Sri Lanka is “always willing” to host sporting events featuring India and Pakistan, Sports Minister Sunil Kumara Gamage said, pointing to the island’s proximity and Colombo’s strong ties with New Delhi and Islamabad as advantages. “Not just cricket, we are willing to extend our fullest cooperation and support to host any game between India and Pakistan if they make a request. Both countries are our close friends and partners,” he said.

Speaking to The Hindu at his office in Colombo, Mr. Gamage further said that Sri Lanka is looking forward to welcoming cricket fans from India to watch the Test series next month. India is scheduled to tour Sri Lanka in August for a Test series, with matches scheduled at the Sinhalese Sports Club (SSC) in Colombo and the Galle International Stadium in the southern coastal district.

“We saw a large number of Indians travelling to Sri Lanka earlier this year for the [ICC Men’s] T20 World Cup that we co-hosted with India. We hope that there is a similar interest in the Test series too. Sri Lanka offers a lovely environment for sporting events, and as we did last time, we will ensure that very good security arrangements are in place.”

Still recovering from the economic crash of 2022, Sri Lanka is counting on revenue from the tourism sector, a key foreign exchange earner, to boost its reserves. India tops Sri Lanka’s tourist arrival charts, and authorities observed a spike in Indian tourists in February 2026, just ahead of the India-Pakistan match. Local media reported that hotels in Colombo were fully booked ahead of the much-anticipated game between the sporting rivals.

While promoting the island as a feasible destination for international sporting events, Sri Lanka has also set out to reform cricket administration in the country. In April this year, the Sports Minister appointed a nine-member Transformation Committee for Sri Lanka Cricket (SLC). Its members, including cricketing greats Kumar Sangakkara, Roshan Mahanama and Sidath Wettimuny, apart from business leaders and professionals, have been tasked with “transforming and restructuring” cricket administration, which has for long been marred by political interference, mismanagement, and financial irregularities.

“We want to chart a proper path forward for the game. A new constitution, a credible election, and stronger structures for cricket at the local level, be it in schools, at the district or provincial level, that is our focus,” Minister Gamage said, adding that improvements in those areas will also lead to better player selection. Women’s cricket is another “key area”. “We have some great players, skills; we see that from time to time. The committee will come out with a comprehensive plan to strengthen women’s cricket too.”

Coinciding with the committee’s early efforts to reform cricket administration, International Cricket Council Chairman Jay Shah visited Colombo last month and held high-level talks. Following a meeting with President Anura Kumara Dissanayake, Mr. Shah wrote on ‘X’ that discussions focused on increasing opportunities for emerging players and supporting grassroots and youth development programmes. “We also exchanged views on the role Sri Lanka continues to play in hosting major international events,” he said in the post. Describing Mr. Shah’s visit as “very good”, Minister Gamage said: “We want to make sure that the funds Sri Lanka receives from ICC are used efficiently and in a transparent manner to develop the game.”

Sri Lanka is also gearing up for the sixth season of the Lanka Premier League (LPL), scheduled from July 17 to August 8, with five franchises participating. “We are looking forward to that,” Mr. Gamage said.

Meanwhile, Sri Lanka has also been urging its sportspeople living abroad to play for the country. “Already [Sri Lankan-American gymnast] Tiana Sumanasekera, who formerly represented the U.S. women’s artistic gymnastics team, has agreed to play for Sri Lanka. We are hoping we can import more players to develop sports in our country and motivate aspiring players. Many countries do that already.”

While Sri Lanka is focused on strengthening cricket, the government is simultaneously working on enhancing opportunities for other sports as well. “In fact, we have sought assistance from India in areas of coaching and training. We are exploring the possibilities of bringing down chess grandmasters from India to train our players. We are in discussion with the Indian High Commission in Colombo, and the response so far has been very positive,” the Minister said, adding that “shared histories and culture” made India and Sri Lanka close partners.

“We hope and look forward to meeting India in the South Asian Games too,” he said, referring to the multi-sport regional event scheduled to be held in Pakistan in March 2027. India is yet to officially confirm participation.

Sri Lanka’s newly elected government led byPresident Anura Kumara Dissanayake has restored the country’s old visa system, adhering to a recent Supreme Court order that suspended a controversial new portal managed by a consortium including an Indian company.

The announcement was made late on Thursday (September 26, 2024), almost two months after the country’s top court directed immigration authorities to revert to the online platform that was in use before the Ranil Wickremesinghe administration switched to the new system, roping in GBS Technology Services, the India-registered IVS Global Services, and VFS Global.

In April this year, Mr. Wickremesinghe’s government opted for the new system. Following the move, Sri Lanka’s visa fee nearly doubled, sparking concern within the island nation’s tourism industry, a key foreign exchange earner.

“The visa facility provided by VFS Global has caused significant difficulties for many. Especially foreigners arriving in Sri Lanka experienced considerable challenges in obtaining their visa,” Minister of Public Security Vijitha Herath said.

In July, three prominent opposition parliamentarians, M.A. Sumanthiran, Rauff Hakeem, and Champika Ranawaka, moved the Supreme Court against the government for allegedly “aiding and perpetrating a multi-billion-dollar scam” in bringing in the new system. Corruption watchdog Transparency International Sri Lanka (TISL), too, filed a Fundamental Rights petition calling for action against “procedural violations and abuse of public trust” by officials in the procurement of private entities to handle the Electronic Travel Authorization (ETA) system.

On August 2, the Supreme Court issued an Interim Order suspending the Cabinet decision approving new online and expat visa operations in Sri Lanka. Consequent to the court order, authorities were expected to restore the old visa system with immediate effect. On Wednesday (September 25, 2024), Department of Immigration and Emigration chief Harsha Ilukpitiya was arrested for failing to act on the Supreme Court’s decision for over a month after its ruling.

“Sri Lanka recorded over 2 lakh tourist arrivals every month until the shift to the new via system in April this year, after which numbers dipped, data published by the Sri Lankan Tourism Development Authority showed. Over 13 lakh tourists have visited Sri Lanka until August 2024, bringing in more than $2 billion in revenue. Indian tourists are among those exempted from a visa fee. They are expected to apply for an Electronic Travel Authorization (ETA) before arriving in Sri Lanka,” a note on the visa portal said.

A fortnight after Sri Lanka switched to a new visa issuing system, authorities are facing a backlash over higher visa costs that could deter tourists, “Indian involvement”, and “corruption” in the subject minister’s push to outsource visa processing.

Beginning April 17, 2024, Sri Lanka’s Department of Immigration and Emigration directed travellers to a new visa portal, run by VFS Global, for online visa application under various categories. The formerly used Electronic Travel Authorisation system, known for its speed and accessibility, was scrapped.

The move followed a Cabinet decision last year, based on a proposal from Public Security Minister Tiran Alles, to appoint GBS Technology Services & IVS Global – FZCO and VFS Global as authorised agents for the online submission of visa applications for foreigners visiting Sri Lanka. Subsequently, the three companies formed a consortium and signed an agreement with Sri Lankan authorities, according to officials.

With the introduction of the new system, Sri Lanka’s visa nearly doubled, along with the introduction of a $18.5 service fee and $5 convenience fee charged by VFS Global. Even as users pointed to the absence of a single-entry, 30-day tourist visa option, a recent video recording of a visiting Sri Lankan complaining that “Indians” were handling visa issuance at the Bandaranaike International Airport in Colombo sparked a fresh controversy. The video clip of the angry man went viral, prompting the Indian High Commission in Colombo to clarify that the companies involved are “not India based or Indian and are headquartered elsewhere”. “Any reference to India in this context is unwarranted,” a statement issued on May 2 said.

GBS Technology Services is Singapore based, and partners with IVS Global Services, a company incorporated in Maharashtra in 2010. Now a global outsourcing and technology services provider, IVS also processes Indian visa applications of Sri Lankans. VFS Global, founded in India in 2001, is currently headquartered in Zurich and Dubai, and was acquired by American private equity firm Blackstone in 2021.

Those operating in Sri Lanka’s crucial tourism industry see the steep hike in visa fees in conflict with the government’s stated aim of booting tourist arrivals. “From an industry point of view, we have no problem with opting for a technologically advanced system. But we don’t understand why the old system, which was simple and effective, is being replaced with much higher costs to visitors,” said Nishad Wijetunga, President of the Sri Lanka Association of Inbound Tour Operators. Along with other industry representatives, he wrote to President Ranil Wickremesinghe recently, urging him to intervene and restore “a competitive, user-friendly visa process through a government-operated website”, to sustain the “positive momentum” seen in the country’s tourism sector.

While Sri Lankan media went to town with the “visa fiasco” over the weekend, Leader of Opposition Sajith Premadasa took to social media platform ‘X’ on Monday to challenge the government’s decision. “When cabinet papers were submitted for VFS selection, what were the factors that led to choosing VFS at 25.77 USD over 1 USD per arrival that [state-owned telecom’s] SLT Mobitel offered?” he asked.

Addressing a media conference on Monday, Public Security Minister Tiran Alles defended the move, saying the new visa costs were still lower than what some other countries charged. “VFS cannot issue or reject visas. They can only check the documentation,” he said, adding that the company was “not Indian”. Mr. Alles denied any corruption in finalising the deal with the consortium.

Impact on Indian tourists

Meanwhile, Indian tourists, who have consistently topped Sri Lanka’s arrival charts — 3,02,844 or 20 % of total arrivals in 2023 — have encountered a peculiar problem navigating the new system.

In a bid to encourage tourism and revive the island’s crisis-hit economy, Sri Lanka in October 2023 waived visa fees for tourists from India and six other countries — China, Russia, Thailand, Indonesia, Malaysia, and Japan. The arrangement has since been extended. Moreover, Sri Lanka’s Tourism Minister Harin Fernando has been organising road shows in India, asking tourists to visit in large numbers.

However, despite qualifying for a “free visa”, Indians are having to pay close to $23, just towards service and convenience fee. “If they tell us this is the visa fee, that is one thing. But when you’re told the visa is free, and then charged for it, it puts you off,” said Nadeem Sheikh, owner of a travel company in New Delhi, who recently applied for a Sri Lankan visa online.

The Travel Agents Association of India (TAAI) held its 67th convention in Colombo last year, and pledged to forge key partnerships to revitalise the island’s tourism sector. “We have always advocated for free visas in the region, with a reciprocal arrangement with India. Ease of travel, value for money, make a huge difference to tourist arrivals,” Association President Jyoti Mayal told The Hindu. “Sri Lanka has worked really hard to revive the tourism industry and the country’s economy,” she said.

Sri Lanka is looking to accelerate greater economic cooperation with India with the tourism sector taking the lead, the island nation’s President Ranil Wickremesinghe said on April 25.

India’s status as a rising economic giant and Sri Lanka’s location as a strategic logistics hub will complement each other in driving forward the two economies, he said while addressing the opening of Indian firm ITC Hotels’ first overseas property, ITC Ratnadipa in Colombo.

“I have no doubt that this icon (ITC Ratnadipa) will help increase tourism into Sri Lanka, more particularly from India. Now these are part of the vision statement which Prime Minister [Narendra] Modi and I signed last year on how do we integrate our economies and we get closer,” Mr. Wickremesinghe said.

The economic background, the convertibility of Indian rupees, all have now been laid, he said, adding, ”so this is the start. I think more than any other sector we identified this [tourism] is one which you can start”. He further said, “Information technology is another area that we will be moving fast on and there are many other projects that India and Sri Lanka will have here.”

Highlighting how the two countries stood to gain from greater cooperation, he said, ”India is now one of the rising economic giants and we, Sri Lanka, is in a crucial location for logistics, and next to India.”

Specifically for the tourism sector, Mr. Wickremesinghe said, “I have no doubt that for many years, Sri Lanka will be the appropriate place to spend holiday. In time to come it would be easier for a person in Bengaluru, Chennai or Hyderabad to jump into a plane and come here than go to the northern part of India.”

Referring to ITC’s new hotel, which is one of the biggest investments in Sri Lankan hospitality sector by an Indian firm at around ₹3,000 crore, he said,”I hope this will encourage many other hotels, many other companies from other parts of the world to come and invest here.”
