Amid persistent disruptions in the Lok Sabha by Opposition members demanding a discussion on the special intensive revision (SIR) of electoral rolls in Bihar, Finance Minister Nirmala Sitharaman on Friday withdrew the Income Tax Bill, 2025 as the government is set to introduce a fresh version of the Bill on August 11.

Official sources said the updated version of the legislation will incorporate most of the changes suggested by the Select Committee chaired by BJP MP Baijayant Panda. The original version of the Bill — meant to replace the six-decade-old Income Tax Act, 1961 — was introduced in the Lok Sabha on February 13.

“To avoid confusion from multiple versions of the Bill and to provide a clear and updated version with all changes incorporated, the new version of the Income Tax Bill will be introduced for the consideration of the House on Monday,” an official said.

Tax exemption for religious trusts

Soon after its introduction in the Lower House, the Bill was referred to the Select Committee for scrutiny. The 31-member Select Committee’s suggestions included continuing the tax exemption on anonymous donations made to religious-cum-charitable trusts in the new law, and allowing taxpayers to claim TDS refunds even after the due date for filing income tax returns, without paying any penal charges.

The new Bill exempts taxes for anonymous donations to non-profit organisations which are purely religious trusts. However, such donations received by a religious trust that may also have other charitable functions, such as running hospitals or educational institutions, will be taxed, as per the new Bill.

Soon after the withdrawal of the Bill on Friday, Parliamentary Affairs Minister Kiren Rijiju lamented that the Opposition benches were disrupting proceedings at a time meant to take up Private Members’ Bills.

The Opposition, however, continued its protests on the SIR for a 13th straight day, resulting in the House being adjourned for the day.

The government is estimated to have forgone around ₹99,000 crore in revenue in the 2023-24 fiscal on account of tax incentives extended to corporates, Minister of State for Finance Pankaj Chaudhary said on Tuesday (July 22, 2025).

Corporate tax rates have been gradually reduced since 2016 while phasing out the exemptions and incentives.

In a written reply in the Rajya Sabha, Chaudhary gave the estimated revenue forgone due to the tax incentives by way of various deductions in corporate tax, from FY 2019-20 to 2023-24.

The corporate tax revenue foregone in 2023-24 stood at ₹98,999, followed by ₹88,109 crore and ₹96,892 crore in 2022-23 and 2021-22, respectively.

In 2020-21 and 2019-20, the total corporate tax revenue foregone was ₹75,218 crore and ₹8,043 crore respectively.

The minister was replying to a question from AAP MP Raghav Chadha on the estimated loss to the exchequer due to the corporate tax reductions from 2019-20 to 2024-25, and for the financial year (2024-25).

Estimated revenue foregone for the financial year 2024-25 till date is not available, Chaudhary said.

Through Finance Act, 2016, the corporate tax rates were reduced to 29% of the total income to promote growth, boost investment and create more job opportunities.

In 2017, the corporate tax rates were reduced to 25% of the total income, make smaller domestic companies having annual turnover of ₹50 crores more viable and to encourage firms to migrate to company format.

In September 2019, the government announced a cut in base corporate tax for then existing companies to 22% from 30%; and for new manufacturing firms, incorporated after October 1, 2019, to 15% from 25%, provided they forego all exemptions and incentives.

Vide Finance Act, 2024, tax rates on the income of foreign companies (other than that chargeable at special rates) have been reduced from 40% to 35% to promote investment and employment.

A day before the presentation of the Union budget, the Congress on Monday said the Centre must make three important announcements of making Minimum Support Price (MSP) a legal guarantee, fix MSP on the basis of the Swaminathan formula and establish a permanent commission to monitor the implementation of farm loan waivers.

Congress general secretary in-charge Jairam Ramesh said that of all the “failures” of the central government, the “incompetence and ill-will” of the Ministry of Agriculture and Farmers’ Welfare is the most damaging.

“While the UPA had raised the MSP of wheat by 119% and that of rice by 134%, the Modi government has raised it by 47% and 50% respectively. This is not at all enough to keep up with inflation and the rising prices of agricultural inputs,” Mr. Ramesh said in a statement.

He pointed out that farmers’ debt has increased tremendously.

According to the National Sample Survey Office (NSSO), outstanding loans have increased by 58 per cent since 2013, he said.

“More than half of the farmers are debt-ridden. Since 2014, we have seen more than 1 lakh farmers die by suicide,” Ramesh said.

“The Central Government needs to make three key announcements for farm welfare in the upcoming Budget: Raise MSP for 22 crops that come under MSP, in line with the C2+50% formula as recommended by the Swaminathan Commission,” he said.

Mr. Ramesh said the government must give a legal status to MSP and establish a system to implement it firmly, including strategic procurement, better regulation and price differential compensation.

“All it takes is determination and courage,” he said.

Farm loan waivers

Mr. Ramesh also called for the establishment of a permanent commission to assess the need for, assess the magnitude of, and monitor the implementation of farm loan waivers.

This much-needed step will provide relief to debt-ridden farmers, he said in his statement in Hindi.

“Remember that the central government has all the power to take all three of these steps. It is just waiting for the self-proclaimed non-biological Prime Minister to show some courage and give up his stubbornness and take a decision in the interest of farmers,” Ramesh said.

“In November 2021, after the withdrawal of the three black farm laws, the self-proclaimed non-biological Prime Minister had announced the formation of a committee to review matters related to MSP. It took the government eight months to form the committee – and two years later, it has still not released an interim report,” he said, attacking PM Narendra Modi.

Had the government wanted, the report would have been released by now and MSP would have gotten legal status, he argued.

The Congress government in Telangana has started waiving farm loans for farmers in the State, he said.

“This will provide relief to a total of 40 lakh farmers on loans up to Rs 2 lakh. In 2008, the UPA led by Dr. Manmohan Singh had waived off farm loans worth Rs 72,000 crore. This benefited a large number of farmers, including 54 lakh farmers of UP, 42 lakh farmers of Maharashtra, 8.9 lakh farmers of Haryana, 17.6 lakh farmers of Bihar and 6.66 lakh farmers of Jharkhand,” Ramesh said.

“The government of the non-biological Prime Minister has waived off bank loans of Rs 16 lakh crore of capitalists. But on the other hand, despite receiving a record ₹2.11 lakh crore dividend from the RBI this year, it has not waived off even a single rupee of agricultural loan of the farmers,” he alleged.

“Will the self-proclaimed non-biological prime minister, who is still recovering from the wounds of the decisive personal, political and moral defeat on June 4, take these important steps for agricultural welfare?” Ramesh said.

Finance Minister Nirmala Sitharaman will present the Budget on Tuesday, July 23, 2024.
