A video of the incident has gone viral.

New Delhi:

Bittu Bajrangi, who is out on bail after being arrested in the case of violence in Haryana’s Nuh last year, has been caught on camera beating up a man with a stick as others from his cow vigilante group pin him down. In the video, which has now gone viral, a policeman is seen standing within touching distance of the man, but remains a mute spectator.

The police have not registered a case yet. 

Police officials said the video is from April 1 and the man who has been thrashed is a resident of Faridabad’s Sarurpur. The man, Shamu, was accused of luring two girls from his neighbourhood into his house by offering them chocolates and local residents suspected that he intended to sexually abuse them. Some of his neighbours barged into the house and caught hold of Shamu.

News of the incident spread and members of Bajrangi’s cow vigilante group, Goraksha Bajrang Force, reached the spot and took Shamu with them to their leader’s house in Faridabad’s Sanjay Enclave. The video from outside Bajrangi’s house shows the cow vigilante, who is also a Bajrang Dal member, holding a stick as other men from his group drag a pleading Shamu along the ground.

A policeman is seen sitting on a chair inches from the man and he gets up, but does nothing to intervene. A man can then be heard asking the others to turn Shamu on his side and Bajrangi alias Raj Kumar proceeds to hit him with a stick at least four times. Police officials said the mother of one of the girls had also hit Shamu with the stick before Bajrangi proceeded to do so. 

The officer in charge of Saran Police Station said, “We have seen the viral video and are looking for the man who was beaten up. After we get a complaint from him, we will take appropriate action. If we don’t get a complaint from him, we will track down the accused using the video and social media and take action against them.”

The communal violence in Haryana’s Nuh had broken out in July last year during a procession organised by the Vishwa Hindu Parishad and then spread to other areas, including Gurugram and Badshahpur. Five people were killed and at least 70 people were injured. A mosque had also been set ablaze and a cleric was among the dead.

No incident of violence has been reported in Nuh or the adjoining districts till the evening.

Nuh, Haryana:

Amid tight security that included house arrests and restrictions on people entering communally sensitive Nuh district, some members from Hindu groups offered prayers at key temples on Monday but were stopped from holding a full-scale religious yatra.

The Vishva Hindu Parishad-led organisations had given a call to “resume” the religious yatra that was cut on July 31 when mobs attacked the procession in Nuh. Six people, including two home guards and a cleric, were killed in the communal violence that erupted then in Nuh, and also spread to adjoining areas.

Police made clear that no permission was being given to “complete” the yatra on the last Monday of the holy month of Shravan, and the organisers too had indicated that they would scale down their plans.

The state government had made it clear that local people were free to offer the “jalabhishek” at the temples on the occasion, but no yatra would be permitted. Barricades were erected on the border of Nuh district, and outsiders kept away. The town itself wore a deserted look.

Earlier in the day, there were reports that some leaders from the Hindutva organisations were detained in adjoining Gurugram. Police did not give the numbers, but said they took action to maintain peace.

Only about 15 seers and leaders from Hindu outfits were allowed to enter the Nuh district. They were taken from the Nuh police lines to the three temples in Nalhar, Jhir and Singar on the original yatra route and brought back in four vehicles.

The distance between the first temple at Nalhar and the third at Singar is about 90 kilometres. A religious leader said about 100 local people accompanied them.

No incident of violence has been reported in Nuh or the adjoining districts till the evening.

A video clip, however, surfaced online, purportedly showing a group of people burning an effigy of Haryana Chief Minister Manohar Lal Khattar over the restrictions.

Khattar on Sunday asked devotees to offer prayers at temples in their neighbourhood instead of holding any ‘yatra’. Permission has not been granted for the ‘yatra’, he had also said.

Nuh Deputy Commissioner Dhirendra Khadgata said around 15 seers and leaders of some Hindutva outfits were allowed to visit the Shiv temple in Nalhar to perform ‘jalabhishek’ there.

In a statement, he said the ‘jalabhishek’ programmes were held peacefully.

“No organisation was allowed to take out processions in the district. ‘Jalabhishek’ programmes were conducted peacefully throughout the day by the locals at Nalheshwar and Jhir temples,” Khadgata said.

Additional Director General of Police (law and order) Mamta Singh said around 15 people were allowed for the ‘jalabhishek’ at the three temples in Nalhar, Jhir and Singar.

VHP’s working president Alok Kumar, Swami Dharm Dev, Swami Parmanand and others took part in ‘jalabhishek’. It was held peacefully, she said.

After the ‘jalabhishek’ at Nalhar, the ‘yatra’ left for Ferozpur Jhirka’s Jhir temple in four vehicles. It ended with the ‘jalabhishek’ in the Shiv temple in Singar village.

The permission was given by the district administration. The yatra was held peacefully, Swami Dharma Dev told PTI.

National vice-president of the BJP’s minority morcha Chaudhary Zakir Hussain and his wife Naseema Hussain offered prayers at the Nalhar temple. He later released to the media a photo of him at the temple.

Five major checkpoints were set up from the Delhi-Gurugram border until Nuh with media vehicles not being allowed to go beyond the third checkpoint.

According to officials, the vehicle of Hindu seer Jagatguru Paramhans Acharya from Ayodhya was stopped at the Ghamorj toll plaza near Sohna. Acharya told reporters that he and his followers were carrying the water of the Saryu river and the soil of Ayodhya for the ‘jalabhishek’ at Nalhar temple but were stopped by the police.

Meanwhile, Hindu rights leader Kulbhushan Bhardwaj claimed that Hindu leaders have been put under house arrest by the Haryana government.

“This is an attack on the Hindu faith. By putting Hindu leaders under house arrest, the Haryana government has reminded them of the reign of the Mughals,” he said. Police personnel were also deployed outside Bhardwaj’s house.

In Ambala, Vishwa Hindu Takht chief Viresh Shandilya was also detained by police.

The area from Sohna to Nuh wore a deserted look. No shops were open and no locals were seen on the streets.

A 30-year-old resident of Nuh, who didn’t wish to be named, said, “There are no issues here. People here live peacefully and we have closed our shops as a precautionary measure. We saw what happened last time. An atmosphere of fear is being created here for absolutely no reason.” The Nuh district administration had ordered the closure of educational institutions and banks on Monday, suspended mobile Internet and bulk SMS services, and imposed prohibitory orders in the communally-sensitive district as a precautionary measure.

Outsiders were barred from entering Nuh with security personnel being deployed at all entry points of the district.

According to officials, 1,900 Haryana Police personnel and 24 companies of paramilitary forces were deployed to keep a strict vigil. Multiple layers of barricades have been erected by police. Anti-riot vehicles and drones have also been deployed.

On August 13, the Sarv Jatiya Hindu Mahapanchayat had given a call to resume the Brij Mandal Shobha Yatra in Nuh on August 28 which was disrupted by the communal clashes on July 31. The mahapanchayat had then decided that the ‘yatra’ would resume from Nalhar in Nuh and then pass through Firozpur Jhirka’s Jhir temple and Shingar temple in the district.  The Nuh deputy commissioner had deputed 57 duty magistrates at designated places in the wake of the call for the ‘shobha yatra.

Security arrangements have been stepped up in Haryana’s Nuh and other areas following the Sarv Jatiya Hindu Mahapanchayat’s call for a ‘shobha yatra’ on Monday, despite the authorities denying permission for the procession.

Officials said security personnel, including those from paramilitary forces, have been deployed to keep a strict vigil. Security at inter-state and inter-district borders has also been tightened.

Haryana Director General of Police Shatrujeet Kapur on Saturday said the administration had denied permission for the yatra due to a meeting of the G20 Sherpa Group, scheduled to be held in Nuh during September 3-7, and to maintain law and order in the aftermath of the July 31 violence.

The government also announced the decision to suspend mobile Internet from August 26-28, apprehending the spread of rumours through social media ahead of or during the rally.

Additional Director General of Police (Law and Order) Mamta Singh on Sunday said arrangements have been made to prevent any untoward incidents.

According to a police spokesperson in Nuh, 1,900 Haryana Police personnel, besides 24 companies of paramilitary forces, have been deployed.

No outsider will be allowed to enter Nuh. All entry points to the district have been sealed. The road leading to the Malhar temple has also been closed, he said.

Traffic movement on the KMP Expressway and the Delhi-Mumbai Expressway, however, will continue, the spokesperson added.

Nuh Deputy Commissioner Dhirendra Khadgata and Superintendent of Police Narendra Bijarniya on Saturday held a meeting with peace committees, the officials said.

Police chief Kapur also presided over a meeting with senior officers of bordering states — Punjab, Delhi, Uttar Pradesh, Rajasthan and the Union Territory of Chandigarh — through videoconferencing and called for coordinated efforts to effectively deal with the situation.

The Sarv Jatiya Hindu Mahapanchayat has given a call for a Brij Mandal Shobha Yatra in Nuh on Monday.

The Vishva Hindu Parishad has said the procession will be taken out and asserted that there is no need to obtain permission for such religious events.

However, the authorities have denied permission for the yatra.

As a precautionary measure, the district administration has ordered the closure of educational institutions and banks on the day, suspended mobile Internet and bulk SMS services, and imposed prohibitory orders in the communally-sensitive district.

It has also imposed Section 144 of the CrPC, prohibiting the assembly of four or more people in an area, till Monday.

With the VHP asserting that Hindu groups would go ahead with its procession in Haryana’s Nuh on Monday, authorities have ordered the closure of educational institutions and banks on the day, suspended mobile Internet and bulk SMS services, and imposed prohibitory orders in the communally-sensitive district.

Haryana Director General of Police Shatrujeet Kapur said the administration has denied permission for the yatra due to a meeting of the G20 Sherpa Group, scheduled to be held in Nuh during September 3-7, and to maintain law and order in the aftermath of the July 31 violence.

In view of the yatra call, Mr Kapur presided over a meeting with senior officers of bordering states through videoconferencing and called for a coordinated effort to effectively deal with the situation. The meeting was attended by senior police officers of Punjab, Delhi, Uttar Pradesh, Rajasthan and the Union Territory of Chandigarh.

The government announced the decision to suspend mobile Internet from August 26-28, apprehending the spread of rumours through social media ahead of or during Monday’s rally.

Nuh Deputy Commissioner Dhirendra Khadgata told PTI over phone that schools, colleges and banks shall remain closed on August 28.

General movement of the public is also restricted. Shops are also advised to remain closed on Monday, he said, adding there will be strict enforcement of prohibitory orders under CrPC Section 144.

He also said there is no permission for any yatra.

The Vishva Hindu Parishad (VHP) on Saturday said the “shobha yatra” would be taken out in Nuh on August 28 and asserted there was no need to obtain permission from the administration for such religious events.

The organisation, however, said it would inform the administration about the procession and was open to discussion on its form and size as “we do not want to cast a shadow on G20 event”.

Addressing a press conference in Delhi, VHP joint general secretary Surendra Jain said the yatra would be taken out by the Sarva Hindu Samaj of Mewat, not the VHP.

He also appealed to people of other areas of Haryana to take out similar yatras in their respective localities and not join the one in Mewat.

Mr Jain hoped that the yatra will remain “peaceful”, claiming that Muslims of the area have offered to cooperate.

The order to suspend mobile Internet was issued by Additional Chief Secretary (Home) TVSN Prasad on Saturday.

The district administration has also imposed Section 144 of the CrPC, prohibiting the assembly of four or more people in an area, as a precautionary measure. This order will be effective from August 26-28, said officials.

During this period, no person will be allowed to carry weapons such as licensed firearms, lathis, axes and others.

The Haryana government had earlier suspended mobile Internet services in Nuh after communal clashes broke out.

Six people, including two home guards and a cleric, were killed in the communal clashes that erupted in Nuh and its adjoining areas when the VHP procession was attacked by a mob on July 31.

According to an official statement on Saturday, police chief Mr Kapur said despite permission being denied for the yatra, there are inputs that certain organisations have invited people from Haryana and neighbouring states to reach Nuh on August 28.

He said all necessary arrangements have been made by the Haryana Police in view of the yatra call. Police personnel have been deployed to maintain law and order. As a preventive measure, mobile Internet has been suspended in Nuh.

While emphasising the need for sharing intelligence inputs to effectively deal with the situation, Mr Kapur asked the senior police functionaries of bordering states to ensure regular monitoring of social media and share information about the people who try to disrupt peace through hate speeches and take action against them according to law.

Inter-state barricading should also be done to prevent any kind of mobilisation of people, he asserted. Nobody will be allowed to take the law into their hands.

Mr Kapur said Additional Director General of Police (Law and Order) Mamta Singh will be the nodal officer and stationed in Nuh.

He asked the police officers of bordering states that in case any incident that can disrupt communal harmony comes to their notice, it should be shared on a real-time basis so that preventive action can be taken on time.

Nuh Deputy Commissioner Dhirendra Khadgata, meanwhile, on Saturday issued orders under Section 3(1) of the Punjab Village and Small Town Patrol Act, 1918, to set up “Thikri Pehra” in all the villages and towns of Nuh district from August 26 to 28.

“Thikri Pehra” is based on the concept of people guarding themselves in case of some emergency situation through community policing.

Nuh’s neighbouring districts, including Gurugram and Faridabad, have been put on alert in view of the yatra call.

According to the Faridabad police, it has come to its notice that some anti-social elements are spreading misleading news through social media that the yatra has been given permission and are encouraging people to take part in it. Such people are being monitored and strict action will be taken against them, they said.

Meanwhile, in Chandigarh, Congress leader Bhupinder Singh Hooda, asked to comment on the proposed yatra, said it is everyone’s right to hold yatras.

“No one should have any objection to the yatras, but the government should take precaution in each case, considering its seriousness. Despite knowing everything last time, the government did not take proper steps regarding the safety of the yatra and the government did not take cognizance of the provocative statements, which led to violence,” Mr Hooda said.

Mr Hooda said that religious yatras were taken out even during the erstwhile Congress government, but there was never any violence. But such incidents have become common under the BJP government, he alleged.
