A day after the Lok Sabha passed it, the Rajya Sabha on Wednesday (December 17, 2025) passed the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, which allows 100% Foreign Direct Investment (FDI) in the insurance sector. The Upper House also cleared the Repealing and Amending Bill that repeals 71 obsolete laws. The Lok Sabha had passed both the Bills on Tuesday (December 16, 2025).

The structure of insurance regulation is very clearly laid out in the Bill, and the premium collected from Indians by foreign insurance companies will be kept in the country, Union Finance Minister Nirmala Sitharaman said, replying to a debate on the Bill.

Private sector insurance companies were participating in all welfare schemes of the Union government, and the Bill would ensure that foreign companies will also participate in social sector-related activities and government schemes, Ms. Sitharaman said. “We are not giving them any room to get away from that responsibility,” she said.

The increase in the FDI limit to 100% would ensure more foreign companies invest in India as, in many cases, they do not find joint venture partners due to various reasons, the Minister said. With more companies, the competition will increase, and premiums should drop, she said.

Earlier, during the debate, the Opposition demanded that the Bill should be sent to a select committee of Parliament given the far-reaching impact it has on the insurance sector.

Initiating the debate, senior Congress MP Shaktisinh Gohil said the new Bill posed a threat to data privacy as foreign companies would demand the PAN and Aadhaar cards of their customers, which may lead to digital frauds. The Centre should learn from the experience of privatising the civil aviation sector, Mr. Gohil said, and urged that the Bill should be sent to a select committee.

Questioning the use of two languages, both Hindi and English, in the name of the Bill, Saket Gokhale of the All India Trinamool Congress (TMC) also said the Bill opened the door to profit extraction by foreign companies.

A market share of $600 billion would go to foreign investors once the Bill was implemented, Kanimozhi N.V.N. Somu of the Dravida Munnetra Kazhagam (DMK) said. “This is daylight robbery. The government should not squander opportunities to promote and strengthen its own PSUs (public sector undertakings), but this government through this Bill is favouring foreign investors and burdening our own insurance companies,” Ms. Kanimozhi said.

The Rajya Sabha also passed the Repealing and Amending Bill. The Bill would remove 71 outdated laws, correcting errors that had crept in during the law-making process, and removing discriminatory aspects of certain laws, Union Law Minister Arjun Ram Meghwal said. “We give priority to ease of living along with ease of doing business,” the Minister said. “These reforms are a step towards liberation from a colonial mindset,” he added.

The Bill seeks to repeal 71 Acts, including the Indian Tramways Act, 1886; the Levy Sugar Price Equalisation Fund Act, 1976; the Bharat Petroleum Corporation Limited (Determination of Conditions of Service of Employees) Act, 1988; the General Clauses Act, 1897; the Code of Civil Procedure, 1908; and the Indian Succession Act, 1925.

Parliament was adjourned sine die on Friday, capping off a tumultuous session that saw a robust debate on the country’s constitutional journey and the introduction of two landmark bills on simultaneous elections before plunging to a new low of political animosity over alleged insult of B R Ambedkar.

As Parliament met on the last day of Winter Session, the overhang of mutual bitterness involving the ruling National Democratic Alliance and opposition parties following Thursday’s spat persisted, forcing Speaker Om Birla in Lok Sabha to adjourn the House within three minutes without even the customary summing up of the Session’s highlights.

It was only a little better in Rajya Sabha as opposition parties, which have been protesting against Home Minister Amit Shah’s alleged insulting comments for Ambedkar, agreed to let Chairman Jagdeep Dhankhar read out his valedictory remarks before adjourning the House sine die.

The Lok Sabha’s productivity was nearly 58 per cent, according to its secretariat, a far cry from days when it hovered around 100 per cent and even beyond.

In his concluding remarks, Dhankhar called upon parties to rise above political differences and restore the sanctity of parliamentary discourse, striking a note of balance amid opposition’s charge that he has often been partisan.

He said the House effectively functioned for just 43 hours and 27 minutes with a productivity of merely 40.03 percent during the Winter Session that began on November 25.

At a press conference, Parliamentary Affairs Minister Kiren Rijiju laid the blame on the door of opposition, especially the Congress, saying their continuous protest despite an earlier agreement to allow Parliament to run was the principal reason behind the low productivity.

He said all parties must reflect on what is a matter of great concern, adding that as the minister in-charge of parliamentary affairs he will continue to reach out to opposition leaders.

During the Session, five bills were introduced in Lok Sabha, which passed four of them. The Rajya Sabha passed three bills. A special session was also held in the ‘Samvidhan Sadan’ to commemorate the Constitution Day on November 26.

If Thursday’s pushing and shoving involving MPs of rival parties, which left two BJP members hospitalised and led to a police case against Leader of the Opposition in Lok Sabha Rahul Gandhi, was the low point of the Session, a spirited discussion on the “Glorious journey of 75 years of the Constitution of India” for two days in each House reflected the best of parliamentary debate.

Prime Minister Narendra Modi’s sharp denunciation of the Congress, especially the Nehru-Gandhi family, for its “mutilation” of constitutional values was heard by opposition benches in the Lok Sabha without any serious disruption, and so was Home Minister Amit Shah’s reply to the debate in Rajya Sabha.

However, opposition parties seized on a couple of sentences of Shah’s reply to accuse him of insulting B R Ambedkar, the architect of India’s Constitution, and launch protests inside and outside Parliament.

The BJP-led NDA MPs led counter protests, accusing the Congress of slighting Ambedkar and ignoring his legacy during its long decades in power.

As Modi led Shah’s defence and counterattack on the Congress, both sides turned up political heat, which blew up in an ugly spat on Parliament’s premises on Thursday. Both sides lodged police complaints against each other, and an FIR was registered against Gandhi, blamed by the BJP for injuries to two of its MPs.

Speaker Birla warned all parties against holding protests at the entrance, the site of the spat on Thursday, of Parliament.

Opposition parties have filed notices for breach of privilege against Shah in the two Houses, while the BJP did the same against Rahul Gandhi.

Rijiju told reporters that it is now up to the respective Chair in the two Houses to take a call on the matter.

Congress leader Jairam Ramesh said his party’s performance in Parliament was “100 per cent” as it raised all relevant issues, including the charges in the US against the Adani group, but the government ran away from debate.

Incidentally, it was the government’s readiness to hold a discussion on the Constitution which had broken the early deadlock in Parliament as the Congress stuck to its demand for a debate on the Adani row.

While the opposition INDIA bloc was a divided House with parties like the Samajwadi Party and Trinamool Congress not agreeing with the primacy given to the Adani issue by the Congress, they rallied together over Shah’s comments.

The highlight of the Session’s legislative agenda was two landmark bills — the Constitution (One Hundred and Twenty-Ninth) Amendment Bill and the Union Territories Laws (Amendment) Bill — to give effect to the mechanism of simultaneous elections to Lok Sabha and assemblies.

It was introduced in Lok Sabha on December 17 and was referred to a 39-member Joint Committee of Parliament on Thursday.

Singalling the deepening divide among different stakeholders in Parliament, opposition parties submitted a notice to move a motion of no-confidence against Dhankhar, but it was dismissed by Rajya Sabha Deputy Chairman Harivansh, who slammed it as an act of impropriety, being severely flawed and drawn in haste to mar the Chairperson’s reputation.

At least 60 opposition members had signed the notice on December 10 for removal of Dhankhar from his post, alleging he was “biased” and they did not have trust in him.

Parliament Winter Session Protests Over Amit Shah’s “Ambedkar Is The Fashion” Remark.

New Delhi:

Parliament’s winter session – its final week roiled by mud-slinging and protests by MPs over Amit Shah’s “Ambedkar is the fashion” remark and disruptions and fractious debates over the ‘one nation, one election’ push – concluded Friday afternoon, with a stern message from Rajya Sabha Chair.

“The world watches our democracy. Yet we fail our citizens through our conduct. These Parliamentary disruptions mock public trust and expectations. Our fundamental duty to serve with diligence lies neglected,” Jagdeep Dhankhar said.

“Where reasoned dialogue should prevail, we witness only chaos. I urge every Parliamentarian, regardless of party, to examine their conscience,” Mr Dhankhar, against whom the opposition also filed a no-confidence motion, that was slapped down on procedural grounds, lamented on X after adjourning the Upper House.

“We squander precious opportunities that could serve the greater good of our people. I hope MPs will introspect deeply and citizens exercise accountability.”

An uneasy calm lay over Parliament this morning as MPs from the ruling Bharatiya Janata Party and (a suddenly united) opposition held protests and counterprotests, and traded allegations.

As the day dawned, opposition MPs rallied behind the Congress’ Rahul Gandhi and demanded Mr Shah resign and slammed the BJP for yesterday’s physical confrontation, while the ruling party massed outside Parliament targeting Mr Gandhi – against whom they have filed a dramatic ‘attempt to murder’ police complaint and accused of making a woman lawmaker feel “uncomfortable”.

Congress MP Priyanka Gandhi Vadra and the Samajwadi Party’s Akhilesh Yadav were among those who led the opposition’s charge. Ms Gandhi Vadra, who yesterday ripped into the BJP over the charges against her brother, today said the ruling party is “scared” because Mr Shah’s remarks had “exposed their true sentiments” about the iconic Dalit leader. She also criticised the BJP for lodging false police complaints against Mr Gandhi; ” Rahulji can never push anyone. I am his sister… I know him. Frankly, the country knows this too…”

Mr Yadav, meanwhile, demanded the BJP and Mr Shah apologise for the comment. “The insult to Babasaheb Ambedkar and the attitude of the BJP towards him… if we have to take the country forward, Babsaheb’s Constitution shows the way (but) the BJP is attempting to weaken it.”

In response, the BJP camp – which has lashed out at the Congress and Mr Gandhi over his alleged “assault” of two of its MPs, Pratap Sarangi and Mukesh Rajput – doubled down on its attacks.

Lok Sabha MP Nishikant Dubey declared, “For the first time I saw the ugly face of this party”, and claimed he had seen Mr Gandhi “climbing up the Makar Dawar (the Parliament’s main door, outside which MPs pushed and shoved each other yesterday) … after climbing up, he pushed Pratap Sarangi ji… Mukesh Rajput ji got pushed… they (the Congress MPs) had no remorse… condemnable.”

Parliamentary Affairs Minister Kiren Rijiju batted away the Congress’ demands for Mr Shah to quit and said, “It is the Congress that should apologise… it is not left with anything to say so they have resorted to manhandling. Our MPs say there should be police action against Rahul Gandhi.”

On Thursday there was utter bedlam outside Parliament after MPs from the ruling party and the opposition clashed, pushing and jostling each other while screaming and shouting slogans.

The injury to the BJP’s Mr Sarangi – visuals showed him with a bandage on his head and being taken in an ambulance – and the hospitalization of Mr Rajput fuelled the party’s counterattack. A trio of BJP MPs, including ex-Union Minister Anurag Thakur, then filed a complaint at a nearby police station.

Not to be outdone, the Congress then claimed an injury to party boss Mallikarjun Kharge and filed a complaint of its own. Delhi Police has turned both complaints over to its Crime Branch. The party also called the ‘attempt to murder’ complaint a “badge of honour for defending Babasaheb’s legacy”.

Amit Shah’s Ambedkar Remark

All of this followed Mr Shah’s remark about Dr Ambedkar – regarded as the architect of the Constitution – which were delivered at the tail end of a four-day debate on the august text.

“It has become the fashion to say ‘Ambedkar, Ambedkar, Ambedkar…’ If they (the opposition) took God’s name so many times, they will get a place in heaven,” Mr Shah quipped.

The opposition’s reaction was instantaneous and furious, and the ferocity of it appeared to unsettle Mr Shah and the BJP. A normally combative Home Minister – Prime Minister Narendra Modi’s No 2 and one of the most powerful figures in the ruling party – issued a statement on the row.

And Mr Modi himself led high-ranking cabinet members in defending Mr Shah.

“They (the Congress) have distorted the comment I made in the Rajya Sabha,” Mr Shah said, while Mr Modi thundered on X, “If the Congress and its rotten ecosystem think malicious lies can hide their misdeeds of years, especially insults to Dr Ambedkar, they are gravely mistaken!”

A row erupted after Union Home Minister Amit Sha’s speech in the Rajya Sabha.

New Delhi:

Congress MP Manickam Tagore on Friday submitted an adjournment motion notice in Lok Sabha to discuss Union Home Minister Amit Shah’s remarks on Dr BR Ambedkar in Rajya Sabha and demanded his apology and resignation.

“The Minister’s comments, made during the Constitution debate in the Rajya Sabha, were not only unacceptable but also reflected a deep-seated disdain for the principles of social justice and equality that Dr Ambedkar fought for throughout his life,” Manickam Tagore said in the notice.

Manickam Tagore demanded that Amit Shah apologize unconditionally for his remarks and resign from his position as Union Home Minister.

“I demand that Amit Shah apologize unconditionally for his remarks and resign from his position as Union Home Minister. His continued presence in the Cabinet is an affront to the dignity of the Constitution and the people of India,” the notice read.

Manickam Tagore demanded that Prime Minister Narendra Modi and the parliament take action against Amit Shah’s remarks in the strongest possible terms and demand his resignation.

“Furthermore, I urge the Prime Minister to take immediate action and remove Amit Shah from his position, as his comments have brought disrepute to the office of the Home Minister. I request this House to condemn Amit Shah’s remarks in the strongest possible terms and demand his resignation,” the notice read.

On Thursday, Bahujan Samaj Party (BSP) chief Mayawati asked Union Home Minister Amit Shah to take back his remark on the architect of the Indian Constitution Dr Bhimrao Ambedkar and said that it has “hurt Baba Saheb’s dignity.”

On the same day, INDIA Bloc MPs led by Lok Sabha Leader of Opposition Rahul Gandhi held a protest in the Parliament premises and demanded the resignation of Union Home Minister Amit Shah over his remarks on Babasaheb Ambedkar.

Many MPs including Rahul Gandhi, Priyanka Gandhi Vadra, Sanjay Raut, Mahua Majhi, and Ram Gopal Yadav were seen wearing blue clothes as a mark of protest against the Home Minister’s remarks.

The row erupted after Union Home Minister Amit Shah in his recent speech in the Rajya Sabha, reportedly said, “If they had taken the name of God so many times instead of Ambedkar, they would have got heaven for seven lives.”

Parliament Winter Session Live Updates: The ongoing session will come to a close with the ruling and opposition sides clashing over Union Home minister Amit Shah’s remark over the mention of Dr BR Ambedkar in the House.

Members of the INDIA bloc will march from Vijay Chowk till the Parliament at 10 am, a day after dramatic scenes played out in Parliament as the BJP protested at the Makar Dwar, while the Opposition stood with Ambedkar posters demanding Mr Shah’s resignation. At the centre of the row is the minister’s remark, “It has become a fashion to say Ambedkar, Ambedkar, Ambedkar, Ambedkar, Ambedkar, Ambedkar’. If they took God’s name so many times, they would have got a place in heaven.” Two BJP MPs were hospitalised after suffering head injuries in a face-off between the opposition and NDA members.

Protests over various issues, including the Sambhal violence, Manipur situation and Congress’ link with billionaire George Soros, led to proceedings being washed out on most days. Parliament Scuffle: 2 Injured BJP MPs Still In ICU

Two BJP MPs who were admitted to the Ram Manohar Lohia (RML) Hospital after suffering head injuries in a face-off between the opposition and NDA members in Parliament premises are still in the ICU and being closely monitored, doctors told PTI.

Pratap Chandra Sarangi (69) from Odisha and Mukesh Rajput from Uttar Pradesh were brought to the hospital from Parliament with head injuries, hospital’s Medical Superintendent Dr Ajay Shukla said.

“They are admitted in the ICU. Their blood pressure levels have been brought under control and their condition is being monitored by a team of doctors,” he said this evening while giving an update on their condition.

Delhi Police File FIR Against Rahul Gandhi Over Parliament Scuffle

Delhi Police registered an FIR against Congress leader Rahul Gandhi, who is also the Leader of the Opposition in Lok Sabha, in connection with a scuffle in Parliament.

BJP had filed a complaint against Rahul Gandhi under various sections including 109 (attempt to murder), 115 (voluntarily causing grievous hurt), 117 (voluntary causing grievous hurt), 125 (act of endangering life or personal safety of others), 131 (use of criminal force), 351 (criminal intimidation) and 3(5) (common intention).

“Injuring Someone Condemnable”: Union Minister Shekhawat On Parliament Scuffle

Union Minister Gajendra Singh Shekhawat condemned the scuffle that took place in Parliament, stating that while ideological differences are part of democracy, physical violence is unacceptable.

Addressing the media, Shekhawat said, “There can be ideological differences in democracy, but injuring someone physically is strongly condemnable.”

He added that the Congress Party and Rahul Gandhi should apologise for the incident and further emphasised that the Congress Party and its leaders have always believed they are above the law and the Constitution.

The minister pointed out that the entire incident was likely captured on CCTV and that the truth would be clear once the footage is made public.

Parliament Winter Session Live Updates: Congress MP Manickam Tagore has given an Adjournment Motion Notice in the Lok Sabha to discuss Union Home Minister Amit Shah’s remarks regarding Dr BR Ambedkar during the Constitution debate in the Rajya Sabha. The Congress member has demanded an apology and the Home Minister’s resignation.

Congress’ Priyanka Gandhi Vadra Slams BJP For Tampering With BR Ambedkar’s Photo
In response to BJP editing BR Ambedkar’s photo and replacing it with Soros’ in a social media post, Congress leader Priyanka Gandhi said it is an “insult to Baba Saheb.”

 

“This is the same mentality which damages Baba Saheb’s statues installed at various places. This is an insult to Baba Saheb. This is an insult to the Constitution maker,” she said while speaking to the media.

Earlier in the day, BJP shared a photo on its official X handle which shows INDIA Bloc MPs holding the photo of George Soros during their protest in the Parliament.

Joining the Ambedkar row, Kamal Haasan said modern India is built on the building blocks of Ambedkar’s ideas. “While Gandhiji freed India from foreign oppression, Dr. Ambedkar liberated India from its own ancient shackles of social injustice,” he wrote.

He said that whoever believes in Dr Ambedkar’s vision won’t tolerate his legacy being tarnished. “Every Indian who proudly believes and fights for Babasaheb’s vision of free and just India, where all are born equal, will never tolerate the great man’s legacy to be tarnished,” he said.

Congress MP Manickam Tagore has given an Adjournment Motion Notice in Lok Sabha to discuss Union Home Minister Amit Shah’s remarks regarding Dr BR Ambedkar.

In his notice, Mr Tagore wrote, “He (Amit Shah) further trivialized Dr. Ambedkar’s monumental contribution by suggesting that those who invoke his name as frequently as the Congress does would attain “swarg” (heaven). This blasphemous statement is an attempt to undermine Dr. Ambedkar’s pivotal role in drafting the Indian Constitution, which guarantees equality, justice, and dignity for all citizens, especially the marginalized communities.”

The Congress Party has urged the House to “take a strong stand against this disrespect” and has demanded an unqualified apology.

Recap: ‘One Nation, One Poll’ Bill Tabled In Lok Sabha
Union Law Minister Arjun Ram Meghwal introduced the ‘One Nation, One Poll’, a constitutional amendment bill in the Lok Sabha on Tuesday. Once approved, the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, popularly referred to as the Bill on ‘One Nation, One Poll’, will ensure Lok Sabha, Assembly, and local body (urban or rural) elections are held in the same year, if not at the same time. This was the norm from independence to 1967.

To pass a bill, two-third majority (307 votes) required. 269 voted in favour of the motion while 198 members opposed it.

For now, the bill will be sent to a joint committee for “wider consultation”. The composition of the joint committee – which will also include Rajya Sabha MPs – will be settled by Speaker Om Birla in 48 hours (Thursday). This deadline is key because this Parliament session ends Friday. If a committee is not named and tasked, the bill lapses and must be re-introduced in the next session.

Prime Minister Narendra Modi is likely to respond to the ongoing Constitution debate in the Lok Sabha on Saturday, a day after Congress MP Priyanka Gandhi Vadra hit out at the BJP for making it the Sangh’s rule book.

  1. Prime Minister Narendra Modi is scheduled to reply on the ongoing Constitution debate in the Lok Sabha, a day after Defence Minister Rajnath Singh initiated it.

Mr Singh, hitting out at the Opposition, said that some people were taught to carry the Constitution in their pockets while the BJP bows to it. He hit out at the Congress’ attempts to overlook the collective contributions of many individuals and the Constitution’s deep roots in India’s cultural and civilizational values.

  3. The debate on Friday saw Wayanad MP Priyanka Gandhi Vadra, who delivered her maiden speech in the House, hitting out at the BJP for making the Constitution a “Sanghvidhaan” or Sangh’s rule book. Mentioning the Sambhal violence and Unnao rape case, she also accused the ruling government of spreading “fear”, and said the Constitution gave people courage to face the oppression and put up a fight.

  4. Samajwadi Party chief Akhilesh Yadav voiced a renewed push for conducting the caste census. In reference to the Sambhal violence and other surveys of places of worship, he said those looking for temples under mosques don’t want peace.

  5. Trinamool Congress MP Mahua Moitra’s reference to the death of a judicial officer triggered an uproar with Union minister Kiren Rijiju warning her of “appropriate parliamentary action”. She accused the BJP-led Centre of “bleeding the Constitution from a thousand cuts” and said it is crystal clear that the political executive has “systematically eroded democracy” over the last 10 years.

  6. External Affairs Minister S Jaishankar, speaking during the Question Hour, said it is in Bangladesh’s own interest to ensure the safety of minorities, amid reports of attacks on Hindus. He also said that for India to have good relations with Pakistan, the latter needs to be free of terrorists.

  7. The Rajya Sabha was adjourned on Friday without transacting much business as the stand-off between Vide President Jagdeep Dhankhar and Leader Of Opposition Mallikarjun Kharge continue over the no-confidence motion against the former. The House will reconvene on Monday.

Parliament Winter Session Highlights: The winter session of Parliament will continue till December 20.

The ninth day of the Winter Session of Parliament is expected to begin with the discussion on the Railways (Amendment) Bill 2024 in the Lok Sabha. On Wednesday, the Lower House saw a debate on the Bill, with Opposition MPs saying it would have a negative impact on the autonomy of railways and increase the potential for its privatisation.

The Opposition will likely raise the issue of Congress leader Rahul Gandhi being stopped from visiting the violence-hit Sambhal in Uttar Pradesh to meet the families of those killed in the November 24 violence.

Questions on developing new airports, privatisation of airports, national highways in Himachal Pradesh, and the development of Sabarimala airport will be asked in the Lok Sabha, among others.

Union Home Minister Amit Shah is scheduled to table the Disaster Management (Amendment) Bill, 2024 in Lok Sabha. The Bill seeks to amend the Disaster Management Act, 2005, bringing more clarity to roles and empowering authorities at the national and state levels.
