President Vladimir Putin said on Tuesday (September 1, 2026) that Russia was winning the war in Ukraine and portrayed the Ukrainian leadership ‌as “terrorists” with whom it was not possible for Moscow to negotiate.

Mr. Putin, in his most ‌detailed comments on the war for many weeks, ‌acknowledged that Ukrainian attacks inside Russia had inflicted real damage and said that drones posed a particular challenge.

But he said that Russia was advancing on the battlefield and told reporters, “I have no doubt ‌the enemy will crumble.”

He declined to say when that would happen.

Rumours that Russia would be forced to order a new military mobilisation were “utter ‌nonsense”, he said.

Russian troops had captured 270 square km (168 square miles) of the Donetsk region in eastern Ukraine in August, and a large group of Ukrainian troops were surrounded, Putin said.

Reuters could not independently verify his statement.

Russia continues ‌to advance towards the cities of Sloviansk and Kramatorsk, Mr. Putin said, adding that Moscow’s forces were preparing to launch massive strikes against energy infrastructure in Ukraine.

Mr. Putin said that Ukrainian President Volodymyr Zelenskyy’s warning to airlines that Ukrainian drones would effectively shut down Russian ‌airspace sounded like “state terrorism” and that Moscow would find a way to respond if it happened.

Speaking at a news conference after a summit in Kyrgyzstan, Mr. Putin said it was not possible to negotiate with “terrorists”.

He also said, however, that Moscow was open to “concrete” talks on settling the Ukraine ‌conflict if new momentum could be injected.

Russian President Vladimir Putin said on Thursday (October 2, 2025) that a decision by the United States to supply Tomahawk missiles to Ukraine would trigger a major new escalation with Washington, but would not change the situation on the battlefield.

U.S. Vice President JD Vance said on Sunday that Washington was considering a Ukrainian request for Tomahawks.

Asked what the supply of Tomahawks would mean, Mr. Putin said it would be dangerous as the cruise missiles were powerful and posed a threat.

“It is impossible to use Tomahawks without the direct participation of American military personnel,” Mr. Putin said at the Valdai Discussion Club in the Black Sea resort of Sochi.

“This will mean a completely new, qualitatively new stage of escalation, including in relations between Russia and the United States.”

Mr. Putin said Tomahawks could harm Russia, but that it would simply shoot them down and improve its own air defence.

Two U.S. officials told Reuters on Wednesday (September 30, 2025) that the United States would provide Ukraine with intelligence on long-range energy infrastructure targets in Russia, as it weighed whether to send Kyiv missiles that could be used in such strikes.

Vladimir Putin also criticized U.S. efforts to pressure India and China into cutting energy ties with Moscow, warning that such moves could backfire economically.

Mr. Putin said that if higher tariffs are imposed on Russia’s trade partners, it would drive up global prices and force the U.S. Federal Reserve to keep interest rates high.

That, in turn, would slow down the U.S. economy, Mr. Putin told a forum of Russia experts.
