Proceedings for Parliament winter session will resume today (File)

Parliament proceedings will resume today, a day after Lok Sabha and Rajya Sabha were adjourned amid uproar over the opposition INDIA bloc submitting a notice in the Rajya Sabha for moving a no-confidence motion against Chairman Jagdeep Dhankhar.

Congress chief Mallikarjun Kharge said the opposition was forced to table the no-confidence motion against Mr Dhankhar because he is “biggest disruptor” of the Upper House. “His actions have hurt the dignity of India,” Mr Kharge said, as he also stressed there is no “personal fight” against the Rajya Sabha Chairman.

The Rajya Sabha on Wednesday also witnessed disruptions when senior BJP leader JP Nadda demanded a discussion on the alleged Congress-George Soros link.

Today, the government has listed three bills for final consideration and passing in Lok Sabha and Rajya Sabha.

Parliament Live: Congress MP wants to raise issue of unpaid stipends for medical interns
Congress MP Vijay Kumar has moved an adjournment motion in the Lok Sabha to address the urgent issue of unpaid and irregular stipends for medical interns and residents across India.

He has highlighted complaints of students being underpaid or coerced into paying fees, citing NMC data showing 27% receive no stipend. He has urged the government to ensure fair treatment and safety for medical professionals.

Parliament Session Live: Congress to hold meeting to discuss strategy for house

The Congress will shortly hold a meeting at the party Parliamentary Party office to outline its strategy for the floor of the house.

The meeting will be held at around 10:15 am following which the opposition will also hold a protest outside the parliament building.

Parliament Winter Session Live Updates: Why Opposition is protesting against Rajya Sabha Chairman

The opposition was forced to table the no-confidence motion against Rajya Sabha Chair Jagdeep Dhankhar because he is “biggest disruptor” of the Upper House, Congress chief Mallikarjun Kharge said on Wednesday. 

“His actions have hurt the dignity of India,” Mr Kharge said, as he also stressed there is no “personal fight” against the Rajya Sabha Chairman.

“We have been compelled to take this step. We have already given a notice. The opposition is here to speak, standing together, on this sensitive issue. I am sad to say the Chairman left us with no option. For three years, he gave us neither time nor space to raise critical issues.”

“We expect protection from the Chairperson… but he keeps gesturing to ruling party MPs to speak. Who will listen to the opposition when the Chair himself defends the government?”

In brief remarks to reporters, Mr Kharge also said the Chair “tries to insult opposition leaders” and “indulges in schooling MPs like a headmaster”. “He is working like the government’s spokesperson… the biggest disruptor of the Rajya Sabha is the Chairperson…”

“… (but the) notice for is not about personal grievances or political battles,” he said.

Winter session of the parliament begins today.

The winter session of the parliament will begin today. For the first day, 3 bills are listed for final consideration and passing. In the Lok Sabha, the Banking Laws (Amendment) Bill and the Railways (Amendment) Bill, 2024 will be discussed. In Rajya Sabha, the Bhartiya Vayuyan Vidheyak, 2024 will be talked about. 16 bills will likely be addressed during the winter session until December 20. The Session will provide 19 sittings spread over a period of 26 days.

The monsoon session of Parliament is scheduled to conclude on August 12.

The Waqf (Amendment) Bill, which will amend the law governing Waqf boards, is likely to be introduced in the Parliament today. The bill aims to rename the Waqf Act, 1995, as the Unified Waqf Management, Empowerment, Efficiency and Development Act, 1995.

It also seeks to omit Section 40 of the current law relating to the powers of the Board to decide if a property is Waqf property. It provides for a broad-based composition of the Central Waqf Council and the State Waqf Boards and ensures the representation of Muslim women and non-Muslims in such bodies.

The monsoon session of Parliament commenced on July 22 and is scheduled to conclude on August 12.

The budget session of Parliament is scheduled to end on August 12

Parliament Session Live:

The discussion on the Union Budget 2024-25, presented by Finance Minister Nirmala Sitharaman on July 23, is currently underway in both Houses of Parliament.

The Opposition MPs had on Wednesday protested against the Budget in the Lok Sabha and staged a walkout in the Rajya Sabha. 

Apart from the Budget discussion, union ministers Gajendra Singh Shekhawat, Jitendra Singh, Arjun Ram Meghwal, and Kirtivardhan Singh will lay papers on the table.

The budget session of Parliament began on July 22 and is scheduled to end on August 12.

Parliament Session 2024: Congress’ Manish Tewari Wants Discussion On India-China Border Situation

Congress MP Manish Tewari has given an adjournment notice in the Lok Sabha, urging discussion on the border situation and huge trade deficit with China.

In his letter to the Secretary-General of Lok Sabha, he pointed out that China recently rejected the inauguration of the Seva tunnel and claimed parts of Arunachal Pradesh as its territory.

“…For the purpose of discussing a definite matter of urgent importance that this House do supend zero hour and relevant rules relating to question hour and other businesses of the day to have a discussion on the border situation and the huge trade deficit with China,” his letter said.

“Since 2019, there have been ongoing border clashes between India and China, with reports of Chinese troops blocking access to patrolling points in Eastern Ladakh. Recently, China rejected the inauguration of the Seva tunnel and claimed parts of Arunachal Pradesh as its territory,” the letter added.
