Saudi Arabia and Qatar on Monday (December 8, 2025)signed a deal to construct a high-speed rail connecting the Gulf countries’ capitals, marking the latest sign of improved ties between the two nations that were once deeply at odds.

According to a statement in the official Saudi press, the “high-speed electric passenger railway” would connect Riyadh and Doha. The Saudi cities of Al-Hofuf and Dammam are also expected to be on the network.

The train would reach speeds exceeding 300 kilometres per hour and the trip would take roughly two hours between the two capitals. A direct flight between the cities clocks in at around 90 minutes.

The project, set to be completed in six years, expects to serve 10 million passengers per year, the statement said.

The agreement was signed by Saudi Crown Prince Mohammed bin Salman and Qatar’s Emir Sheikh Tamim bin Hamad Al Thani during the latter’s visit to Riyadh.

The deal is just the latest in a series of moves marking the dramatic improvement in ties between the Gulf countries in recent years.

Saudi Arabia and its allies the United Arab Emirates, Bahrain and Egypt had cut all diplomatic and transport ties with Qatar in June 2017.

The four nations accused Doha of backing radical Islamists, including the Muslim Brotherhood, and seeking closer ties with Saudi Arabia’s arch-rival Tehran — allegations that Qatar vehemently denied.

Relations were fully restored in January 2021 after a summit in the Saudi desert city of Al-Ula.

Prince Mohammed visited Doha in December 2021 for the first time since the thaw in ties, as part of a regional Gulf tour.

Since then, leaders from the two monarchies have met regularly and joined forces to back diplomatic initiatives including calls for a ceasefire in Gaza. Riyadh also threw its support behind Qatar following Israeli strikes on Doha over the summer.

The Amir of Qatar, Sheikh Tamim Bin Hamad Al-Thani, will pay a state visit to India on February 17-18.

During the visit, he would hold talks with Prime Minister Narendra Modi, covering various aspects of the bilateral relations, the Ministry of External Affairs (MEA) said on Saturday (February 15, 2025).

His visit would provide “further momentum to our growing multifaceted partnership,” it said.

He would be accompanied by a high-level delegation, including Ministers, senior officials and a business delegation, the MEA said in a statement.

“At the invitation of Prime Minister Shri Narendra Modi, the Amir of the state of Qatar, His Highness Sheikh Tamim Bin Hamad Al-Thani will pay a state visit to India on 17-18 February 2025,” it said.

This would be the second state visit of the Amir of Qatar to India. He earlier visited India in March 2015, the statement said.

He would be accorded a ceremonial welcome at the forecourt of the Rashtrapati Bhavan on February 18. The MEA said the Amir would hold discussions with President Droupadi Murmu, who would host a banquet in his honour.

India and Qatar had deep-rooted historical ties of friendship, trust and mutual respect. In recent years, the ties between the two countries, including in the areas of trade, investment, energy, technology, culture and people-to-people ties, had continued to strengthen, the MEA said.

The Indian community residing in Qatar formed the largest expatriate community of Qatar, and was “appreciated for its positive contribution in the progress and development of Qatar”, it said.

Qatar’s Emir Sheikh Tamim bin Hamad Al-Thani arrived in Damascus on Thursday (January 30, 2025) and was welcomed by interim President Ahmed al-Sharaa, the Qatari court said.

The Emir is the first head of State to visit Syria since Bashar al-Assad’s ouster.

He “arrived on an official visit to Damascus” where he was “welcomed by the president of the Syrian Arab Republic, Ahmed al-Sharaa”, a court statement said.

The trip, less than two months after Islamist-led rebels ousted Assad, comes a day after Sharaa was appointed interim president for an unspecified transitional period, and follows a visit by Qatar’s Prime Minister earlier this month.

Unlike other Arab countries, Qatar did not restore diplomatic ties with Syria under Assad and was one of the first to back the armed rebellion that erupted after his government crushed a peaceful uprising in 2011.

The Syrian embassy in Doha had told AFP that Sheikh Tamim would meet Sharaa “in a historic visit that will address cooperation and aid in several sectors”.

Qatar was the second country, after Turkey, to reopen its embassy in the Syrian capital following Assad’s overthrow, and has urged the lifting of sanctions.

In a statement Wednesday, the Qatari foreign ministry said Doha welcomed “the steps that aim to restructure” the Syrian state and “consolidate civil peace, security and stability”, after Sharaa was also tasked with forming a transitional legislature.

Foreign visitors

Sharaa’s Islamist group led the offensive that ousted Assad on December 8. The authorities on Wednesday also announced the dissolution of all armed groups involved in Assad’s overthrow, as well as the former government’s army.

During a visit earlier this month, Qatari Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani pledged to support the rehabilitation of Syria’s infrastructure, devastated by nearly 14 years of civil war.

He said the agreement included providing Syria with 200 megawatts of power and gradually increasing production.

A diplomatic source has also said Qatar was weighing plans to assist Syria with public sector salaries.

Also this month, ministers from Syria’s transitional government including top diplomat Asaad al-Shaibani met the Qatari premier on their first visit to the Gulf country since taking power.

On December 23, Qatar’s minister of state at the foreign ministry, Mohammed al-Khulaifi, led the first high-level Qatari delegation to Damascus after a 13-year diplomatic rift.

Qatar’s ruler is the most senior of a string of foreign officials to visit Damascus since December.

A delegation from Russia, a close ally of ousted leader Assad, visited this week, while foreign ministers or senior officials from countries including France, Germany and Turkey have also been to Damascus.

Syria’s Defence Ministry said Thursday (January 30, 2025) that a high-level Turkish military delegation had also visited the country.
