The Winter Session of parliament is expected to continue till December 20.

New Delhi:
The Winter Session of parliament begins today during which three key bills are scheduled. Coming on the heels of the NDA’s massive victory in Haryana and Maharashtra, the session is likely to see the government on a stronger wicket.

  1. This morning, the floor leaders of the INDIA bloc will hold a meeting in Parliament House to decide the Opposition strategy.

  2. “We have asked to raise the Manipur issue… Rapes, murders are happening and there is no law and order in Manipur…There is unemployment in the country. I am also worried that the pollution situation in the northern India is becoming more and more serious,” said Congress’s Pramod Tiwari.

  3. The Opposition, though, is expected to be on a weaker footing following their stunning defeats in Maharashtra and Haryana.

  4. On Sunday, the government met the floor leaders of all political parties under the Chairmanship of Defence Minister Rajnath Singh.

  5. Kiren Rijiju, Minister for Parliamentary Affairs, requested all party leaders for cooperation and support for the smooth functioning of the two Houses of Parliament, the government said in a statement.

  6. The Winter Session is expected to continue till December 20. In this session, the Waqf Amendment Bill and the Disaster Management (Amendment) Bill is among the bills that are likely to be considered for discussion.

  7. A Banking Laws (Amendment) Bill and the Railway Act amendment bill is to be tabled in the Lok Sabha. A bill to amend the Railway Act will be tabled as well.

  8. There is speculation that the government might introduce the ‘One Nation One Election’ bill in this session. Prime Minister Narendra Modi had recently underscored that the government is working on the “One Nation One Election” plan.

  9. The Banking Laws Amendment Bill will further amend the Reserve Bank of India Act, the Banking Regulation Act, the State Bank of India Act, and the Banking Companies Act, and the Banking Companies Act.

  10. In the Rajya Sabha, the Bharatiya Vayuyan Vidheyak, 2024  bill to provide for regulation and control of the design, manufacture, maintenance, possession, use, operation, sale, export and import of aircraft will be taken up.

Jharkhand Assembly Election Results Live 2024:

The counting of votes for the Jharkhand assembly elections is underway with early trends showing the Bharatiya Janata Party (BJP) and its allies leading over the ruling Jharkhand Mukti Morcha-led alliance. The JMM of Chief Minister Hemant Soren fought in 41 assembly seats in the 81-seat assembly and gave the remaining ones to its allies – Congress (30 seats), Rashtriya Janata Dal (RJD) (6), and Communist Party of India (Marxist-Leninist) (4). The BJP contested 68 seats, while its allies, the All Jharkhand Students Union (AJSU) fought in 10, the Janata Dal (United) in two, and the Lok Janshakti Party (Ram Vilas) in one.

Jharkhand voted in two phases – November 13 for 43 seats and November 20 for 38 seats – and witnessed an overall voter turnout of 67.74 per cent, which was 1.65 per cent higher than the 2019 poll figures.

If exit polls are to be believed, the BJP-led National Democratic Alliance (NDA) is likely to win 42-47 seats, while the JMM-led INDIA bloc may get 25-30 seats.

Votes are also being counted for the Maharashtra assembly elections and for the bypolls to 48 Assembly seats in 14 states and in the Lok Sabha segments of Nanded in Maharashtra and Wayanad in Kerala. Congress’ Priyanka Gandhi Vadra is making her poll debut from Wayanad, a seat that was earlier represented in the Lok Sabha by her brother, Rahul Gandhi.

Election Results: JMM seeks suspension of internet near counting centres

The ruling JMM in Jharkhand has written to the Election Commission and demanded the suspension of internet services within 2 km radius of the counting centres. The Hemant Soren-led party has also demanded a ban on electronic gadgets near the counting centres.

The counting of votes for the 81-member Jharkhand assembly is scheduled on Saturday across 24 centres in the state.

Maintaining that he “made a mistake twice” in the past by joining hands with RJD, Bihar Chief Minister Nitish Kumar on Saturday said that now he would stay permanently with the National Democratic Alliance (NDA).

Addressing a public meeting in favour of NDA nominee, Vishal Prashant of BJP for the Tarari assembly byelection, Kumar said, “I have said it earlier also…I am once again saying that we (BJP-JDU) were together earlier. I made a mistake twice in the past by joining hands with the RJD…I went ‘idhar udhar’ twice in the past…But now, I have again come to the NDA. I will remain permanently with the NDA”.

He said, “We have been working for the development of Bihar since 2005. Several infrastructural and development works have been done in Bihar after 2005…..and it will continue further under the NDA rule”.

Kumar accused RJD of trying to “polarise” votes on “communal lines” in the upcoming bypolls in the state.

“They (RJD) always try to create a divide on communal lines. When RJD was in power in Bihar, the state witnessed several communal clashes. But, now the situation is totally different when the NDA is in power. I am sure that people will give a befitting reply to the INDIA bloc in the coming bypolls in the state”, he said.

By-polls on four Bihar assembly seats will be held on November 13 for which results will be out on November 23.

All four assembly seats had fallen vacant after MLAs representing them were elected to the Lok Sabha. The four seats where by-polls will be held are Ramgarh, Tarari, Belaganj, and Imamganj.

Nitish Kumar urged NDA leaders to actively counter misinformation spread by the Opposition (File)

Bihar Chief Minister Nitish Kumar on Monday re-affirmed his commitment to the National Democratic Alliance (NDA), saying emphatically that he would not re-join the ‘Mahagathbandhan’ in the future.

The Janata Dal-United (JD-U) leader said this during a high-level NDA meeting here during which the leaders of the alliance displayed a strong show of unity and declared their commitment to contest the 2025 Bihar Assembly elections under the leadership of Nitish Kumar.

Reflecting on his past decisions to ally with the ‘Mahagathbandhan’, also known as the Grand Alliance, Nitish Kumar admitted those moves were mistakes he made on the advice of senior leaders in his party (JD-U). He, however, did not name any individual.

During the meeting, NDA leaders collectively set an ambitious goal to win over 220 seats, signaling a clear intent to reinforce the alliance’s strength.

Nitish Kumar also urged the NDA leaders to deepen their outreach by organising similar meetings at the Panchayat and block levels, emphasising the importance of functioning as a united front rather than individual parties.

After the meeting, Bihar unit BJP president Dilip Jaiswal said that the NDA will contest the 2025 Bihar Assembly elections under the leadership of Chief Minister Nitish Kumar.

Dilip Jaiswal said that the NDA has set an ambitious goal of surpassing the number of seats won in the 2020 elections.

During the meeting, key topics discussed included addressing public discomfort with policies like liquor prohibition and the controversial smart meter installations, both of which have stirred criticism and became major points for the opposition to raise.

Nitish Kumar urged the NDA leaders to actively counter misinformation spread by the Opposition, saying the Grand Alliance had misled and cheated the people of Bihar.

To strengthen the NDA’s outreach, Nitish Kumar outlined a strategy involving Assembly (segment) level conferences across the state, ensuring that future programmes are well-coordinated and shared within the alliance.

During the meeting, senior leaders from various NDA allies, including all NDA Members of Parliament (MPs), Members of the Legislative Assembly (MLAs), among others were present.

The meeting is being seen as the NDA’s first significant step towards the preparation for the 2025 Assembly elections, serving as a critical organisational push.

The upcoming by-elections in four Assembly seats in Bihar are viewed as a preliminary test, or semi-final, for the NDA’s strategy and unity ahead of the main assembly elections.

Political analysts believe that in this context, the meeting has an added significance, as it marks a united front and clarifies campaign goals for the coalition in both the by-elections and the larger 2025 contest.

The Maharashtra chief minister was speaking at a joint rally of Mahayuti partners in Mumbai.

Mumbai:

Maharashtra Chief Minister Eknath Shinde on Saturday attributed the setback suffered by the NDA in recent Lok Sabha elections in the state to loyal voters going on holiday during voting, under the assumption that the alliance was set to win more than 400 constituencies.

He acknowledged that the National Democratic Alliance was caught off guard by the Opposition, which succeeded in voter consolidation.

Speaking at a joint rally of Mahayuti partners in Mumbai, BJP leader and Deputy Chief Minister Devendra Fadnavis supported Mr Shinde’s claims, stating that the NDA leaders did not pay enough attention to the lies spread by the Opposition during the campaign.

The rally was attended by leaders of Shiv Sena, BJP, NCP headed by Deputy Chief Minister Ajit Pawar, and other small constituents.

In Maharashtra, which sends 48 members to Lok Sabha, the BJP-led NDA could win only 17 seats, while the MVA comprising the Congress, NCP (Sharadchandra Pawar) and Shiv Sena (UBT) bagged 30 constituencies. The Independent candidate who won the Sangli constituency is a Congress leader.

“We were caught off guard by the opposition during the Lok Sabha election,” Mr Shinde said.

“Some of our voters went on holiday during the polling, assuming that the NDA would easily win more than 400 seats in the general elections. This loss underscores the need for a more strategic approach in the future,” he said.

Mr Shinde claimed the opposition voters diligently exercised their franchise, with almost 80 per cent turnout.

“If 60 per cent of our voters had turned up at the polling booths, we could have easily won 40 seats. We can’t afford to be naive or callous after being hit hard in the Lok Sabha polls,” he added.

In a critical remark against Congress, Mr Shinde highlighted its history of scams, such as Bofors, fodder, and coal, while questioning if there had been any corruption allegations against Prime Minister Modi.

Mr Fadnavis emphasised the significant impact of lies spread by the opposition during the campaign on the voters and the urgent need for an effective response.

“The MVA won two lakh votes more than the NDA candidates, but they won nearly 30 seats. They used to lie every day before the media, and we thought it would not affect our voters. But in reality, it did affect our voters, and we could not counter it effectively,” he added.

Mr Fadnavis also taunted some party leaders who made statements against NDA partners.

“There are some party leaders who get some extreme urge to make some statement. My suggestion to them is to first speak with their leaders, seek their permission, and then open their mouths,” he said.

BJP’s Om Birla is a three-time MP, while Congress’s K Suresh is an eight-term MP

New Delhi:
The election for the post of Speaker – a rare event in the history of the Lok Sabha – will take place today, with a recharged Opposition forcing a contest. The numbers, though, appear to give the government an advantage.

Here are the top 10 updates on this big story

  1. The contest will be between the BJP’s Om Birla, three-time MP from Rajasthan’s Kota and the Speaker in the last Lok Sabha and Congress’s eight-term MP from Kerala’s Mavelikara, K Suresh. The BJP is seen to have picked Mr Birla to reinforce the message of continuity.

  2. The Speaker is elected by simple majority taking into account the number of MLAs present and voting. Seven MPs – five from the Opposition and two Independents – have not taken oath and cannot vote, sources have said.  

  3. While the Opposition has 232 seats, the NDA has 293 MPs. It is also expected to have the support of the four MPs of YS Jaganmohan Reddy’s YSR Congress.

  4. Stage was set for the election on Tuesday, as the Congress made a snap decision to field K Suresh just 10 minutes ahead of the noon deadline.

  5. Its decision was fuelled by the BJP brush off for its hopes for the Pro Tem Speaker and the Deputy Speaker posts. The party had initially expected Mr Suresh to get the post of the Pro Tem Speaker, which finally went to the BJP’s Bhartruhari Mahtab.

  6. On Tuesday morning, the government, while seeking consensus for Om Birla, made it clear that they are not considering a Deputy Speaker post, or the Opposition’s claim to it, for now.

  7. Congress’s Rahul Gandhi said, “Rajnath Singh called Mallikarjun Kharge and asked him to extend support… entire Opposition said we will support but convention is Deputy Speaker should be from our side. Rajnath Singh said he would call back… but he has not yet…PM is asking for cooperation but our leader is getting insulted.”

  8. Tuesday evening passed in parallel meetings at both camps. While Union Home Minister Amit Shah met the NDA allies, the Opposition Bloc had their meeting at Congress chief Mallikarjun Kharge’s house.

  9. Mamata Banerjee’s Trinamool Congress has signalled that it did not approve the decision to force a contest. Regarding support for K Suresh, it will convey its decision by 9 am, the party has said.  

  10. Union minister Kiren Rijiju has issued a last appeal for a consensus candidate.  “For the last two days, we have been in contact with main Opposition parties, talked to their floor leaders regarding the post of Speaker… We want the Speaker to be elected unopposed and through consensus,” he said.

PM Modi addressed the media ahead of the 18th Lok Sabha Session today.

Starting off the first Parliament session in his third term on the front foot, the Prime Minister launched an ‘Emergency’ attack towards the main Opposition Congress before the Lok Sabha met this morning.

Addressing the media before the House met, the Prime Minister said this June 25 — tomorrow — will mark the 50th anniversary of the Emergency and called it a “black spot” on the country’s democracy.

This Parliament sessions comes after the general elections and the Opposition is buoyed by its good show that restricted the BJP below the majority mark. The Prime Minister has returned to the top post with the support of NDA allies and the Opposition plans to use its numerical strength to corner the government on the House floor.

The tone of the Prime Minister’s address, however, the BJP may have suffered a setback, but it has no plan to let the Opposition have its way.

The Prime Minister assured the people that the government will work three times harder in its third term and deliver three-fold results.

This election, he said, was significant because this is only the second government after Independence that has been chosen to continue for a third term in a row. “This opportunity has come after 60 years. When people have chosen a government for the third term, it means a stamp on its intent, a stamp on its policies and its dedication. I thank the people for this,” he told the media.

Referring to the Emergency imposed by the then Indira Gandhi government, he said, “Tomorrow marks 50 years of the black spot on Indian democracy. The new generation will not forget how the Indian Constitution was scrapped, how the country was turned into a jail and democracy was captured. In this 50th anniversary, the country will take a pledge that never again will it happen.”

The Prime Minister said the government will consistently try to take everyone along to serve the country and its people, but added a stern message for the Opposition. “India needs a responsible Opposition, people want substance not slogans, they want debate, diligence not drama and disturbance in Parliament. I hope the Opposition will live up to the people’s expectations,” he said.

The country, he said, has a lot of expectations from MPs and urged them to take every possible step for public welfare. The Prime Minister congratulated the newly elected MPs and noted that this is the first time new MPs will take the oath in the new Parliament building.

The Prime Minister’s remarks and swipes targeting the Congress drew a sharp response. Congress president Mallikarjun Kharge said the country was expecting that the Prime Ministr would speak about the protests surrounding NEET, the train accident in West Bengal or the continuing violence in Manipur.

“You are warning the Opposition. You are talking about the 50-year-old Emergency, but have forgotten the undeclared Emergency in the last 10 years,” Mr Kharge said, adding that the people have “given a mandate against Modiji”. The Congress chief said the INDIA Opposition bloc will raise the people’s voice inside and outside the Parliament.
