India, the world’s third-largest oil importer, is the biggest buyer of seaborne Russian crude.

Indian Oil Corporation (IOC), the country’s top refiner, has bought seven million barrels of September-arrival crude from the United States, Canada and West Asia via a tender, several trade sources said on Monday (August 4, 2025).

IOC’s large spot crude purchase comes after the arbitrage window for U.S. crude to Asia opened and as Indian state refiners paused buying of Russian crude oil on narrowing discounts. U.S. President Donald Trump has warned countries not to purchase oil from Moscow, which is under sanctions over its February 2022 full-scale invasion of Ukraine.

IOC bought 4.5 million barrels of U.S. crude, 5,00,000 barrels of Canada’s Western Canadian Select (WCS) and two million barrels of Das oil produced in Abu Dhabi, the sources said. They declined to be named because they were not authorised to speak to the media.

The higher-than-normal purchases are partly to replace Russian barrels, two of the sources said.

India, the world’s third-largest oil importer, is the biggest buyer of seaborne Russian crude.

Indian state refiners — IOC, Hindustan Petroleum Corp, Bharat Petroleum Corp and Mangalore Refinery Petrochemical Ltd — had not sought Russian crude in the past week or so, Reuters reported last week.

In IOC’s tender that closed on Friday (August 1, 2025), P66 and Equinor will each ship one million barrels of U.S. West Texas Intermediate Midland crude while Mercuria will ship 2 million barrels of the same grade, the sources said. Vitol will deliver one million barrels of WTI Midland and WCS, they added.

Trafigura will deliver two million barrels of Das.

Prices for the deals were not immediately available.

The purchases also came amid additional sanctions by the European Union on the Russian energy trade.

The U.K. government, on Wednesday, announced sanctions on a “shadow fleet” of ten Russian oil tankers that it has alleged were circumventing Western oil sanctions.

The announcement coincided with a trip to Kyiv by U.K. Foreign Secretary David Lammy and U.S. Secretary of State Antony Blinken, who is on a trip to the U.K. and continental Europe. The announcement comes on the heels of Tuesday’s sanctions announcement from the U.K, France and Germany, who announced curbs on Iran for supplying missiles to Russia.

The European Union (EU) and Group of Seven (G-7) countries, including the U.K., are among those who have participated in U.S.-led sanctions on Russian oil, with petroleum being a critical source of funding for Russia’s war with Ukraine. The G-7 instituted a price cap of $60 per barrel of Russian oil in December 2022.

Wednesday’s sanctions bring the total number of ships on the U.K.’s proscribed list to 25. The tankers will not be allowed to dock at U.K. ports.

“Putin’s war machine is funded by a dark and illicit economic system that this government is committed to destabilising,” Mr. Lammy said.

Three of the vessels on the new sanctions list, Nikolay Zuyev, NS Asia and Zaliv Aniva, have, between them, transported more than $5 billion of Russian oil since Russia invaded Ukraine in February 2022, the U.K. government said.

“Russia has been forced to spend over $8 billion amassing this shadow fleet. But with sanctioned tankers loitering and unable to load oil, we are determined to make Putin’s investment an expensive misstep for the Kremlin,” Mr. Lammy added.

India is one of the top purchasers of oil from Russia, a move New Delhi has defended on grounds of national interest and market dynamics. The issue was discussed by Prime Minister Narendra Modi and Ukrainian President Volodymyr Zelenskyy on Mr. Modi’s visit to Kyiv in August, when the Ukrainian President had urged India to stop purchases from Moscow.

Canada announced new sanctions on Sunday against six Russian officials following the death of opposition leader Alexei Navalny last month in an Arctic prison colony.

The sanctions target “senior officials and high-ranking employees of Russia’s prosecution, judicial and correctional services,” a statement by Canada’s foreign affairs department said.

The six people “were involved in the violation of Mr. Navalny’s human rights, his cruel punishment and ultimately, his death,” it said.

“Alongside our partners, Canada will maintain pressure on the Russian government to conduct a full and transparent inquiry into the death of Mr. Navalny,” Foreign Affairs Minister Melanie Joly said in a statement.

“This increased pressure on the Russian government sends a clear signal that human rights must be unequivocally respected.”

After the death of Alexei Navalny, Russian President Vladimir Putin’s most vocal critic, the Canadian government summoned Russia’s ambassador to “demand a full and transparent investigation” into his death.

Navalny died on February 16 in unclear circumstances in a penal colony in the Arctic, where he was serving a 19-year prison sentence for “extremism.” He was 47 years old.

His family and allies have accused the Kremlin of ordering him killed and Western leaders have said Putin is “responsible” for his death.

The United States blacklisted five Turkish companies as part of sweeping new sanctions aiming to hamstring the Russian economy over its war on Ukraine.

Three Turkish firms were placed under sanctions for supplying Russian defense-related manufacturers, including UAV producers, with parts and technology equipment.

Another two Turkish firms, and the owner of one of them, were hit for providing ship repair services to vessels controlled by or involved with the Russian defense sector.

They were among more than 150 individuals, companies and institutions added to the US Treasury and State Department blacklists for their alleged roles in supporting Russia’s nearly 19 month old war against Ukraine.

Most of those named were Russian manufacturers, trading companies and institutes supporting the production of arms and other supplies for the Russian armed forces, and individuals who own or manage those entities.

In addition two individuals involved with Russia’s Wagner private military group were placed on the sanctions blacklist, one for facilitating arms trade with North Korea, and the other over Wagner’s role in the Central African Republic.

“The US government is targeting individuals and entities engaged in sanctions evasion and circumvention, those complicit in furthering Russia’s ability to wage its war against Ukraine, and those responsible for bolstering Russia’s future energy production,” said Secretary of State Antony Blinken in a statement.
