Lucknow:

Starting January 26, riders of two wheelers may not get fuel at filling stations in Lucknow if they are found without helmet or protective headgear.

In light of Chief Minister Yogi Adityanath’s recent directives and Transport Department’s initiative to curb road fatalities caused by two-wheeler accidents, Lucknow District Magistrate Surya Pal Gangwar on Monday instructed strict enforcement of the “No Helmet, No Fuel” policy.

Petrol pumps across Lucknow have been directed to deny fuel to riders and pillion passengers without helmets starting January 26, according to an order issued by the DM.

“The move aligns with the Uttar Pradesh Transport Commissioner’s directive issued on January 8. It is imperative to raise awareness about road safety and address deaths caused due to the non-use of helmets,” said Gangwar.

Under this directive, petrol pump operators have been given a seven-day timeline to install large signboards highlighting the new policy at their premises.

“It will be mandatory for two-wheeler riders and passengers to wear protective headgear conforming to BIS standards as per Section 129 of the Motor Vehicles Act, 1988, and Rule 201 of the Uttar Pradesh Motor Vehicles Rules, 1998,” the DM added. Violations will be punishable under Section 177 of the Motor Vehicles Act.

To prevent disputes, operators must also ensure fully functional CCTV cameras at petrol stations for monitoring and resolving conflicts.

This directive reinforces the state’s earlier announcement to enforce the “No Helmet, No Fuel” policy statewide to reduce the rising number of road accidents.

According to data cited by UP Transport Commissioner Brajesh Narain Singh, a significant proportion of two-wheeler fatalities involve un-helmeted riders.

The campaign, aimed at promoting helmets as essential life-saving devices, seeks to instill a culture of responsible road behaviour.

Uttar Pradesh officially recorded 36,875 cases of road accidents in 2022, in which 21,696 persons suffered injuries while 24,109 lost their lives, according to central government figures.

In 2022, Lucknow logged 1,408 cases of accidents in which 994 people were left injured and 643 dead, the official statistics showed.

A video going viral on social media has sparked a barrage of criticism towards Indian Railways after passengers sleeping on the platform at Lucknow’s Charbagh station were sprayed with cold water, amid the prevailing cold wave conditions. The footage showed the passengers, who usually sleep on the Indian platforms, waiting for the trains, being shrugged off and forced to vacate the space by the railway staffers.

The incident, which allegedly transpired last week, showed passengers hastily gathering their belongings, including blankets, as they were forced to leave the platform, which was then cleaned by the railway staff.

A section of social media users were left angered by the incident and slammed the railways staff for not showing some sensitivity towards the passengers.

“Heart breaks man, so much poverty and disregard everywhere, govt after govt has failed the people while the politicians are padding their accounts in one tax heaven after another,” said one social media user, while another added: “The station needs cleaning but not like this, more so in such biting cold. No consideration even for small kids! Where should the passengers go if their trains are late and waiting rooms are brimming?”

However, some agreed with the officials for clearing the platform, saying it was not the spot to rest as it could cause nuisance to others.

“Railway platform is not a place for lodging. If you have a ticket, use waiting rooms or wait outside,” a user commented.

As the controversy snowballed, the Divisional Railway Manager (DRM), Lucknow office issued a statement, claiming that the cleaning staff had been chided, while advising the passengers to not sleep on the platform.

“Necessary instructions have been issued to the cleaning staff and CHI [Chief Health Inspector],” read the DRM statement.

“Passengers are also advised to avoid sleeping on the platforms. The station provides adequate facilities, including waiting halls, dormitories and retiring rooms, which passengers are encouraged to utilise,” it added.

One person has been arrested and the other is on the run.

New Delhi:

Overcome by greed at the prospect of getting two phones worth Rs 90,000 for free, two men strangled a delivery agent with a charger cord and stuffed his body into his own bag before dumping it in a canal in Lucknow, police said.

Officials said a complaint that Bharat Kumar, a Flipkart delivery agent, had gone missing had been registered at the Chinhat police station in Lucknow on September 26 and a long investigation, involving the questioning of multiple people, has led to the first arrest in the case on Tuesday.

Deputy Commissioner of Police (DCP, East) Shashank Singh said, “Our initial investigation threw up several suspicious things and we got details of Kumar’s deliveries for the day from Flipkart, including the undelivered orders.  We questioned several people based on this information and then got to one Akash Sharma, who has confessed to killing Kumar along with his associate Gajanan.”

The officer said Sharma had used the phone of one of his friends to order two cellphones – a Vivo V40 Pro and a Google Pixel 7 pro – which cost Rs 90,000 via Flipkart using the cash-on-delivery option.

“When Kumar reached the house for delivery, Sharma and Gajanan got greedy and thought of getting the phones and the other items that he was supposed to deliver to other people without paying any money. They asked Kumar to come in and then strangled him with the cord of a laptop charger lying nearby. They stuffed his body into his own Flipkart bag and then dumped it in the Indira Nagar canal,” Mr Singh said.

The DCP said Sharma was arrested on Tuesday after he confessed and both phones and some other items that were meant to be delivered have been recovered from him.

“The police, teams from the national and state disaster response forces and local divers are trying to locate the body. Gajanan is on the run and he will also be arrested soon,” he added.

A report by news agency ANI said Kumar was married and had been working for Flipkart for 8 years.

The building was being used as a godown, officials said.

Lucknow:

The death count in the building collapse in Lucknow climbed to eight with rescuers pulling out three more bodies from the debris, officials said on Sunday.

Twenty-eight people were injured when the three-storey building housing godowns and a motor workshop collapsed in the Transport Nagar area here on Saturday evening.

The State Disaster Response Force (SDRF) recovered the bodies of three people, who were identified as Raj Kishore (27), Rudra Yadav (24) and Jagrup Singh (35), during the rescue operation, Relief Commissioner G S Naveen said.

The operation is still underway.

A senior district administration official said they are now focusing on ensuring that no one else is trapped under the rubble.

Police said the building was constructed around four years ago and some construction work was underway at the time of the incident. Most of the victims were working on the ground floor when the incident occurred at 4:45 pm on Saturday.

The injured have been admitted to various hospitals, including Lok Bandhu Hospital, in the district.

According to the officials, the building had a motor workshop and warehouse on the ground floor, a medical godown on the first floor and a cutlery warehouse on the second floor.

Akash Singh, who worked in the medical godown and was among the injured, said a pillar of the building had developed a crack.

“We had come down to the ground floor because it was raining. We noticed that a pillar of the building had developed a crack. Suddenly, the entire building collapsed on us,” he said.

Lucknow:

Resident doctors from various government hospitals in Uttar Pradesh’s Lucknow have launched an indefinite strike demanding swift justice for the gruesome rape and murder of a trainee doctor in Kolkata. The demonstrations were held at prominent medical institutions, including King George’s Medical University (KGMU), Kalyan Singh Super Speciality Cancer Institute (KSSSCI), and Ram Manohar Lohia Institute of Medical Sciences. Heart-wrenching scenes from outside the hospitals showed patients banging on the doors as they had come from different cities to get treatment.

Though the doctor’s union had clarified that essential services would remain open, long queues outside the Out-Patient Departments (OPDs) suggest otherwise.

“Doctors have the right to protest, but what about us? We have come from so far,” says Arun Kumar, a patient who travelled over 300 kms to get treated at the Out-Patient Departments (OPDs) of KGMU.

Donning black ribbons and wielding placards, the protesters demanded “swift justice” for the heinous crime and enhanced security measures for medical staff. Dr Ritika, President of the Resident Doctors’ Association at KSSSCI, emphasized, “We urge the authorities to conduct a thorough, time-bound probe into this incident.”

The protests were sparked by the brutal murder of a 31-year-old postgraduate trainee doctor at RG Kar Medical College in Kolkata, whose semi-naked body was discovered in a seminar hall on Thursday night. The incident has sent shockwaves through the medical community, prompting strikes and protests across the nation.

A civic volunteer who frequented the hospital has been arrested in connection with the rape and murder. West Bengal Chief Minister has given city police time till Sunday to complete the probe, after which the state government will recommend a CBI investigation.

The men stop pulling the motorcycle only when the woman falls down.

Lucknow:

A woman was groped by a rowdy group on a waterlogged street here, prompting the arrest of four men, action against eight policemen including a DCP and a cryptic remark in the assembly by Chief Minister Yogi Adityanath. He said a “bullet train” will be run for the offenders.

The four alleged offenders were arrested after the woman who was riding pillion on a motorcycle was targeted Wednesday on a waterlogged street in the posh Gomti Nagar area.

Five police personnel, including the local police station in-charge, were suspended for “negligence”. Deputy commissioner of police (East Lucknow), additional DCP and assistant commissioner of police (ACP) were shunted, an official statement said Thursday.

While speaking in the assembly on the state’s supplementary budget, the chief minister referred to the incident naming two of the alleged offenders.

“The first criminal is Pawan Yadav, the other criminal is Mohammed Arbaaz – these are people of ‘sadbhavna’ (goodwill),” he said, and suggested that no ‘Sadbhavna train” will be run for them.

“Inkey liye bullet train chalegi, chinta mat karo” (The bullet train will be run for them, don’t worry,” he told the House.

“And preparations are being made for the bullet train,” he said, adding that anyone who plays with women’s safety will bear the consequences.

A video on social media shows a group of men splashing water on a motorcycle as it wades through the waterlogged road. The men quickly surround the motorcycle and some start pulling it from behind.

Amidst the melee, while the man driving the motorcycle tries to push through, at least one of the accused gropes the woman who is riding pillion.

The men stop pulling the motorcycle only when the woman falls down.

“Taking cognizance of the incident, an FIR was lodged at Gomti Nagar police station. Police formed four different teams, including a crime team, to apprehend the culprits,” a police statement said.

“As a result, four accused were arrested and based on the evidence collected and the CCTV footage, additional relevant sections have been added to the FIR,” it said.

The accused were booked under sections 191(2) (rioting) and 74 (assault or use of criminal force with intent to outrage modesty) and other provisions of the Bharatiya Nyaya Sanhita, it said.

Lucknow Police Commissioner Amrendra Kumar Sengar said two of the four arrested accused — Pawan Yadav and Sunil Kumar — were identified through CCTV footage on Wednesday night. They led the police to the other two — Mohammed Arbaaz and Viraj Sahu.

“Raids are being conducted to arrest the other accused,” Sengar said.

Acknowledging “apparent negligence” in handling the situation, the police statement said DCP (East Lucknow) Prabal Pratap Singh, Additional DCP Amit Kumawat and ACP Anshu Jain have been removed from their positions with immediate effect.

Inspector in-charge Deepak Kumar Pandey, police post in-charge Rishi Vivek and three other police personnel present at the ‘chowki’ — Sub-Inspector Kapil Kumar and Constables Dharmveer and Virendra Kumar – were suspended, the statement said.

The conman told Naresh Saxena that the CBI chief of Mumbai would talk to him.

Lucknow:

A famous city-based progressive writer and poet, Naresh Saxena, was kept under digital arrest in his room for six long hours by cyberheist operators posing as CBI officers in Lucknow, police officials said.

The scammers, who aimed to con the elderly writer by frightening him with arrest in a money-laundering case, listened to his poetry for hours, even asking him to recite couplets of Mirza Ghalib and Faiz and praising his poems a lot.

Luckily, after six hours of this ‘digital house arrest’ through a video call, alarmed family members intervened and the cyber thugs failed to pull off the crime.

The writer later filed a complaint at Gomti Nagar police station.

As per reports, on July 7, at 3 pm, the writer was about to leave for a poetic session when he got a video call on his mobile phone. The man on the other side asked the writer if he had lost his Aadhar card.

“He then informed me that someone had opened an account in Mumbai using it, a money laundering case of crores had taken place through it and a case had been registered in a Mumbai police station. Then he introduced himself as CBI Inspector Rohan Sharma and said that an arrest warrant had been issued against me. But as I was an elderly person and seemed to be a good man, he would try to get me released soon if I cooperated in the investigation. Otherwise, I might face a long jail term,” Mr Saxena said.

The man then also verified the writer’s Aadhar card and asked questions pertaining to the number of bank accounts he had, the amount of money in them, the number of transactions, investments, income and income tax returns.

“I was able to see the man’s police uniform and a cap, which convinced me,” Mr Saxena added.

“As soon as he saw my room full of books, to ensure that I was the right person and the same poet he had called, he asked me to prove myself by reciting poetry. He asked me to recite the couplets of Mirza Ghalib and Faiz Ahmed Faiz. He even asked me to recite my own poems, which I did. He listened to my poems for a long time and even praised me a lot,” the writer said, adding that all this went on for six hours.

The video call session started at 3 p.m. and went on till 7-8 p.m.

The conman then told him that the CBI Chief of Mumbai would talk to him.

To convince Mr Saxena further, he told the ‘chief’ (perhaps his cohort) that Mr Saxena was a very good man and the ‘chief’ should also listen to his poems. He should be investigated on priority and be let off within 24 hours.

“The ‘chief’ said that since I was cooperating in the investigation, he would get me released within 24 hours and told me that I was currently under house arrest,” said Mr Saxena.

The men then told him to close the door of his room and not inform his family members while remaining in front of them on the video call, said the writer. But when Mr Saxena did not open his door for a long time, the family was alarmed.

Sensing that he was being tricked through a cyber fraud, his daughter-in-law snatched the phone and disconnected the call.

The matter is now under investigation, said an official of the Gomti Nagar police station.
