The Telangana government plans to increase the quota of backward classes in the upcoming local body elections.

Holding a review meeting at the Secretariat on the proposal to enhance BC quota in the local body elections, Chief Minister A. Revanth Reddy on Monday asked the officials to prepare an action plan in this regard.

He asked the officials to furnish the details of the implementation of reservation in the panchayat elections and also the proposal to increase the quota in the upcoming elections.

The officials apprised the Chief Minister the procedure followed in the previous panchayat elections and the preparations being made for the upcoming panchayat elections.

As Revanth Reddy enquired about the requirement of time to complete the already approved caste census and the conduct of local body elections on the basis of the outcome of the caste census, they said that the caste census was already conducted in Karnataka in 2015 and in Bihar in 2023.

The details of the caste census in Andhra Pradesh have not been released yet.

Officials explained that the caste enumeration format adopted by the Central government in 2011 has 53 columns and it will take at least five and half months to complete the caste census by adding three more columns.

The Chief Minister ordered the officials to prepare an action plan to increase BC quota as well as to conduct the elections at the earliest to avoid delay in the release of central funds to the local bodies, as he discussed the issue of increasing reservation elaborately in the meeting.

Deputy Chief Minister Mallu Bhatti Vikramarka, Health and Family Welfare Minister Damodara Rajanarasimha, BC Welfare Minister Ponnam Prabhakar, Rural Development Minister Sitakka, Forest Minister Konda Surekha, Chief Minister’s Advisor Vem Narender Reddy and other attended the meeting. Chief Secretary Santhi Kumari, CMO Secretary V. Seshadri, Chief Minister’s Secretary Dr G. Chandrasekhar Reddy, BC Welfare Department Secretary Burra Venkatesham, Panchayat Raj Department Secretary D.S. Lokesh Kumar, Law Department Secretary Rendla Tirupati and others were also present.

Former minister Jana Reddy explained the procedures adopted in the erstwhile united Andhra Pradesh and in the Telangana state in the conduct of the Panchayat elections, cases filed in the Supreme Court on BC reservations in the local body elections by various states, judgments and consequences.

In response, Revanth Reddy said that a timeline should be prepared for the implementation of reservations in panchayat elections. The officials have been asked to consult the experts in the Panchayat Raj Act including Jana Reddy and retired department officials to clear the doubts and Advocate General on legal matters.

Ordering a study on the implementation of reservations in the local body elections in other states, the Chief Minister said that he would call another meeting before the commencement of the Budget session of the Assembly and take a final decision on increasing the reservation based on the report prepared by the officials.

PM accused Congress of reducing quota for OBCs in Karnataka by putting Muslims castes in same category

Sagar, Madhya Pradesh:

Prime Minister Narendra Modi today accused Congress of reducing the quota for the OBCs in Karnataka by putting Muslims castes in the same category, and claimed that it plans to replicate this across the country.

Speaking at an election rally in Sagar district of Madhya Pradesh, he dubbed the opposition party as the “biggest enemy of the OBCs”.

In the past, it had provided reservation based on religion which India’s Constitution does not allow, PM Modi said.

“Once again, Congress has given reservation on the basis of religion in Karnataka through backdoor by putting all Muslim castes along with the OBCs. By doing so, it has snatched a big chunk of reservation from the OBC community. Congress indulged in this dangerous game which will destroy your (future) generations. It is the biggest enemy of the OBCs,” he said.

In 2004, Congress provided reservation on the basis of religion, stabbing Dr Babasaheb Ambedkar, architect of the Constitution, in the back, he said.

“Our Constitution clearly says that no one will be given reservation on the basis of religion. Babasaheb Ambedkar himself was against reservation on the basis of religion. But Congress made a dangerous resolution of (providing) reservation on the basis of religion years ago. It is adopting various tactics to fulfill the resolution,” he said.

In Karnataka, the party provided such a quota by resorting to an illegal trick, PM Modi said.

“All castes of Muslims have been added to the OBC quota. By doing this, the huge rights given to OBCs were snatched away and given (to others) on the basis of religion,” the Prime Minister said, claiming that Congress wanted to implement the same model in the entire country.

“The biggest enemy of the OBC community is Congress, which has snatched away their rights. Congress has murdered social justice, violated the spirit of the Constitution and insulted Babasaheb,” he added.

The PM also slammed Congress for its ‘plans’ to impose inheritance tax on the wealth saved by one’s ancestors.

Madhya Pradesh was known as a ‘Bimaru’ (ailing/backward) state under the Congress rule and development began only when the BJP came to power, PM Modi said.

The Gujarat government’s decision to provide a 27 per cent reservation to Other Backward Classes in local self-governing bodies evoked a mixed reaction on Tuesday, with Chief Minister Bhupendra Patel and other BJP leaders welcoming the move, while the Congress dubbed the measure as an attempt to “cheat” OBC community members.

Mr Patel and state BJP chief CR Paatil said the decision was aimed at keeping all sections of the society together.

Congress legislative party leader Amit Chavda, however, called the decision — taken on basis of the Justice Jhaveri Commission report — as the BJP’s attempt to “mislead and cheat” the OBC community members and challenged ruling party leaders for a public debate on the issue.

Gujarat Aam Aadmi Party chief Isudan Gadhvi said the decision was taken only after the OBC community put up a united front on the reservation issue and because the BJP feared losing their support in the upcoming Lok Sabha elections.

“Under the leadership of Prime Minister Narendra Modi, the BJP has always made efforts to move forward by keeping people from different castes, communities and religions together. The decision to provide a 27 per cent reservation to the OBC community in local bodies is in direction of the same effort,” Mr Patel said.

The Chief Minister was addressing a joint press conference along with Mr Paatil at the state BJP headquarters “Kamalam” where the decision was welcomed with bursting of crackers.

Mr Patel said arrangements have also been made to ensure that non-OBC communities are not affected by the reservation measure.

Mr Paatil thanked the state government and the Chief Minister for the decision and said 52 per cent of the population in Gujarat belongs to the OBC community.

“The Gujarat government has taken the decision to reserve 27 per cent seats for OBCs (in local bodies). As much as 52 per cent of the population in Gujarat belongs to OBCs, and out of the 156 BJP MLAs, 50 are from the community. This clearly means the party takes both OBCs and other communities together,” said the state BJP president.

“The decision has been taken as per Supreme Court guidelines. At the same time, efforts have been taken to ensure that existing reservations for SC/ST communities are not affected,” Mr Paatil said.

He said the quota move will please as many as 134 castes falling under the OBC category and they will be happy to finally get their political rights.

Congress’s Mr Chavda said the BJP government dragged its feet on forming a commission to deliberate on the OBC quota issue and then make recommendation, and then took time in implementing the Jhaveri panel report.

It took a massive agitation by the OBC community for the government to take a decision on the quota issue, the opposition MLA said.

The government scrapped the 10 per cent reservation for OBCs in local bodies after the Supreme Court’s 2021 order in an attempt to obliterate the political existence of OBCs from local bodies, Chavda alleged.

“The manner in which the minister (Rushikesh Patel, who is also government spokesperson) made the announcement shows the government’s intention was not right. The Supreme Court’s guidelines and the commission recommendation have not been followed, and the government was misleading and cheating the people (of OBC community),” he claimed.

“I invite BJP leaders to discuss the (OBC reservation) issue and the report of the commission and SC guidelines,” he added.

Aam Aadmi Party leader Mr Gadhvi alleged that the BJP government was planning to eliminate SC/ST/OBC reservations, and there was an attempt to suppress the report of the Jhaveri Commission.

“The BJP government hatched a conspiracy over the years to eliminate the 27 per cent OBC reservation. But fortunately, OBCs showed unity, people from the community came forward, held small and big meetings to expose this conspiracy of the government,” Mr Gadhvi said.
