“Pakistan Prime Minister Shehbaz Sharif will embark on a five-day visit to China on June 4 to further strengthen bilateral ties,” the Foreign Office announced on May 31, as the all-weather allies seek to upgrade cooperation under the multi-billion dollar China-Pakistan Economic Corridor (CPEC).

“Sharif will be in China from June 4 to 8 on the invitation of Chinese President Xi Jinping,” Foreign Office spokesperson Mumtaz Zahra Baloch said at her weekly briefing.

China refuses to further expand cooperation with Pak in energy, water, climate under CPEC

The visit aims to increase cooperation under the CPEC project, as the two sides look forward to launching the second phase of the project. The CPEC was launched a decade ago and several projects related to energy and infrastructure had been already completed.

The Prime Minister chaired a meeting in Islamabad on Friday on his upcoming China visit directed to prepare an action plan to encourage Chinese companies to set up industries in Pakistan, assuring that Pakistan will provide all possible facilities to Chinese industrialists and investors.

Radio Pakistan reported that a detailed briefing was given to the Prime Minister on the preparations for his visit to China, during which a delegation of industrialists, investors and entrepreneurs from Pakistan will also accompany him during his visit to Chinese city Shenzhen.

The delegation will meet the Chinese business community and discuss the promotion of business-to-business relations between the two countries.

The Prime Minister directed to formulate a comprehensive plan regarding productive business-to-business meetings between the two countries during his visit to China. He also directed the Pakistani Ambassador to China to provide all possible facilities to the Pakistani business delegation in China.

Meanwhile, The Express Tribune reported that the government approved the construction of another road project under the CPEC at a cost of $2 billion, paving the way for the signing of its framework agreement during Prime Minister Sharif’s visit to Beijing.

The Central Development Working Party (CDWP), the body mandated to recommend mega schemes for higher forum approval, sanctioned the construction of the Thakot-Raikot 241-kilometre section of the Karakoram Highway, according to an announcement by the Ministry of Planning after the meeting.

The CDWP approved the project at a cost of Rs.567.5 billion (Pakistani Rupee) ($2 billion), with the direction that the price tag should be further reduced by rationalising overhead expenses.

The Karakoram Highway was originally built with the help of China about 50 years ago, and due to the difficult terrain, scores of people died during the construction phase.

A fully functional all-weather Karakoram Highway is critical for China-Pakistan economic and commercial relations. This is the third major road infrastructure project both nations aim to build under CPEC, following the Multan-Sukkur motorway and the Havelian-Thakot section of the Karakoram Highway.

The Deputy Chairman of the Planning Commission, Jehanzeb Khan, chaired the CDWP meeting. Mr. Khan’s position in the government may further be strengthened after the budget due to certain administrative changes that Prime Minister Sharif’s government is considering implementing.

Pakistan and China have already agreed to complete the remaining missing link of more than 800 kilometres of the Karakoram Highway during the 10th Joint Cooperation Committee meeting. “The 241-kilometre missing link is planned to be constructed with a Chinese soft loan,” according to Ministry of Planning officials.

Out of the $28 billion investment under CPEC, so far, $6.7 billion has been made in infrastructure projects. Last week, Pakistan requested Beijing to fund nine more projects under CPEC worth $17 billion, including the road missing link.

If China agrees to finance the project, it will be completed on an engineering procurement and construction modality, and the approval of the federal Cabinet will also be required. There were also issues with financing the project from the Public Sector Development Programme (PSDP), as the National Highway Authority’s financing requirements for ongoing projects have already gone up to Rs.1.7 trillion.

The country also needs Rs.250 billion annually if it wishes to complete the Mainline-I project of CPEC in the next eight years.

Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif accused Pakistan Tareek-e-Insaf (PTI) founder Imran Khan of ‘backstabbing’ him in 2013 by carrying out protest rallies despite assuring him of cooperation after elections, reported Dawn.

Addressing a meeting of the PML-N’s Central Working Committee (CWC) in Lahore, Nawaz said upon assuming power in 2013, he visited Imran at his residence in Banigala and they agreed on a working relationship for the country’s sake.

Nawaz further said Imran, thereafter, went to London along with other political leaders where a “plot was hatched” as per which protests were launched in the country upon the latter’s return, Dawn reported.

Nawaz said he was left befuddled by the development, adding that he should have been informed about the matter or whatever the PTI’s reservations were, according to the report.

“I visit you and you stab me in the back by assuring cooperation, and then you begin protests in Islamabad’s D-Chowk?” Dawn quoted Nawaz as saying.

He added that his cabinet also called for a crackdown on the protests by the police but he asked them to desist, Dawn reported.

The former PM added that it was a ‘matter of record’ that his government had not impeded the formation of the PTI government in Khyber Pakhtunkhwa after the 2013 elections, despite being in the position to do so through a coalition.

“We call for accountability of those who destroyed and ruined Pakistan,” the PML(N) chief said.

Urging the people to take a judgment call on which political party had served them the best, Nawaz said they should consider these aspects before casting their votes.

“I have the right to ask my nation this question: What do you think, before voting, about Nawaz Sharif’s performance was and what was that of his opponents?…the nation should answer this. I have a slight complaint with the nation as well. A prime minister is removed in a false case of not taking a salary from his son and the nation stays silent, this is not right,” the former PM said.

Addressing the meeting, Nawaz said false cases against the party were ‘exposed’.

Lauding the performance of Prime Minister Shehbaz Sharif, he also predicted a turnaround in the country’s fortunes going forward, according to Dawn.

Speaking before him, the PM said he was at peace with stepping down as the PML(N) chief and wanted his brother to assume the party’s presidency.

Pakistan Prime Minister Shehbaz Sharif has banned the use of red carpets at government events, reserving them exclusively for diplomatic receptions, as part of austerity measures to cut down unnecessary expenditures in the cash-strapped nation.

Mr. Sharif expressed annoyance over the use of red carpets during the visits of federal Ministers and senior authorities at government functions.

According to the Cabinet Division, a ban has been imposed on the use of red carpet on the prime minister’s directives.

According to a notification issued by the Cabinet division, the Prime Minister has instructed that the red carpet will not be used for federal Ministers and government figures at official events in the future. However, it could be used as a protocol only for foreign diplomats, The Express Tribune newspaper reported.

The decision to ban red carpets is more than just a symbolic gesture. It represents a tangible effort to curb unnecessary expenditures and redirect resources to more critical areas of governance.

By eliminating the use of red carpets, the government aims to save funds and promote a more responsible and prudent approach to public finances.

Last week, Prime Minister Sharif and members of the Cabinet decided to voluntarily forego their salaries and perks as part of the government’s efforts to promote austerity.

Last month, the Prime Minister stated that austerity measures were the government’s top priority.

Earlier, President of Pakistan Asif Ali Zardari decided against taking salary and perks, owing to economic challenges being faced by the country.

Mr. Sharif earlier this month took oath as the Prime Minister for a second time since 2022 amidst staggering economic and security challenges.

Sharif on Tuesday said his government is planning to approach the International Monetary Fund for “another programme”, days after the country struck a staff-level agreement with the global lender regarding the disbursal of the final tranche of $1.1 billion.

INS Kolkata assists two merchant vessels hit in Gulf of Aden

“The selection of Maryam Nawaz as the Chief Minister of the Punjab province is a milestone in Pakistani politics,” the U.S. has said, asserting that it looks forward to cooperating with Islamabad on integrating women more fully into the country’s political life.

Maryam, the 50-year-old daughter of three-time former Prime Minister Nawaz Sharif, took oath as the first-ever woman Chief Minister of Pakistan’s most populous and politically crucial Punjab province last week.

“Her [Maryam Nawaz Sharif] selection as Chief Minister is a milestone in Pakistani politics,” State Department Spokesperson Matthew Miller told reporters at his daily news conference on March 4.

Maryam is considered the political heir to 74-year-old Nawaz Sharif, the three-time former Prime Minister.

“We look forward to cooperating with Pakistan more broadly on integrating women more fully into the country’s political life, in the economy, including through the U.S.-Pakistan Women’s Council, civil society, and other decision-making spaces,” he said.

“An inclusive Pakistan makes for a strong, prosperous country which all Pakistanis benefit from, and so we are always pleased when we see cracks in the glass ceiling anywhere in the world,” Mr. Miller said in response to a question.

However, he refrained from commenting on the election of the new Prime Minister, Shehbaz Sharif.

On Monday, Shehbaz (72) assumed the cash-strapped country’s reins for a second time, nearly a month after an inconclusive election marred by allegations of vote rigging.

“I’m not going to speak with respect to the new Prime Minister, but as we’ve said before, we value our longstanding partnership with Pakistan and have always viewed a strong, prosperous, and democratic Pakistan as critical to U.S.-Pakistan interests, and our engagement with new Prime Minister Shehbaz Sharif and his government will continue to focus on advancing these shared interests,” Mr. Miller said.

Mr. Shehbaz’s challenger Omar Ayub Khan of jailed former Prime Minister Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) secured 92 votes.

The session of the new Parliament convened amid ruckus and sloganeering by PTI-backed lawmakers.

Mr. Shehbaz will be administered the oath of office on March 4 at the Presidential mansion, Aiwan-e-Sadr.

Mr. Shehbaz earlier served as Prime Minister of a coalition government from April 2022 to August 2023 before Parliament was dissolved to hold general elections.

Shehbaz thanks brother, allies for putting their trust in him

Pakistan’s newly-elected Prime Minister Shehbaz Sharif thanked his allies in the coalition government for putting their trust in him and making him Leader of the House.

“When my Quaid (leader Nawaz) was elected the prime minister thrice, the development that followed in the country is an example of its own. And it is not wrong to say that Nawaz Sharif is the one who built Pakistan,” Mr. Shehbaz said in his victory speech.

The 72-year-old PML-N president thanked his elder brother Nawaz and all the allies for putting their trust in him and making him Leader of the House.

Mr. Shehbaz, who was the consensus candidate of the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Peoples Party (PPP), received 201 votes in the 336-member house.

Mr. Shehbaz’s challenger Omar Ayub Khan of jailed former prime minister Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) secured 92 votes.

“There are talented people sitting in this Parliament who can steer Pakistan’s ship to the shore […] these include journalists, intellectuals, politicians, religious leaders,” he said.

Mr. Shehbaz said Pakistan had a big challenge and opportunity before it. “If we come together and decide to change the fate of Pakistan […] then God willing, we will defeat these challenges and take Pakistan to its rightful position,” he said.

He highlighted that this job was difficult but not impossible.

“Back to the good old days of development! Onwards and upwards. Nawaz Ka vision, Shehbaz Ka mission,” the PML-N said in a post on X along with a picture of both the leaders.

“The other name of deliverance is MUHAMMAD SHEHBAZ SHARIF,” it said in another post.

The session of the new parliament was convened amid ruckus and sloganeering by PTI-backed lawmakers.

In his speech, Mr. Shehbaz also said that the nation would always remember the sacrifices of Zulfiqar Ali Bhutto, the founder of the Pakistan Peoples Party (PPP) and the maternal grandfather of Bilawal Bhutto Zardari.

He said that his elder brother has never even thought of harming the country, unlike his opponents.

“They put the entire opposition behind bars, they didn’t care about women or children and used language that cannot be said out loud,” he said, referring to the Imran Khan-led government.

“This is the difference between this leadership and that leadership […] the entire assembly is witness to the fact that we never thought of the politics of revenge.

“Never was once a pot broken, nor was any building ever damaged […] but it shameful that the country saw a day when GHQ, corps commander houses, air fields were attacked on May 9,” Mr. Shehbaz said, adding that such sights are unforgettable.

As Mr. Shehbaz spoke, PTI-backed lawmakers chanted slogans of ‘thief’ from the opposition benches.

Mr. Shehbaz will be administered the oath of office on March 4 at the Presidential mansion, Aiwan-e-Sadr.

Shehbaz Sharif rakes up Kashmir issue

Pakistan’s newly-elected Prime Minister Shehbaz Sharif raked up the Kashmir issue in his maiden address but pledged to improve ties with all leading nations, including the country’s neighbours.

Mr. Shehbaz said that Pakistan would not become part of any “great game” and his government would increase the number of friends.

He pledged to build and improve ties with all leading nations, including neighbours.

“We will keep ties with neighbours on the basis of equality,” Shehbaz, 72, said as he easily won the election in the National Assembly to become Pakistan’s prime minister for a second time.

Mr. Shehbaz, however, raked up the Kashmir issue and equated it with Palestine. “Let’s all come together […] and the National Assembly should pass a resolution for the freedom of Kashmiris and Palestinians,” he added.

He also thanked his allies in the coalition government for putting their trust in him and making him Leader of the House.

Shehbaz vows to revive ailing economy; to secure G20 membership by 2030

Mr. Sharif vowed to do a “deep surgery” and bring changes in the system to bring the cash-strapped country out of the alarming debt crisis and secure G20 membership by 2030.

Mr. Shehbaz, who was the consensus candidate of the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Peoples Party (PPP), became the Prime Minister on March 3 for a second time after receiving 201 votes in the 336-member Parliament.

“If we come together and decide to change the fate of Pakistan […] then God willing, we will defeat these challenges and take Pakistan to its rightful position,” the 72-year-old leader said.

He said that this job was difficult but not impossible.

Mr. Shehbaz said that Pakistan is facing an alarming debt crisis where even the expenditures of the National Assembly were being paid by borrowing money.

“But if we decide to do a deep surgery and bring changes in the system, basic reform […] and I have no doubt that Muhammad Nawaz Sharif, Asif Ali Zardari and others will agree that we can either get rid of a life of debt or we move forward with heads down in shame.

“No this will not happen, we will rise and we will make Pakistan self-sufficient,” he said amid slogans and chants being raised by the PTI-backed lawmakers.

On the government’s plan to stimulate business activities, he said that the government would abolish draconian and obsolete laws and regulations and would work with the provincial governments to establish a comprehensive network of export zones.

“Our goal is to secure G20 membership by 2030,” Shehbaz declared.

The G20 or Group of 20 is an intergovernmental forum of the world’s major developed and developing economies.

He said the country was facing challenges primarily due to the fragile economy. He said that he was starting his tenure when the country was facing a budgetary deficit of more than one trillion rupees.

“How we will pay the salaries for armed forces and how to pay the civil servants,” he wondered and added that reforming the economy was the biggest challenge faced by the country.

Mr. Shehbaz highlighted the burden of debt paying and said that the country was required to pay billions of rupees in interest only.

He highlighted that the energy sector was crumbling due to the accumulating debt owed by the country to the power-producing companies. He also said that state-owned entities like Pakistan International Airlines (PIA) were running into losses worth billions of rupees.

He promised to put the country on the path of development.

“Though it is easier said than done, we will fulfil our task,” he said.

Mr. Shehbaz said that the government was determined to bring the country out of the current crisis. “I don’t want to set any deadline but due to various steps we will take, the positive results will start pouring in after a year,” he said.

On the issue of exuberant electricity bills, Shehbaz lamented that the circular debt (electricity) stands at ₹23,000 billion as only ₹28,000 worth of recovery is made for ₹38,000 worth of electricity that is provided to the consumers.

“There’s a gap of ₹1,000 billion which amounts to [around] $ 3.5 billion. Can this nation afford careless governance?” “I would call it a ‘bottomless pit’,” he said while lamenting electricity theft worth up to ₹500 to 600 billion each year.

“Electricity and tax thefts are a matter of life and death for Pakistan […] and I want to say that God willing we will remove this cancer from its roots and make the country stand on its feet.

“It is difficult […] it is a long and thorny journey full of hurdles, but countries that surmounted these challenges became one of the most going nations around the world,” he said.

He said that the circular debt of the gas sector has reached ₹29,000 billion due to the import of expensive Liquefied Natural Gas coupled with theft and issues with the distribution system.

“The state-owned enterprises are in a loss of Rs600 billion […] The PIA [alone] is in debt of ₹800 billion,” he added.

Terming the agriculture sector as the economy’s backbone, Mr. Shehbaz said that his government would provide subsidies to the farmers and would also introduce a solar tube well programme for them.

“The seed mafia will be eliminated and we will import seeds from the best countries in the world and provide them to farmers,” he said, adding that the first of these seeds would be provided free of cost.

He also promised to bring investment into the country and create economic conditions that would spur economic growth.

He also vowed to spread the web of “one window” export zones in all four provinces and work day and night to fulfil all these promises.

Mr. Shehbaz further stated that the Centre would work with all four provinces in the sectors of agriculture.

“This will decrease inflation, increase employment, and the country will grow.”

Pakistan, in a bid to revive its ailing economy, has introduced a new visa policy to attract business communities from across the world to invest in the cash-strapped country.

The decision was taken in the two-day consultation meeting held under the Special Investment Facilitation Council (SIFC), a civil-military hybrid body set up by the previous Shehbaz Sharif Government to tackle the country’s economic woes.

Caretaker Prime Minister Anwaar-ul-Haq Kakar, who chaired the fifth apex committee meeting of SIFC, announced in a recorded message that a new easy visa regime has been approved for foreign businessmen desiring to visit Pakistan.

He said foreign businessmen who want to visit Pakistan would be issued easy visas on the basis of a single document from their country or international business organisations.

“If Pakistan’s chambers of business or business organisations issue a document to a foreign businessman, easy visas will also be issued to them,” the statement quoted caretaker Prime Minister Kakar as saying.

He expressed hope that under this new visa regime, Pakistan would enter a new phase of business and economy.

Later, addressing a press conference with other ministers, caretaker Foreign Minister Jalil Abbas Jilani said that the SIFC was briefed on Pakistan’s relations with China, the United States and other Middle East countries.

He said the Gulf Cooperation Council (GCC) countries had shown interest in the investment council.

The GCC countries include Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

Meanwhile, in an interview with the Dawn newspaper, Law Minister Ahmad Irfan Aslam said that in contrast to the China-Pakistan Economic Corridor (CPEC) that has garnered significant funds from China, Western countries haven’t made definitive commitments to the SIFC yet.

However, he insisted that the SIFC and CPEC had different scopes and sectors for Chinese investment.

While CPEC focuses on roads, infrastructure and energy projects, the SIFC allows China to invest in minerals and other areas not part of the corridor project.

Mr. Aslam said that agreements had reached an advanced level with GCC countries, including Saudi Arabia, the United Arab Emirates and Qatar.

“We will first sign the agreement with Saudi Arabia,” Mr. Aslam said, adding that the signing of the agreement was expected by the year’s end.

In response to a question, the law minister admitted that he was only aware of Indonesia’s interest in investing under the SIFC, while Western and other non-GCC countries have not made any firm pledges yet.
