Hamas on Monday (October 13, 2025) published a list of over 1,900 Palestinian prisoners it said will be released in the Israel-Hamas war ceasefire. The release comes after the militant group offered a list of the 20 living hostages it would release as part of the deal.

The International Committee of the Red Cross is expected to oversee the releases.

The ceasefire, which began at noon Friday (October 10, 2025) (0900 GMT), is aimed at winding down the deadliest and most destructive war ever fought between Israel and the Hamas militant group.

The war began with Hamas’ October 7, 2023, attack on Israel, that killed some 1,200 people and saw 250 others taken hostage. The war in Gaza has killed over 67,000 Palestinians, local health officials there say.

Israelis on Monday (October 13, 2025) prepared to welcome home the last 20 living hostages from devastated Gaza and mourn the return of the dead, in the key exchange of the breakthrough ceasefire after two years of war.

Palestinians awaited the release of hundreds of prisoners held by Israel. U.S. President Donald Trump was arriving in the region along with other leaders to discuss the U.S.-proposed deal and postwar plans. A surge of humanitarian aid was expected into famine-stricken Gaza, where hundreds of thousands of people have been left homeless.

While major questions remain about the future of Hamas and Gaza, the exchange of hostages and prisoners marked a key step toward ending the deadliest war ever between Israel and the militant group.

Living hostages expected first

Hamas released a list early Monday (October 13, 2025) morning of the 20 living hostages it will free as part of the ceasefire.

Major Israeli TV stations were airing special overnight broadcasts ahead of the hostages’ release as anticipation grew. People began to gather near a large screen in Hostages Square in Tel Aviv before dawn.

“It’s very exciting,” said Meir Kaller, who spent a sleepless night there.

The hostages’ return caps a painful chapter for Israel. Since they were captured in the October 2023 Hamas attack that ignited the war, newscasts have marked their days in captivity and Israelis have worn yellow pins and ribbons in solidarity. Tens of thousands have joined their families in weekly demonstrations calling for their release.

As the war dragged on, demonstrators accused Prime Minister Benjamin Netanyahu of dragging his feet for political purposes, even as he accused Hamas of intransigence. Last week, under heavy international pressure and increasing isolation for Israel, the bitter enemies agreed to the ceasefire.

With the hostages’ release, the sense of urgency around the war for many Israelis will be effectively over.

Israel expects the living hostages to be released together on Monday (October 13, 2025). They will be handed to the International Committee of the Red Cross and then to the Israeli military, which will take them to the Reim military base to be reunited with families.

It is unlikely that the remains of up to 28 other hostages will be returned at the same time. An international task force will work to locate deceased hostages who are not returned within 72 hours, said Gal Hirsch, Israel’s coordinator for the hostages and the missing.

The timing has not been announced for the release of Palestinian prisoners. They include 250 people serving life sentences for convictions in attacks on Israelis, in addition to 1,700 seized from Gaza during the war and held without charge. They will be returned to the West Bank or Gaza or sent into exile.

While Israel considers the prisoners to be terrorists, Palestinians view them as freedom fighters against Israeli occupation. Israel has warned Palestinians in the West Bank against celebrating after people are released, according to a prisoner’s family and a Palestinian official familiar with the plans. They spoke on condition of anonymity because they feared retribution.

Moscow and Kyiv swapped 103 prisoners of war each on Saturday (September 14, 2024) in a deal brokered by the United Arab Emirates, a rare moment of coordination between the two warring sides as Russia pushes ahead in east Ukraine.

The Russians released in the swap were captured during Ukraine’s incursion into the Kursk region, Moscow said, while some of the Ukrainians freed had been held prisoner since Moscow seized the Azovstal steel plant in May 2022.

“Another 103 soldiers were returned to Ukraine from Russian captivity,” Ukrainian President Volodymyr Zelenskyy said on Telegram.

Among the freed were 82 privates and sergeants as well as 21 officers, Mr. Zelenskyy said.

“The defenders of Kyiv, Donetsk, Mariupol and Azovstal, Lugansk, Zaporizhzhia and the Kharkiv regions,” he added.

Russia confirmed it had “handed over” 103 Ukrainian army prisoners, and received 103 Russian servicemen captured by Kyiv in its Kursk offensive in return.

“At present, all Russian servicemen are on the territory of the Republic of Belarus, where they are being provided with the necessary psychological and medical assistance, as well as an opportunity to contact their relatives,” the Russian defence ministry said.

Despite ongoing hostilities, Russia and Ukraine have managed to swap hundreds of prisoners throughout the two-and-half-year conflict — often in deals brokered by the United Arab Emirates, Saudi Arabia or Turkey.

The announcement comes a day after Zelensky said 49 Ukrainian POWs had been returned from Russia, and three weeks ago both sides swapped 115 prisoners each in a deal also mediated by the UAE.

The UAE’s foreign ministry hailed the deal as a “success” and thanked both sides for their cooperation on Saturday.

Russian advances

The prisoner swap came as Russia pushed ahead in east Ukraine, where it claims to have captured a string of villages in recent weeks.

The Russian defence ministry said in a daily briefing it had “liberated” the village of Zhelanne Pershe, less than 30 kilometres (19 miles) from the key Ukrainian-held logistics hub of Pokrovsk.

Pokrovsk lies on the intersection of a key road that supplies Ukrainian troops and towns across the eastern front and has long been a target for Moscow’s army.

More than half of the city’s 60,000 residents have fled since the invasion began in February 2022, with evacuations ramping up in recent weeks as Moscow’s army closes in.

Ukraine had hoped its major cross-border incursion into the Kursk region last month would slow down Russia’s advances in the east.

On Friday, Zelenskyy said Moscow had been slowed down somewhat but conceded the situation on the eastern front was “very difficult”.

Russia meanwhile claimed this week to have clawed back a swath of territory in the Kursk region, as it mounted what appeared to be a counter-offensive.

Missile spat

Tensions between Russia and the West over the conflict reached dire levels this week over UK and US discussions about letting Ukraine use longer-range weapons to strike targets inside Russia.

The discussions came after a visit to Kyiv by US Secretary of State Antony Blinken and British counterpart David Lammy.

President Vladimir Putin warned the West on Thursday that green-lighting the use of the long-range weapons deep inside Russia would put the NATO military alliance “at war” with Moscow.

“This would in a significant way change the very nature of the conflict,” Mr. Putin told a state television reporter.

“It would mean that NATO countries, the US, European countries, are at war with Russia,” he added.

British Prime Minister Keir Starmer and US President Joe Biden on Friday delayed a decision on the move.

US officials believe the missiles would make a limited difference to Ukraine’s campaign and also want to ensure that Washington’s own stocks of the munitions are not depleted.

“First of all, I want to congratulate you all on your return to your homeland. Now I want to address those of you who are directly involved in military service. I want to thank you for your loyalty to the oath, your duty and the homeland, which has never forgotten you for a minute – and here you are at home,” the President said while addressing them at the airport.

The meeting was also attended by Defence Minister Andrei Belousov, Director of the Foreign Intelligence Service Sergei Naryshkin and Director of the Federal Security Service Alexander Bortnikov.

The prisoner swap deal, mediated by Turkey, involved seven countries — the US, Norway, Germany, Poland, Russia, Belarus and Slovenia.

The most notable Russian prisoner released in the exchange was Vadim Krasikov, who was jailed for life in Germany for the 2019 murder in Berlin of Zelimkhan Khangoshvili, a former Chechen separatist leader. The Germans were reluctant to release but, according to reports, Biden personally got involved and called Chancellor Olaf Scholz.
