ChatGPT maker OpenAI will open its first office in India in New Delhi, the company announced on Friday (August 22, 2025) morning in a statement.

“Opening an office in India reflects OpenAI’s support for the government’s IndiaAI mission and commitment to partnering with the government to build AI for India, with India,” the firm said in its announcement. An Indian entity, OpenAI India Private Limited, appeared on the Registrar of Companies’ index.

“It will also allow OpenAI to better serve its users in India, including the millions of students, educators, professionals, and developers who use OpenAI’s tools to learn, be more creative, and solve problems for themselves and others,” it added.

The move marks the firm’s first major entry — following visits by CEO Sam Altman as part of a series of blitz Asia tours — into what is shaping up to be among its largest markets by population. “India is ChatGPT’s second-largest market by users, after the U.S., and one of its fastest-growing,” OpenAI said.

In just the last year, usage from India has grown four-fold, the company said, adding that it is also in the top five markets by developers using the platform.

“While details on the office’s exact location in New Delhi are yet to be confirmed, OpenAI has officially established an entity in India and has begun hiring a dedicated local team,” the company said.

The firm had three job openings, all of them in sales, on its website at the time of the announcement.

In recent days, OpenAI also announced a cheaper plan priced in rupees for Indian users, ChatGPT Go, which provides limited and more metered access to the firm’s more advanced models.

Even as the Government pushes domestic firms to perform better with Indian languages, OpenAI said that it had vastly improved its models’ “Indic language” performance.

“As part of the IndiaAI Mission, we are building the ecosystem for trusted and inclusive AI, and we welcome OpenAI’s partnership in advancing this vision to ensure the benefits of AI reach every citizen,” IT Minister Ashwini Vaishnaw said in a statement shared by the company.

“Looking ahead, OpenAI will host its first Education Summit in India this month,” the company said. “Later this year, OpenAI will host its first Developer Day in India, bringing together the country’s vibrant community of developers, startups, and enterprises shaping the future of AI.”

OpenAI has hired Pragya Misra, 39, its first official in India, in order to handle government relations, reported Bloomberg on Friday, citing an anonymous source.

OpenAI has not yet issued an official statement confirming Ms. Misra’s appointment, but Bloomberg reported that she would serve as the government relations head and is slated to begin her duties towards the end of April.

Ms. Misra previously worked at Truecaller AB and Meta, per the report.

An intermediary between U.S.-based AI companies and the Indian administration is key as the country has started voting in its 2024 general elections.

The AI startup backed by Microsoft interacted with Indian tech policy and civil society representatives on February 12 as experts and activists flagged fears of generative AI being used to hurt India’s elections.

OpenAI acknowledged these fears and said safeguards have been put in place, even as it upgrades its large language model ChatGPT and text-to-image generator DALL-E.

This year, OpenAI also introduced its text-to-video generator Sora as well as its text-to-audio cloning model Voice Engine. However, both were released on a limited basis for testing and are not publicly available yet.

OpenAI chief Sam Altman also said that he spoke about AI regulation with Prime Minister Narendra Modi in June 2023.

Earlier this year, the Indian government lambasted Google and accused it of violating laws after its chatbot Gemini responded to a question about Modi and fascism.
