent candidate, his aide said on July 7.

Deputy Chairman of the United National Party Ruwan Wijewardene confirmed that the presidential election will definitely be held and Mr. Wickremesinghe, 75, will contest the election as an independent candidate, News 1st reported.

“Only one leader possesses the knowledge to solve Sri Lanka’s economic crisis. That is Ranil Wickremesinghe. He has proved it with his actions,” he was quoted as saying by the news portal.

On July 7, Election Commission Chairman R.M.A.L. Ratnayake said the electoral body would be legally empowered after July 17 to announce the date for the election.

Mr. Ratnayake added that the commission will announce the date for the next presidential poll before the end of this month.

The Election Commission in May said the presidential election would be conducted between September 17 and October 16.

Mr. Ratnayake said the commission is currently in the process of putting final touches to the 2024 electoral register which will be the basis for the election. Over 17 million would be eligible to vote in the election as per the revised list, officials said.

In April 2022, the island nation declared its first-ever sovereign default since gaining Independence from Britain in 1948. The unprecedented financial crisis led President Gotabaya Rajapaksa to quit office in 2022 amid civil unrest over his inability to handle the crisis.

In July 2022, Mr. Wickremesinghe was elected through parliament to become stop-gap President for the balance term of Mr. Rajapaksa.

Mr. Wickremesinghe, also the Finance Minister, hasn’t made any public statement on his bid for re-election.

“This election isn’t merely about selecting individuals but about choosing the most effective system for our country’s progress. If you believe in the merits of the current approach, let us proceed accordingly,” the President’s Media Division quoted him as saying earlier.

The government under Mr. Wickremesinghe has set in place hard economic reforms as dictated by the International Monetary Fund (IMF) programme.

President Wickremesinghe last month said that his government has finalised a long-delayed debt restructuring agreement for $5.8 billion with its bilateral lenders, including India and China, in Paris to meet a key condition of an IMF bailout.

The US had expressed concern to Sri Lanka before the arrival of Shi Yan 6.

Colombo:

Sri Lanka has decided to lift from next year a ban on the visit of foreign research ships imposed after strong security concerns raised by India and the US following frequent docking requests from hi-tech Chinese surveillance vessels, the Japanese media reported.

The change in position was conveyed by visiting Sri Lankan Foreign Minister Ali Sabry to the NHK World Japan.

With the increased movement of Chinese research vessels in the Indian Ocean, New Delhi had expressed concern that those might be spy ships and urged Colombo not to allow such vessels to dock at its ports.

After India raised concern, Sri Lanka banned the entry of foreign research vessels from docking at its port in January. Earlier this year, it had made an exception for a Chinese vessel but said the ban would continue otherwise.

Sabry said his government cannot have different rules for different countries and only block China. He added that his country will not take sides in a dispute between others, the NHK World Japan said in a report on Friday.

The moratorium is till January next year. Sri Lanka will then no longer ban foreign research ships from its ports next year, Sabry said.

Two Chinese spy ships were allowed to dock in Sri Lanka ports within 14 months through November 2023, with one calling for replenishment and the other for research.

Chinese research ship Shi Yan 6 arrived in Sri Lanka in October 2023 and docked at Colombo port, for what Beijing cited as “geophysical scientific research” in collaboration with the island nation’s National Aquatic Resources Research and Development Agency (NARA).

The US had expressed concern to Sri Lanka before the arrival of Shi Yan 6.

In August 2022, Chinese navy vessel Yuan Wang 5 docked at Hambantota in southern Sri Lanka for replenishment.

Cash-strapped Sri Lanka considers both India and China equally important partners in its task to restructure its external debt.

The island nation was hit by an unprecedented financial crisis in 2022, the worst since its independence from Britain in 1948, due to a severe paucity of foreign exchange reserves.

Meanwhile, Sabry also expressed gratitude for Japan’s plan to provide a ship equipped with sonar, which, he said, will give Sri Lanka “an opportunity to do its own survey and collect its own data, and commercially exploit it.” Sabry emphasised that Sri Lanka has untapped maritime resources, and research is essential, but it has to be done in a transparent manner, the NHK report added.

Located at a strategic point in the Indian Ocean, the island nation is an important stop for marine traffic between South East Asia and West Asia, which is part of the global trade route.

Sri Lanka will resume permitting calls from foreign research vessels at its ports from next year, as the government “cannot only block China”.

Foreign Minister Ali Sabry made the remarks to Japanese state media NHK World during his recent visit to Tokyo. Japan along with India and France —is a co-chair of Sri Lanka’s Official Creditors’ Committee that on June 26, 2024 firmed up a debt treatment deal with Sri Lanka.

“We cannot have different rules for different countries and only block China. We will not do that. We will not take sides,” Mr. Sabry said in an interview. In January 2024, Sri Lanka banned the visit of foreign research vessels after India and the United States voiced concern over the visit of at least two Chinese research vessels, Shi Yan 6 and Yuan Wang 5, in the two preceding years.

Sri Lanka’s ports, over the last few years, have emerged as prominent sites of competing strategic interests of big powers. In May last year, China Merchants Group announced a nearly $400 million investment towards constructing a large logistics complex at the Colombo Port, the first major foreign investment to come into Sri Lanka since its default in 2022.

India, along with its Quadrilateral Security Dialogue (QSD) or ‘Quad’ partners, the U.S., Japan and Australia, has been focused on countering Chinese influence in the Indian Ocean Region. In 2020, India pushed for the revival of the Colombo Security Conclave with Sri Lanka and the Maldives, expanding it to include Mauritius, the Seychelles, and Bangladesh.

Further, External Affairs Minister S. Jaishankar, during his visit to Colombo on June 20, 2024, commissioned a Maritime Rescue Coordination Centre (MRCC), based at the Colombo Naval Headquarters, with a sub-centre in the southern Hambantota district, and unmanned installations across Sri Lanka’s coastline. Following its launch, President Ranil Wickremesinghe’s office said the Centre reflected “the deepening maritime security cooperation” between India and Sri Lanka.

The U.S., too, is playing a greater role at Sri Lankan ports. Its Development Finance Corporation (DFC) announced a $553 million investment in the Adani Ports-led West Container Terminal project underway at the Colombo Port. Last week, the Sri Lanka Ports Authority (SLPA) and the Virginia Ports Authority (VPA), signed a pact for exchange of expertise and technical collaboration.

Meanwhile, Japan plans to provide Sri Lanka a vessel equipped with underwater sonar, used for detecting the location of other vessels to improve the country’s oceanographic survey capabilities. In his recent interview, Mr. Sabry noted that the move gives the island nation an opportunity to do “its own survey and collect its own data, and commercially exploit it by sharing it with the rest of the world”.

Sri Lanka has reached a debt restructuring deal with the international sovereign bondholders after protracted negotiations, state Finance Minister Shehan Semasingher said on July 4, calling it a “crucial step” in the cash-strapped country’s efforts to restore debt sustainability.

In a statement, State Minister of Finance Mr. Semasinghe said that an agreement on restructuring terms was reached on July 3, completing Sri Lanka’s debt restructuring process.

“ISBs (International Sovereign Bonds) account for $12.5 billion out of the total external debt of $37 billion. This agreement is a crucial step in our efforts to restore debt sustainability,” Mr. Semasinghe said.

He added that the agreement with private bondholders was subject to the approval by the official creditor committee of nations, including India.

“This marks another key milestone in our journey towards economic revival and strengthening,” he said.

Officials said the expected haircut agreed upon would amount to 28%, with an upfront payment to ISB holders commencing from September this year.

Officials said this completes Sri Lanka’s debt restructuring process, which came as a prerequisite for debt sustainability in the ongoing International Monetary Fund (IMF) bailout of $2.9 billion extended in March 2023 over a period of four years.

It follows the finalisation of debt restructuring agreements with bilateral lenders, including India and China, in Paris on June 26, which President Ranil Wickremesinghe described as a “significant milestone” for bolstering international trust in the debt-ridden economy.

Sri Lanka declared its first-ever sovereign default in mid-April 2022, having run out of its foreign exchange reserves. The halt to the debt services meant that the multilateral creditor nations and commercial lenders could not extend fresh financing to the country.

The government faced criticism from the main Opposition after last week’s announcement on bilateral debt restructuring, who claimed that the government had failed to achieve the best solution for the country.

Dismissing the Opposition’s criticism of debt restructuring as “inaccurate,” President Wickremesinghe, also the finance minister, said, “No bilateral creditor would agree to a reduction of principal amount. Instead, concessions are allowed through extended repayment periods, grace periods and lower interest rates.” A two-day parliamentary debate was postponed as the Opposition demanded agreements to be furnished.

Mr. Wickremesinghe said he would submit all agreements and documents regarding debt restructuring to a Parliament committee upon reaching a deal with the private bondholders.
