The cancellation of the May 3, 2026, National Eligibility cum Entrance Test (Undergraduate) exam has caused distress among candidates in Tamil Nadu. Students pointed out that this is the second such instance in three years.

Varsha R., a candidate who had appeared for the NEET exam for the third time, expressed her complete disappointment. “How could the NTA [National Testing Agency] be so careless? How can we trust them to conduct this exam correctly again? We sacrificed our college years, our youth, and many comforts to prepare for this exam and become doctors. We had just started to relax and regain a sense of normalcy; now, the stress and anxiety are back,” she said.

The NTA cancelled the exam amid allegations of a paper leak, with the Union government directing the Central Bureau of Investigation (CBI) to conduct a comprehensive inquiry into the “irregularities.” This decision follows a probe by the Rajasthan Special Operations Group (SOG) into the leak. The alleged irregularities centre on a ‘guess paper’ circulated before the exam that reportedly contained questions which closely matched the actual paper.

Ponmana Selvan R., a government school student who appeared for the exam for the first time, has decided to pivot to engineering. He had balanced his NEET preparation with his Board exams. “I had so much fear regarding the exam. I can’t face it again. The centre is also far from my house, and there is no one to take me or guide me. I’d rather not go through it again. I’d rather give up on my dream of becoming a doctor,” he said.

Uncertainty over new schedule

The uncertainty surrounding the release of new dates and procedures has also caused a stir among candidates. Saranya V. also expressed shock and disappointment over the cancellation. “A similar instance in 2024 created so much panic among us; we were traumatised by the uncertainty and anxiety surrounding it. However, the NTA raised the cut-off then. We have now gotten used to this sort of treatment. Many of us have started preparing already,” said Saranya, who has appeared for the exam three times.

Educationist and founder of AhaGuru Education Technology, Balaji Sampath, said that the cancellation was a massive shock and added significant stress to students, given the uncertainty surrounding the next exam. “If they had at least released the new exam date while announcing the cancellation, it would have helped manage the stress. Many students would have only just started relaxing after the exam,” he said.

Need for better structures

Noting that the NTA needs to tighten controls for such a high-stakes exam, taken by over 22 lakh candidates annually, he suggested that a two-level exam structure is necessary. He argued this would deter cheating and prevent paper leaks. “There also needs to be multiple sets of question papers so that if any one paper is leaked, only that set would be singled out,” he added.

A student in Gujarat who allegedly failed her board exams in March has hit the headlines for her stellar performance in the NEET-UG medical entrance exam.

Not willing to give up, she took a second shot in June in the subjects she couldn’t clear. However, she barely performed any better in the supplementary exams, which has left her ineligible for college, reported the Times of India.

The student secured an all-India rank of 1,321 in the National Eligibility cum Entrance Test (NEET)-UG, having scored 705 out of 720 in NEET. Her NEET score put her in the top 99.94 percentile, which typically gets a student a seat in one of the top medical colleges.

All aspiring doctors are required to clear this exam to get into medical courses across the country, though board marks also hold weight.

In the March board exam, she managed only 31 (out of 100) marks in chemistry (theory) and 21 in physics (theory) in the Gujarat Secondary and Higher Secondary Board (GSEB) exam. She barely passed in biology (theory) with 39 marks, her marksheet showed.

In her supplementary exams, she scored 22 in physics and got just the passing marks of 33 in chemistry. Her boards and NEET marksheets went viral after the centre-wise and city-wise NEET-UG results were declared – both having the same first, middle, and last names.

Her NEET results will not help her get a seat in any medical college in the country due to her poor marks in board exams. Her NEET score has also come under scrutiny amid allegations of paper leak and grace marks awarded to some students in the NEET exam this year.

According to a complaint, a total of 1,500 students were given grace marks. The National Testing Agency (NTA), tasked with conducting the nationwide exam, had formed a grievance redressal panel which had awarded grace marks to the students.

The government later scrapped the grace marks, which reduced the student’s NEET score to 700.

NEET Exam Paper Leak: The Supreme Court earlier ruled out a re-test (File).

New Delhi:

The Supreme Court has directed the National Testing Agency – the under-fire central body responsible for the conduct of the NEET-UG test – to “rectify deficiencies in the exam system”, including using technology to identify faults in its cybersecurity profile to prevent paper leaks.

The court also told the NTA to avoid “flip-flops” in the context of the NEET exam, which was held on May 5 but ran into trouble a month later, when results were declared. Such “flip-flops” do not serve students’ interests, the court told the agency.

“We have highlighted all deficiencies in the structural processes… this we cannot afford for the betterment of the students,” the court said Friday morning.

The bench led by Chief Justice DY Chandrachud has given the centre’s committee – a seven-member panel led by ex-ISRO chief Dr K Radhakrishnan and including former AIIMS (Delhi) Director Dr Randeep Guleria – time till September 30 to present its report. The committee has been tasked with analysing the entire examination process and suggest changes to make it more efficient.

“Report of committee to be submitted by September 30 to the government. Ministry of Education shall report compliance of committee and decision to implement (measures) in two weeks.”

The court offered eight points to guide the committee, including laying out a standard operating procedure, or protocol, for conduct of qualifying exams, a review of process of allotting exam centres and enhanced identity checks of candidates, and CCTV monitoring of exam centres.

Another point was to ensure “secure logistics providers for ensuring non-tampering of question papers”; this is crucial given the 2024 NEET-UG exam papers may have been leaked while they were being transported – in locked boxes – from where they were printed to the exam centres.

On the larger question of leaked exam papers, the court said it was satisfied “there was no systemic breach… the leak was limited to Patna (in Bihar) and Hazaribagh (in Jharkhand)”.

The Hazaribagh leak has been flagged as ‘Ground Zero’ by the CBI, which has been tasked with investigating a nation-wide ‘solver gang’ racket that leaks question papers. The agency has made multiple arrests since, including a man called Rakesh Ranjan, alias Rocky, the alleged kingpin.

The central agency has also filed its first chargesheet in this case. It has named 13 people, including four candidates, a junior engineer and two individuals labelled as ‘kingpins’.

Stating parents of some students had also been named, officials said the agency would file at least one supplementary chargesheet as investigations proceed.

The Chief Justice also observed there is a need to have counselling programmes to ensure mental welfare of students, as well as training for staff and management to handle such concerns.

“Can’t Conclude Sanctity Breached”

Last week the court ruled out a full re-test. Hearing a clutch of petitions asking for the exam to be held again, the court said it was not satisfied there was a large-scale breach of its “sanctity”.

The court admitted the paper had been leaked but said there was no material on record to conclude “the result of the exam was vitiated”. “Data on record is not indicative of a systemic leak of the question paper, which would lead to the destruction of the sanctity of the exam…” the court said.

“The court is (also) mindful of the fact directing a fresh exam would have serious consequences on students, including destruction of admission schedule, effects on education, and availability of medical professionals in the future.”

The controversy over the exam, held May 5, broke after red flags were raised over the number – 67 – of perfect scores, including a coaching centre in Haryana’s Bahadurgarh that produced six on its own.

There were also questions over the award of ‘grace marks’ for 1,563 students.

A retest for those 1,563 was held, but hundreds did not appear and many of those who did scored significantly fewer marks. This included the six from the Haryana centre; they got only 682 this time.

There was also a separate row over two ‘correct’ answers for one question in the Physics section.

The Supreme Court referred the question to experts from IIT (Delhi). Subsequently, students who had picked what the experts said was the incorrect answer lost four marks. At least 44 students, who chose the alternative answer, received “grace marks” and achieved a perfect score of 720/720.

The Supreme Court will today pronounce its judgment containing reasons for not canceling the 2024 NEET-UG medical entrance exam, despite a raging controversy over paper allegations and other irregularities in the exam.

Here are 10 updates on the big story:

  1. A 3-judge bench, headed by Chief Justice DY Chandrachud will today deliver its verdict in the NEET case, a controversy that has cast a shadow on India’s top medical exam. The court was hearing a clutch of petitions demanding the NEET-UG test – a qualifying examination for undergraduate medical courses – be either held again or cancelled.

  2. The controversy erupted after an unusually high number of students scored a perfect 720 in the NEET-UG exam. Red flags were raised over the number – 67 – of perfect scores, including a coaching centre in Haryana’s Bahadurgarh that produced six on its own.

  3. Initially attributed to grace marks due to a faulty question and logistical issues, subsequent investigations by Police uncovered a different aspect: the exam paper had been leaked to select candidates a day before the exam.

  4. One of the questions in the Physics paper had multiple correct answers, and hence all students had been awarded full marks for that question, the testing agency NTA had said.

  5. The Supreme Court roped in the Indian Institute of Delhi to ascertain if there were indeed multiple answers to the question.

  6. A panel of three experts confirmed there was only one correct answer to the question and that the answer was the same as provided in the answer key initially issued by the NTA.

  7. After hearing all sides, the court on July 23 ruled that there will be no re-test for the NEET exam as there is no data to suggest a “systemic breach” or the “sanctity” of the examination.

  8. The court had said that it was mindful that directing a fresh exam would be replete with serious consequences for over 2 million students who had appeared for the exam on May 5.

  9. Chief Justice DY Chandrachud, and Justices JB Pardiwala and Manoj Misra, will today pronounce a detailed verdict explaining the decision not to hold a re-test.

  10. The court has already clarified that its judgment won’t prevent authorities from taking action against candidates who had secured admission using malpractices.

The Karnataka Cabinet that met on Monday night under the leadership of Chief Minister Siddaramaiah has given its approval for adopting three resolutions, including one against the National Eligibility-cum-Entrance Test (NEET), PTI reported quoting official sources.

The other two resolutions are said to be against ‘One Nation, One Election’ and delimitation of constituencies for the Lok Sabha and state legislative assemblies.

The resolutions are likely to be tabled during the ongoing legislature session, probably on Tuesday itself, the sources said.

The cabinet is also said to have cleared the ‘Greater Bengaluru Governance Bill 2024’.

A four-member committee led by former chief secretary B S Patil, formed to restructure the Bruhat Bengaluru Mahanagara Palike, submitted its report to the government earlier this month.

In the draft bill, the committee is said to have proposed the creation of a Greater Bengaluru Authority (GBA) with planning and financial powers to govern the city, and it also provides for multiple corporations and makes provision for up to 400 wards.

Amid the ongoing controversy on NEET, Deputy Chief Minister D K Shivakumar had recently urged the Centre to scrap the National Eligibility-cum-Entrance Test, and allow states to conduct their own entrance tests.

The High-level Committee on Simultaneous Elections constituted under the chairmanship of Former President Ram Nath Kovind had submitted its report on ‘One Nation, One Election’ to President Droupadi Murmu in March.

Union Home Minister Amit Shah had earlier said that the census and delimitation processes will begin soon after the 2024 Lok Sabha polls.

The National Testing Agency (NTA) in its written submission to the Supreme Court last night, reiterated that there has been no systematic failure concerning the NEET UG examination controversy. The response comes amid allegations of unprecedented high marks among top candidates, prompting concerns about potential fraud and systemic issues within the exam’s administration.

The NTA categorically denied the allegations, stating: “The allegations of the Petitioners that there has been a systemic failure as candidates have obtained unprecedented higher marks only in the top range of mark interval are misconceived and thus denied.”

The NTA acknowledged specific incidents under investigation, particularly in Bihar. These incidents, described as “criminal activities”, are being probed by law enforcement agencies. Initially investigated by the Bihar Police, the case was handed over to the Economic Offenses Unit (EOU) and has since been transferred to the Central Bureau of Investigation (CBI) for further investigation at the central level.

As part of its immediate response, the NTA has withheld the results of 17 candidates suspected of being involved in fraudulent activities. These candidates were issued show-cause notices, pending the outcome of the investigation. 

Petitioners claimed that drastic inflation in NEET (UG) 2024 scores resulted from widespread fraud, including paper leaks, OMR tampering, and misuse of compensatory marks. The NTA refuted these claims, attributing the increased scores to a 22-25 per cent reduction in the syllabus and a 15 per cent rise in the number of candidates.

The NTA argued that the increase in marks was consistent across most ranges and did not significantly affect the relative performance of candidates. 

A Supreme Court bench comprising Chief Justice DY Chandrachud and justices JB Pardiwala and Manoj Misra will today hear more than 40 pleas, including those filed by the NTA, seeking transfer of cases pending against it in various high courts on the NEET-UG row to the Supreme Court to avoid multiplicity of litigations.

The petitions seek the cancellation of the exam, a re-test, and an investigation into alleged malpractices during NEET-UG 2024. The bench has already received a status report from the CBI on the progress of the probe into these irregularities.

The Supreme Court commenced hearing on Monday more than 30 pleas related to the controversy-ridden medical entrance exam NEET-UG 2024, including those alleging irregularities and malpractices in the May 5 test and seeking a direction to conduct it afresh.

A bench comprising Chief Justice DY Chandrachud and Justices JB Pardiwala and Manoj Misra is also hearing a separate plea of over 50 successful Gujarat-based NEET-UG candidates seeking a direction to restrain the Centre and the National Testing Agency (NTA) from cancelling the controversy-ridden exam.

The lawyers representing a petitioner started the submissions, saying that they were seeking the cancellation of the exam on grounds such as paper leak, OMR sheet manipulation, impersonation and cheating.

New Delhi:

Amid a row over the NEET exam, another medical exam is being held under close watch of the security and home ministry officials. The health ministry in a statement said that the Foreign Medical Graduate Examination (FMGE) 2024 has begun smoothly across the nation and no untoward incident has been reported yet.

A command centre to monitor the exam has been set up at the National Board of Examinations in Medical Sciences (NBEMS) headquarters in Delhi.

“The content was successfully downloaded at all test centres. The examination started at all examination centres smoothly. A team of officers from MHA has visited NBEMS HQ. No untoward incident has been reported,” an official said.

The FMGE is a screening test for medical graduates to become eligible to practice medicine in the country. It is being held at 71 centres in 50 cities across 21 states. The exam will be held on two shifts — 9 am to 11.30 am and 2 pm to 4.30 pm.

A controversy erupted after 67 students achieved a perfect score of 720 in the NEET-UG exam. The National Testing Agency (NTA) attributed this to the awarding of grace marks due to a faulty question and logistical delays in paper distribution at some centres. However, a probe by Bihar police revealed that the exam paper had been leaked to a select few candidates.

The NEET-UG examination, taken by nearly 24 lakh aspiring medical students, was held on May 5, and results were expedited for early release on June 4. Despite the NTA’s attempts to manage the fallout, accusations of a widespread leak persisted, prompting protests and legal actions nationwide. The Supreme Court also intervened, chastising the NTA for its handling of the matter.

As a countermeasure, the FMGE examination is being held under tight security and is being closely monitored by the Centre.

Officials have appointed 255 appraisers across 71 centres, with 53 faculty members serving as a flying squad. The Directorate General of Health Services (DGHS) has designated 71 members to visit exam centres. Additionally, 42 NBEMS staff are stationed at the centres, where 35,819 candidates are scheduled to take exams on Saturday.

A command centre has been established at NBEMS headquarters in Dwarka. It is overseeing the examination’s progress with members of the governing body, NBEMS officials, a technical team of 20 TCS officials, and senior police officers.

Live CCTV feeds are monitoring each test centre, while TCS ground teams are resolving operational and logistical issues onsite.

The story so far: The NEET-UG exam has been embroiled in controversies over the award of grace marks, allegation of paper leaks and other irregularities. The government also cancelled the UGC-NET exam after it was held, while the CSIR-NET and NEET-PG exams have been postponed.

What is the historical background?

The Government of India Act, 1935 during the British rule created a federal structure for the first time in our polity. The legislative subjects were distributed between the federal legislature (present day Union) and provinces (present day States). Education which is an important public good was kept under the provincial list. After independence, this continued and education was part of the ‘State list’ under the distribution of powers.

However, during the Emergency, the Congress party constituted the Swaran Singh Committee to provide recommendations for amendments to the Constitution. One of the recommendations of this committee was to place ‘education’ in the concurrent list in order to evolve all-India policies on the subject. This was implemented through the 42nd constitutional amendment (1976) by shifting ‘education’ from the State list to the concurrent list. There was no detailed rationale that was provided for this switch and the amendment was ratified by various States without adequate debate.

The Janata Party government led by Morarji Desai that came to power after Emergency passed the 44th constitutional amendment (1978) to reverse many of the controversial changes made through the 42nd amendment. One of these amendments that was passed in the Lok Sabha but not in the Rajya Sabha was to bring back ‘education’ to the State list.

What are international practices?

In the U.S., State and local governments set the overall educational standards, mandate standardised tests and supervise colleges and universities. The federal education department’s functions primarily include policies for financial aid, focussing on key educational issues and ensuring equal access. In Canada, education is completely managed by the provinces. In Germany, the constitution vests legislative powers for education with landers (equivalent of States). In South Africa, on the other hand, education is governed by two national departments for school and higher education. The provinces of the country have their own education departments for implementing policies of the national departments and dealing with local issues.

What can be the way forward?

The arguments in favour of ‘education’ in the concurrent list include a uniform education policy, improvement in standards and synergy between Centre and States. However, considering the vast diversity of the country, a ‘one size fits all’ approach is neither feasible nor desirable. Further, as per the report on ‘Analysis of Budgeted expenditure on Education’ prepared by the Ministry of Education in 2022, out of the total revenue expenditure by education departments in our country estimated at ₹6.25 lakh crore (2020-21), 15% is spent by the Centre while 85% is spent by the States. Even if expenditure by all other departments on education and training are considered, the share works out to 24% and 76% respectively.

The arguments against restoring ‘education’ to State list include corruption coupled with lack of professionalism. The recent issues surrounding the NEET and NTA have however displayed that centralisation does not necessarily mean that these issues would vanish.

Considering the need for autonomy in view of the lion’s share of the expenditure being borne by the States, there needs to be a productive discussion towards moving ‘education’ back to the State list. This would enable them to frame tailor-made policies for syllabus, testing and admissions for higher education including professional courses like medicine and engineering. Regulatory mechanisms for higher education can continue to be governed by central institutions like the National Medical Commission, University Grants Commission and All India Council for Technical Education.

NEET Exam Row: NSUI workers, the Congress’ student wing, briefly stormed into the NTA’s Delhi office.

New Delhi:

A 100-strong mob of workers from the NSUI, or National Students Union of India – the Congress’ student wing – barged into and briefly took over the Delhi office of the National Testing Agency, the central body under scrutiny over question paper leaks and other irregularities in this year’s NEET-UG exams.

There is now a heavy police presence at the NTA office in Delhi’s Okhla area.

Early visuals showed a crowd marching down a tree-lined avenue and into the NTA building, shouting and screaming as they charge inside. One video shows a metal padlock on a door – presumably the front door – with a poster declaring “no more corrupt NTA” attached. Photographs from inside the building show protesters gathering at a courtyard with more posters denouncing the NTA.

Meanwhile, in other videos protesters are shouting “NTA bandh karo, bandh karo“.

Shortly after storming the building the protesters left.

The student wing’s protest came hours after the Congress’ youth wing, the Indian Youth Congress, protested near Parliament as President Droupadi Murmu addressed a joint session. On the NEET exam row, she said the government is “committed to a fair investigation” of the entire issue.

NEET Exam Row

Controversy over the NEET exam – nearly 24 lakh students took the May 5 qualifying exam for entrance to medical courses – broke this month after results were declared.

The first red flags were the unusually high number of perfect scores; a record 67 students, including six from one coaching centre, scored a maximum 720 in the uber-competitive exam. Questions were also asked over the award of ‘grace marks’ – not exam protocol, the NTA said – to 1, 563 students.

After a flurry of arrests by police forces – from Bihar, Maharashtra, and Delhi – the CBI has taken over the investigation. Agency sources told NDTV a nationwide corruption racket may be involved. Today the agency made its first arrests.

CBI sources said one accused – Manish Kumar – facilitated the transport of students to an empty school where they were given the leaked question paper to commit to memory, while the other – Ashutosh – provided lodging.

Supreme Court Notice To NTA

The Supreme Court this afternoon issued a notice to the exam body after a petition claimed the May NEET-UG exam had been rigged. The court directed the NTA to respond by July 8.

The petitioners, represented by a coaching centre and other students, argued for students’ right to access their Optical Mark Recognition (OMR) sheets.

The two-judge bench – Justice Manoj Mishra and Justice SVN Bhatti – presiding over the case, questioned the fundamental rights allegedly violated by the NTA’s actions. 

Political War Over Exam Row

The NEET (and UGC-NET) exam row has meant the ruling BJP and the Congress-led opposition have gone head-to-head in the early days of Prime Minister Narendra Modi’s third term – over allegations of leaked question papers, preferential marking, and criminals running ‘solver gangs’.

On Monday opposition benches heckled Union Education Minister Dharmendra Pradhan – shouting “NEET” and “shame” – as he took his MP’s oath. Mr Pradhan has said the government is taking the issue of leaked question papers seriously and has formed a high-level investigative committee.

Political Blame Game

The sordid scenario took a predictable political twist too, with members of the opposition – particularly the Congress-led INDIA bloc – targeting the ruling BJP. The government hit back by claiming connections between ex-Bihar Chief Minister Tejashwi Yadav, whose RJD is part of the INDIA group, and Yadavendu. The RJD denied the claim and accused the BJP of trying to shift focus.

Congress leader Rahul Gandhi called BJP-ruled states the “epicentre of paper leak”; the reference was to cops busting a massive paper leak racket for the Uttar Pradesh Police Constable exam.

The government has, meanwhile, operationalised a stringent law that aims to curb malpractices and irregularities in competitive examinations. A maximum jail term of 10 years and a fine of up to Rs 1 crore for offenders are some of the tough measures under the law.
