Appreciating Russian President Vladimir Putin for taking the India-Russia relationship to “new heights” over the past quarter of a century, Prime Minister Narendra Modi laid out an expansive canvas of energy and trade collaborations between the two countries, stretching to 2030. Addressing the media after bilateral talks at Hyderabad House on Friday (December 5, 2025), Mr. Modi described the India-Russia friendship as a “guiding star” and called for a peaceful solution to Russia’s war with Ukraine.

“Over the past eight decades, the world has witnessed many ups and downs. Humanity has faced numerous challenges and crises. Yet, through all of this, the India-Russia friendship has remained steady like a dhruva tara (guiding star),” the Prime Minister said.

Foreign Secretary Vikram Misri expanded on the PM’s use of the Hindi term ‘dhruva tara’ during a later briefing, saying it referred to the “sustained and long term significance of this relation.” Highlighting the “sustainability and certainty” of India-Russia ties, Mr. Misri added, “This relationship is a constant. There have been several crises along the way but they have not altered the fundamentals of this relationship.”

‘Pushing for peace in Ukraine’

Mr. Putin’s visit has attracted global attention as it comes months after U.S. President Donald Trump imposed punitive tariffs on India for purchasing Russian energy. Mr. Trump described his move as a tactic to push Russia to the negotiating table on Ukraine.

In his remarks, the Prime Minister referred to “energy security” as a “strong and vital pillar of the India-Russia partnership”. Since the beginning of the conflict in Ukraine, “India has consistently advocated for peace, with regards to the situation in Ukraine,” he added.

Ahead of the press statements by Mr. Modi and Mr. Putin at Hyderabad House, the Russian President’s special envoy Kirill Dmitriev told the Russian and Indian media that “British and European press is going hysterical trying to disrupt the U.S.-Russia negotiation”. In an oblique reference to an article recently published in an Indian newspaper that was jointly authored by the French, British, and German envoys to India, Mr. Dmitriev said, “We know the British empire does not exist any more but attempts to disrupt [the Russia-U.S.] peace negotiation through the use of the media is still continuing.”

Mr. Modi, who has called for peace on multiple occasions since the beginning of the Ukraine conflict in February 2022, reiterated the Indian position. “We welcome all efforts being made for a peaceful and lasting resolution in this matter. India has always been, and will always be ready to contribute,” he said.

Nuclear energy cooperation

Referring to the Kudankulam power plant as the “largest nuclear reactor of India”, Mr. Putin announced that Russia is also willing to collaborate with India for small modular nuclear reactors.

“Our decades-old cooperation in the field of civil nuclear energy has played an important role in advancing our shared clean energy priorities. We will continue to take this win-win cooperation forward,” the Prime Minister said, mentioning the Chennai-Vladivostok transport corridor as a project that is being nurtured jointly.

The India-Russia joint statement also made an extensive reference to energy security, noting “the current and potential cooperation between Indian and Russian companies in fields such as oil and oil products, oil refining and petrochemical technologies, oilfield services and upstream technologies and related infrastructure.” Both sides have also agreed to resolve the challenges faced by their “investors in the energy sector”.

Rising trade, free visas

Mr. Putin emphasised the commercial aspect of India-Russia relations. During 2024-25, India-Russia trade has touched $64 billion, he said. “We are on track to touch $100 billion by 2030. We are currently in discussion for a Free Trade Agreement between India and the Eurasian Economic Union and new effective international transport corridor that will connect Belarus and Russia with the Indian Ocean coast,” he said.

The Russian President described India and Russia as countries that both follow an “independent foreign policy” that calls for a “more just, democratic multipolar world order and respect for sovereignty”.

The two sides also announced a programme for the development of strategic areas of India-Russia economic cooperation till 2030. To enhance people-to-people and commercial contacts, the Prime Minister announced the grant of 30 days e-tourist visas “on gratis basis” to Russian nationals on reciprocal basis, and the grant of group tourist visa on gratis basis to Russian nationals as well.

The two sides signed sixteen MoUs covering areas such as the mobility of semi-skilled workers, fertilizers, media, and academic collaboration. Marking a new turn in media collaboration, Mr. Putin attended a special event here to launch the Indian edition of the Russian state-owned English broadcaster, Russia Today. The channel’s Indian version will be its second international foray after an earlier Arabic edition.

Russian President Vladimir Putin is expected to visit India around December 5 to hold annual summit talks with Prime Minister Narendra Modi that are expected to produce significant outcomes to further solidify bilateral strategic ties, people familiar with the matter said on Wednesday (October 1, 2025).

While preparations are underway for the high-profile visit, it is not yet clear whether the Russian President will come for a day-long trip or if he will be in India for two days.

Ahead of Mr. Putin’s trip, Russian Foreign Minister Sergey Lavrov will travel to India next month to finalise the finer details of the presidential visit.

The Russian President had last visited New Delhi in 2021.

The two sides are also expected to hold a meeting under the framework of the India-Russia Inter-Governmental Commission on Military and Military-Technical Cooperation (IRIGC-M&MTC) before Mr. Putin’s trip, the people cited above said.

At the India-Russia annual summit, Mr. Modi and Mr. Putin are expected to deliberate on further expanding the “Special and Privileged Strategic Partnership” between the two countries. There is no official word yet on dates for Mr. Putin’s trip.

The focus of the talks could be to deepen cooperation in areas of defence and security, trade and energy, said one of the people cited above.

India and Russia have a mechanism under which India’s Prime Minister and the Russian President hold a summit meeting annually to review the entire gamut of ties. So far, 22 annual summit meetings have taken place alternatively in India and Russia.

In July last year, PM Modi travelled to Moscow for the annual summit. Russia has been a time-tested partner for India, and the country has been a key pillar of New Delhi’s foreign policy.

It is learnt that India may also look to procure additional batches of S-400 air defence missile systems from Russia after the weapons played a significant role during Operation Sindoor.

In October 2018, India had signed a $5 billion deal with Russia to buy five units of the S-400 air defence missile systems, despite a warning from the Trump administration that going ahead with the contract may invite U.S. sanctions.

Russia already supplied three of the five S-400 regiments India ordered, with the remaining two expected to be delivered in 2026. The delivery schedule was delayed due to Russia’s ongoing war with Ukraine.

A month back, Prime Minister Modi and President Putin held talks on the margins of the annual summit of the Shanghai Cooperation Organisation (SCO) in the Chinese city of Tianjin.

In the talks, the two sides vowed to strengthen their strategic ties. The Modi-Putin meeting took place days after the U.S. doubled tariffs on Indian goods to a whopping 50%, including a 25% additional duty for India’s purchase of Russian crude oil.

Defending its purchase of Russian crude oil, India has been maintaining that its energy procurement is driven by national interest and market dynamics.

In his televised opening remarks at the meeting, Mr. Modi told the Russian President that 140 crore Indians are eagerly waiting to welcome him in India in December.

“This is a reflection of the depth and scope of our Special and Privileged Strategic Partnership. India and Russia have always stood shoulder-to-shoulder even in the most difficult situations,” he had said.

The Prime Minister said that close cooperation between the two countries is important not only for the people of both countries but also for global peace, stability and prosperity.

In their upcoming summit talks, the two leaders are also expected to deliberate on the Ukraine conflict.

New Delhi:

With the first dawn of 2025 less than a week ahead, India has already started work to shape its foreign policy in the new year. To take the India agenda forward, External Affairs Minister S Jaishankar is travelling to the United States this week, where he’s meeting officials of both the outgoing Biden administration, as well as the incoming Trump team before the transition of power in the US. 

During his visit, Mr Jaishankar is likely to meet members of the Trump transition team, and some top nominees for the State and Defence Departments to line up high-level meetings soon after Donald Trump’s inauguration on January 20th, according to a report by The Hindu. 

He is also likely to seek an early date for Mr Trump to travel to India for the Quad Summit to be hosted by Prime Minister Narendra Modi next year. 

The Quad is a grouping of Australia, India, Japan, and the United States that is maintained by talks between member countries. State leaders of all four countries are expected to meet during the summit. The focus of this year’s meeting will be interesting as Mr Trump has promised to overhaul the policies of his predecessor, especially regarding health and climate change.

Prime Minister Modi may also travel to the US to meet the incoming US President, according to a report by The Economic Times. 

India is also set to host the annual summit with Russia, for which President Vladimir Putin may visit New Delhi. If this happens, it will be Mr Putin’s first visit to India since the start of the Russia-Ukraine conflict. 

Several high-profile meetings are also expected during the BRICS summit in Brazil scheduled in July and the SCO summit in China, scheduled to be held in August-September. During the two summits, all eyes will be set on a possible dialogue between Prime Minister Narendra Modi and his Russian and Chinese counterparts. PM Modi may travel to China for the SEO summit. 

A possible meeting between Prime Minister Modi and Chinese President Xi Jinping is especially anticipated during the summit, as the situation at the Line of Actual Control (LAC) in Ladakh seems to be normalising. 

The next edition of India’s summit with the EU is also scheduled to be held in New Delhi, for which several European leaders are expected to visit India. 

India’s Diplomatic Calendar for 2025 is likely to begin with the visit of Singaporean President Tharman Shanmugaratnam in mid-January, the ET report said. 

This will be followed by the visit of Indonesian President Prabowo Subianto Djojohadikusumo, who is the chief guest for the 2025 Republic Day celebrations. The Chilean President Gabriel Boric Font may also visit India in March or April, the ET report said. 

Later in February, Prime Minister Narendra Modi is reportedly also planning to visit France. He may also reportedly travel to Japan for the annual summit.

Towards the latter half of 2025, the G20 summit is scheduled to be held in South Africa and the ASEAN summit is set to be held in Malaysia. Prime Minister Modi may travel to the respective countries to participate in the bloc meets.

The United States is disappointed about the symbolism and timing of Prime Minister Narendra Modi’s Russia visit at a time when it hosted the NATO summit here, a senior State Department official has told the lawmakers, who have expressed concerns over the increasing India-Russia ties.

“I could not agree with you more about our disappointment about the symbolism and the timing of Prime Minister Modi’s trip to Moscow. We are having those tough conversations with our Indian friends,” Assistant Secretary of State for South and Central Asia Donald Lu told American lawmakers at a Congressional hearing here on Tuesday.

“I assure you may be if I could just take a moment to put into context that visit. Prime Minister Modi, two weeks before he went to Moscow, also saw President Zelenskyy on the margins of the G7 summit in Italy,” he said.

“Then we were looking very carefully at what Modi did when he was in Moscow. We did not see any new major defense deals. We saw no major discussion of technology cooperation. In addition, you have Modi having said in front of Putin on live television, his feeling that the war in Ukraine could not be won on the battlefield and the pain that he felt watching the death of children in war,” Mr. Lu said.

“A clear reference to the bombing of the children’s hospital in Kyiv that happened while he was there. I share your concern about this visit, sir, and we are trying very hard to communicate those concerns directly to the Indians. The Indians, who have cancelled billions of dollars in defense purchases over these last two and a half years because the Russians can’t deliver anymore. So we’re working very hard on that,” Mr. Lu said.

He was responding to a question from Congressman Joe Wilson, a former co-chair of the Caucus of India and Indian Americans in this regard.

“I was shocked and saddened to see the embrace by Prime Minister Narendra Modi who I so respect and admire embrace war criminal Putin in Moscow on the very day that Mr. Putin intentionally launched missiles at the largest children’s hospital in Kyiv, Ukraine,” he said.

“Prime Minister Modi is a hero of mine who I have visited in New Delhi, have welcomed twice to address Congress along with being present with Governor Nikki Haley of South Carolina at Madison Square Garden and New York City. I was with President Donald Trump at the Howdy Modi welcome for Prime Minister Modi. 40,000 people there in Houston, Texas and it turned out it’s something I know. It was the largest assemblage of millionaires in the history of the world,” the Republican Congressman said.

“The Indian American community has been so successful. The future of India should be with democratic free markets as we have seen. Indian Americans have achieved the highest level of income of any immigrant group in the United States. In fact, Indian Americans make twice the income of the average American and indeed it’s due to association with democracy, not dictatorship and the dictatorship that world criminal Putin is trying to restore the failed Soviet Union and he wants to oppress first the people of Russia,” Mr. Wilson said.

“It’s to the benefit not of the people of Russia, but to the oligarchs just as the communist regime was to benefit the ranking members of the Communist Party. With that in mind, India should be a beacon for democracy and not dependent on a dictatorship. What can be done, to promote India not being dependent on inferior Russian weapons and cheap commodities? And we know that the gas that’s being purchased, the funding of that is going to kill Ukrainians,” he added.

Observing that India has a longstanding relationship with Russia, the U.S. has said that it has encouraged New Delhi to “utilise” that relationship with Moscow and urge President Vladimir Putin to end the “illegal war” against Ukraine.

These remarks were made by State Department Spokesperson Mathew Miller at his daily news conference on Monday.

“India has a longstanding relationship with Russia. I think that’s well-known. And we have encouraged India to utilise that relationship with Russia, that longstanding relationship and the unique position that they have, to urge President Putin to end his illegal war and to find a just peace, a lasting peace to this conflict; to tell Putin to respect the UN Charter, to respect Ukraine’s territorial integrity and sovereignty,” he said.

“That’s what we’ll continue to impress upon the Government of India, which is an important partner of ours when it comes to their relationship with Russia,” Mr. Miller said in response to a question.

Mr. Miller made similar remarks on July 9 soon after Prime Minister Narendra Modi left Russia.

Mr. Modi was in Russia for two days from July 8-9 for the 22nd India-Russia annual summit that has been watched closely by the West amidst the raging Ukraine conflict.

This was the Prime Minister’s first visit to Russia since the war started between Moscow and Kyiv in 2022.

During his talks with Mr. Putin on July 9, Prime Minister Modi told President Putin that a solution to the Ukraine conflict is not possible on the battlefield and peace efforts do not succeed amid bombs and bullets.

India has been stoutly defending its “special and privileged strategic partnership” with Russia and maintained the momentum in the ties notwithstanding the Ukraine conflict.

India has not yet condemned Russia’s invasion of Ukraine in 2022 and has consistently pitched for a resolution of the conflict through dialogue and diplomacy.

Ukraine President Volodymyr Zelenskyy has reacted sharply to Prime Minister Narendra Modi’s brief visit to Russia and his interaction with Russian President Vladimir Putin.

In a post on X (formerly Twitter) Mr Zelenskyy referred to Russia’s attack Monday – in which at least 37 people, including three children, were killed after a missile strike on a children’s hospital in Kyiv.

The strike also damaged nearly 100 buildings, including schools and maternity hospitals.

His tweet included photographs of the bombed hospital and babies in ambulances.

Mr Zelenskky’s post came after Prime Minister Modi met President Putin in Moscow and shared an embrace. Visuals from their meeting showed the two leaders drinking tea on a terrace at Mr Putin’s home in Novo-Ogaryovo outside Moscow, and Mr Modi being driven around in a golf cart.

One photo in particular – of Mr Modi and Mr Putin hugging – has been widely shared online.

And the Ukraine President was particularly critical of that image, posting, “It is a huge disappointment and a devastating blow to peace efforts to see the leader of the world’s largest democracy hug the world’s most bloody criminal in Moscow on such a day…”

PM Modi flew into Moscow on a two-day visit that treads a fine line between maintaining a longstanding relationship and courting closer ties with the West amid the war in Ukraine. 

This is the Prime Minister’s first visit since he was voted back to power last month.

It is also his first to Russia since the war in Ukraine began.

Sources have told NDTV that Mr Modi, during his meeting with Mr Putin, stressed no solution – to the violence – could be found on the battlefield. “India has always called for respecting the United Nations Charter, including territorial integrity and sovereignty. There is no solution on the battlefield. Dialogue and diplomacy is the way forward,” Mr Modi is believed to have said.

Mr Modi has also spoken to Mr Zelenskyy on numerous occasions, including meeting him in Italy last month on the sidelines of the G7 summit. The two were photographed sharing a hug. Their first face-to-face meeting since the war started was in May last year, at the G7 summit hosted by Japan.

And the Ukraine President was particularly critical of that image, posting, “It is a huge disappointment and a devastating blow to peace efforts to see the leader of the world’s largest democracy hug the world’s most bloody criminal in Moscow on such a day…”

PM Modi flew into Moscow on a two-day visit that treads a fine line between maintaining a longstanding relationship and courting closer ties with the West amid the war in Ukraine. 

This is the Prime Minister’s first visit since he was voted back to power last month.

It is also his first to Russia since the war in Ukraine began.

Sources have told NDTV that Mr Modi, during his meeting with Mr Putin, stressed no solution – to the violence – could be found on the battlefield. “India has always called for respecting the United Nations Charter, including territorial integrity and sovereignty. There is no solution on the battlefield. Dialogue and diplomacy is the way forward,” Mr Modi is believed to have said.

Mr Modi has also spoken to Mr Zelenskyy on numerous occasions, including meeting him in Italy last month on the sidelines of the G7 summit. The two were photographed sharing a hug. Their first face-to-face meeting since the war started was in May last year, at the G7 summit hosted by Japan.

Ever since the war began India has maintained it can only be resolved through dialogue and diplomacy, and the Prime Minister has said “India is ready to contribute to any peace efforts”.

The United States has raised concerns with India about its relationship with Russia amid Moscow’s invasion of Ukraine, a U.S. State Department spokesperson told reporters on Monday in response to questions about a meeting between Prime Minister Narendra Modi and Russian President Vladimir Putin.

India has faced pressure from the West to distance itself from Moscow after Russia invaded Ukraine. New Delhi has thus far resisted that pressure, citing its longstanding ties with Russia and its economic needs.

Mr. Modi met Mr. Putin in Russia on Monday in the Prime Minister’s first visit since Russia invaded Ukraine in February 2022. In a post on social media platform X, the Prime Minister said his talks with Mr. Putin “will surely go a long way in further cementing the bonds of friendship” between the two countries.

“I will look to Prime Minister Modi’s public remarks to see what he talked about but as I said, we have made quite clear directly with India our concerns about their relationship with Russia,” a State Department spokesperson said in a press briefing.

“And so we would hope (that) India and any other country when they engage with Russia would make clear that Russia should respect the U.N. Charter, should respect Ukraine’s sovereignty and territorial integrity.”

Russia has been India’s largest weapons supplier since the Soviet Union days. However, India has also been seeking other options, as the Ukraine war hobbled Russia’s ability to supply munitions and spares.

Washington in recent years has looked to woo New Delhi, with political analysts saying the U.S. sees India as a counter to China in the Asia-Pacific.

While the West has tried to isolate Putin, China, India and powers in the Middle East, Africa and Latin America have continued to build ties.
