A special court in Ayodhya on Monday (September rejected the bail applications of three accused arrested in connection with the alleged theft of donations at the Ram temple here, their lawyer said.

Special Judge Rajat Verma of the Anti-Corruption Court heard the bail applications of Avinash Shukla, Manish Kumar Yadav and Ram Shankar Mishra, advocate Kul Shekhar Singh, who represents the accused, told PTI.

The three were among eight accused whose judicial custody was extended till September 21 by the court on Friday (September 18). Their bail applications were taken up for hearing on Monday (September 21).

Mr. Singh said the defence argued that the provisions relating to corruption and criminal breach of trust by a public servant invoked in the case did not apply to the accused as they were not government employees.

“The defence argued that if these two provisions, which it claimed had been wrongly invoked by police, were removed, the remaining offences carried a maximum punishment of seven years and the accused could be granted bail in the absence of any special circumstances,” he said.

“The lawyer also submitted that the police had so far failed to file the chargesheet in the case, but the court rejected the bail applications after hearing the arguments,” he said.

Mr. Singh said the bail applications of three other accused will be heard on Tuesday (September 22), while the application of the remaining two accused is scheduled to be taken up on Wednesday (September 23).

The case relates to the alleged embezzlement of cash and valuables offered by devotees at the Ram temple. The eight accused were arrested after an FIR was lodged on June 25 following a preliminary report by a state government-constituted Special Investigation Team (SIT). They are currently lodged in jail.

The other accused are Anukalp Mishra, Lav Kush Mishra, Karunesh Pandey, Subhash Srivastava and Ramashankar alias Tinnu Yadav.

Most of the accused were bank employees deployed for counting cash donations at the temple, while Mr. Srivastava was in charge of the donation-counting process and Tinnu Yadav worked as a driver and close associate of former Shri Ram Teerth Kshetra Trust general secretary Champat Rai.

Investigators have so far recovered ₹79.85 lakh, according to the prosecution.

The court had earlier directed the police to produce the case diary and investigation report, as hearings on the bail applications had been repeatedly deferred after the investigating officer failed to submit the report.

At a time when the debate over the change in administrative structure of the Ram Temple in Ayodhya gathers pace, the Vishwa Hindu Parishad (VHP) on Monday (July 6, 2026) reiterated its opposition to government control of the shrine. The organisation, however, said it had no objection to appointing a professional Chief Executive Officer (CEO), provided the person was not a serving bureaucrat and was accountable to the Shri Ram Janmabhoomi Teerth Kshetra Trust.

Speaking to The Hindu, VHP joint general secretary Surender Jain said, “We are against government control of the Ram Temple. We will not allow it at any cost. This has been our stance since the beginning, not only for the Ram Temple in Ayodhya but for all other Hindu temples in India.”

Mr. Jain said the organisation, which had long campaigned for freeing Hindu temples from government control, was not opposed to the appointment of a professional to oversee the temple’s day-to-day administration.

“We are not against appointing a professional to manage the day-to-day affairs of the Ram Mandir, but the person must not be a serving bureaucrat and should be accountable to the Trust, not the government,” he said, adding that the CEO should be appointed by the Trust rather than the government.

Mr. Jain’s remarks came on the day when Shri Ram Janmabhoomi Teerth Kshetra Trust accepted the resignation of its general secretary Champat Rai, amid the ongoing Special Investigation Team (SIT) probe into the alleged donation theft.

The call for appointment of a CEO was first made by the Ram Temple Construction Committee Chairman and former IAS officer Nripendra Misra, who advocated adopting a Tirupati-like model with a professional CEO to oversee daily operations.

“No one is asking that the trust deed or bylaws should be changed, but there must be a CEO with experience of working in Uttar Pradesh,” Mr. Misra had said, adding such an officer should work under the Trust.

Ram temple ‘fraud’: SIT finds blatant SOP violations https://artifex.news/article71154151-ecerand29/ Sat, 27 Jun 2026 13:03:00 +0000 https://artifex.news/article71154151-ecerand29/ Read More “Ram temple ‘fraud’: SIT finds blatant SOP violations” »

The alleged embezzlement of donations at the Ram temple in Ayodhya has snowballed into a major controversy, with an SIT probe finding lapses in the shrine’s donation management system and eight people associated with the counting of cash and valuables being arrested.

Here is a look at what the investigation has found so far

While the details of how the donations were siphoned and exactly how much are still under investigation, the special investigation team (SIT) has pointed to some major lapses in its preliminary report.

Standard Operating Procedures (SOPs) like deploying a security guard during a counting process, frisking of personnel while entering and leaving the counting room, and preserving CCTV footage of the donation-counting process for 180 days were violated, sources said, citing the findings of the report.

In violation of rules, Ramashankar Yadav alias Tinnu Yadav, the former driver of the Shri Ram Janmabhoomi Teerth Kshetra Trust general secretary Champat Rai, held keys to several ‘hundis’ (donation boxes), they said.

“Many ‘hundis’ were there. So cash received in those hundis whose keys were with Tinnu was swindled, apparently due to laxity in implementing the SOPs. The exact modus operandi is still being established,” a source said.

The SOPs, finalised at a meeting of trust officials and State Bank of India representatives, were put in place in 2025 after the trust officials suspected that something was amiss in the donation counting process.

Anil Mishra, a key member of the temple trust, and Govind Mishra of the State Bank of India had formally signed off on the SOPs.

“The SOPs included a dress code requiring donation-counting staff to wear clothes without pockets, deployment of a guard through the Sainik Security Services (SIS) agency, regular frisking of all personnel entering and leaving the donation-counting rooms, and random checks. None of these norms was followed,” the source said.

Another major violation uncovered by the SIT was that CCTV footage of the donation counting process was retained for only 45 days instead of the mandated 180 days.

Donation counting in-charge and accused Subhash Srivastava was appointed on the recommendation of one of the top three functionaries of the trust, according to the SIT report.

The controversy erupted on June 7 after Samajwadi Party chief Akhilesh Yadav alleged embezzlement of donations at the Ram temple, a charge that was dismissed by Mr. Rai.

“Nothing noteworthy has come to light during the ongoing internal audit,” Mr. Rai had said.

The SIT that was constituted on June 13 on the orders of Chief Minister Yogi Adityanath to probe the sensational allegations appeared to prove Mr. Rai wrong. The sources admitted that given the nature of its findings, a major “overhaul” of the Ram temple management set-up was in the offing.

They told PTI that it took the SIT just six days to uncover the shocking details of alleged mismanagement, donation embezzlement, glaring lapses and blatant neglect in managing the affairs of the temple. The findings were part of its preliminary report submitted to the government on June 23.

The Ram temple has witnessed a massive influx of devotees since its grand consecration on January 22, 2024, particularly during the Maha Kumbh at Prayagraj, resulting in a huge collection of cash and valuable offerings.

Following the submission of the SIT report, an FIR was registered in the matter on June 25 and eight accused — Avinash Shukla, Anukalp Mishra, Lavkush Mishra, Manish Kumar Yadav, Karunesh Pandey, Ramashankar Mishra, Subhash Srivastava and Ramashankar Yadav alias Tinnu Yadav — were arrested.

Police said Tinnu Yadav employed his relative and co-accused Manish Kumar Yadav at the temple’s cash-counting unit.

All eight accused have been sent to judicial custody till Monday (June 29, 2026).

According to the sources, nearly ₹80 lakh in cash, along with some foreign currency, has been recovered from six of the eight accused so far.

“Though the probe is still underway, you would have noticed the speed with which action followed after the trust, given the enormity of the SIT’s preliminary findings, was forced to register an FIR,” the source said.

“After the controversy broke out and just before the SIT was constituted, ₹2.5 lakh was recovered from a washroom near the donation counting room,” the source said.

The sources said the disclosures were “hugely embarrassing” as “those responsible” for managing the trust remained oblivious to the alleged fraud.

He said that a total of around 60 lakh devotees have had darshan since January 23.

Ayodhya:

The newly constructed Ram temple has received donations, including 25 kg gold and silver ornament, of around Rs 25 crore in a month after the consecration ceremony on January 22, trust officials on Saturday said.

Prakash Gupta, office in charge of the Ram temple trust, said the amount of Rs 25 crore include cheques, drafts and cash deposited in the temple trust’s office along with those deposited in the donation boxes.

“However, we are not aware of the online transactions done directly in the trust’s bank accounts,” he added.

Gupta said that a total of around 60 lakh devotees have had darshan since January 23.

“The devotion of Ram devotees is such that they are donating items made of silver and gold for Ram Lalla which cannot be used in Shri Ram Janmabhoomi temple, despite this, considering the devotion of the devotees, Ram Mandir Trust is accepting jewellery, utensils and materials made of gold and silver,” he said.

Gupta said the temple trust is expecting an increase in donations during the days of Ram Navami festival when about 50 lakh devotees will be present in Ayodhya.

Gupta further said the State Bank of India (SBI) has installed four automatic high-tech counting machines at Ram Janmabhoomi to control the heavy inflow of cash and expected offering during the Ram Navami.

“A dozen computerised counters have been made by the Trust to issue receipts and additional donation boxes are being kept at the temple premises by the Ram temple trust. Soon a big and well equipped counting room will be constructed at Ram temple premises,” he said.

Anil Mishra, trustee of the Ram temple trust, said that for the valuation of gold and silver jewellery and precious materials received as gift to Ram Lalla, their melting and maintenance has been handed over to the Government of India Mint.

Mishra said along with this, an MoU has been signed between the SBI and the Trust.

According to the MoU, the SBI will take full responsibility of collection of donations, offerings, cheques, drafts and cash and deposit it in the bank, he added.

Mishra said that a team of the SBI started its work by increasing the staff and counting of donated cash is being done in two shifts daily.
