Israel and the United States are both determined to thwart Iran’s nuclear ambitions and its “aggression” in West Asia, Israeli Prime Minister Benjamin Netanyahu said on Sunday (February 16, 2025) following a meeting with U.S. Secretary of State Marco Rubio.

Speaking after a meeting with Mr. Rubio in Jerusalem, Mr. Netanyahu said they had held a “very productive discussion” on a number of issues, “none more important than Iran”.

“Israel and America stand shoulder to shoulder in countering the threat of Iran,” he said. “We agreed that the Ayatollahs must not have nuclear weapons and also agreed that Iran’s aggression in the region must be rolled back.”

Mr. Rubio said: “Behind every terrorist group, behind every act of violence, behind every destabilising activity, behind everything that threatens peace and stability for the millions of people that call this region home is Iran.”

Mr. Netanyahu said Israel had dealt a “mighty blow” to Iran over the past 16 months since the start of the war in Gaza against Hamas and said that with the support of Mr. Trump “I have no doubt we can and will finish the job”.

He said Israel had weakened the Iranian-backed Hezbollah movement in southern Lebanon and had hit hundreds of targets in Syria to prevent a new Iranian-backed front opening up against Israel.

“Now, if any other force believes that Israel will permit other hostile forces to use Syria as a base of operations against us, they are gravely mistaken,” Mr. Netanyahu said.

Thanking Mr. Rubio for “unequivocal backing” for Israel’s policy in Gaza, Mr. Netanyahu said Israel and the United States under President Donald Trump shared a common strategy in the Palestinian enclave, where a fragile ceasefire is in effect between Israel and Hamas militants after 15 months of war.

“I want to assure everyone who’s now listening to us, President Trump and I are working in full cooperation and coordination between us,” he said.

Mr. Rubio added: “Hamas can not continue as a military or government force and as long as it stands as a force that can govern or administer or a force that can threaten by use of violence, peace becomes impossible.”

Israel waited for almost four weeks to avenge the ballistic missile attack from Iran on October 1. Yesterday, Israeli fighter jets flew for over 1,000 kilometres and conducted “precise strikes” on military facilities in Tehran and nearby provinces.

Here are 10 points on the big story

  1. Over 100 Israeli fighter jets including the F-35 stealth fighters, took off for the mission just before dawn. They flew for 1,000 kilometres and struck the radar and air defence systems of Iran to render them defenceless and hit other military sites including a missile manufacturing unit.
  2. Israel said it conducted “precise strikes”. At the same time, Iran, initially claimed that the explosions across the capital Tehran were due to the activation of air defence systems, but later admitted that the strikes caused “limited damage” to military sites. Two Iranian soldiers were killed in the attack.
  3. “We are prepared to respond to any Israeli “aggression,” Iran’s semi-official Tasnim news agency reported, citing sources in the government. “There is no doubt that Israel will face a proportional reaction for any action it takes,” they added. The Israeli army has warned Iran of paying a “heavy price” if it begins a new round of escalation.
  4. The US has termed Israel’s attack an “exercise of self-defence” and urged Tehran to avoid any further escalation. ‘The US was informed by Israel beforehand about the attacks and there is no involvement of Washington in the strikes,’ AFP reported quoting sources in the US government. 
  5. Israel attacked at the time of its choosing, the tit-for-tat move has led to a volatile situation in the region, drawing condemnation from states in the area and outside. Hamas, Iraq, Pakistan, Syria and Saudi Arabia condemned the strikes. Turkey went a step ahead and called for an end to “terror created by Israel”.
  6. Russia urged both sides to restrain and avoid a “catastrophic scenario”. Moscow has been at war with Ukraine for over two years, with no sign of a de-escalation. India said it is “deeply concerned by the evolving escalation in West Asia and its ramifications for peace and stability in the region and beyond.” 
  7. In an interview with NDTV, Israeli envoy to India, Reuven Azar, said, “What Israel did is a very precise strike that took out Iran’s air defence systems, and targeted military installations connected to their missile and drone programmes. The signal here is very clear: Israel will not agree to continue to be attacked by Iran either directly or indirectly.”
  8. “Israel could have done much more to inflict damage on Iran but it chose to limit its response out of responsibility because we want to stay focused on this operation that the Israeli cabinet has determined – to completely eradicate the military capabilities of Hamas, to bring back our hostages and make sure Hamas doesn’t rearm,” Mr Azar told NDTV.
  9. Israel attacked Syria too. Explosions were heard in the capital Damascus. Syrian authorities said Israel launched attacks from the occupied Golan Heights and parts of Lebanon, prompting them to activate air defence systems. Syria is part of the Iran-led ‘Axis of Resistance’, a group of Shia militias and political groups, against Israel and the US in the region.
  10. The airspace in three countries was under a temporary lockdown after the strikes. Iran, Iraq and Syria shut the airspace in response to the strike to preserve the safety of civil aviation. Prohibiting airspace after attacks is part of standard operation procedures of states for security reasons to prevent intrusion of enemy aircraft in the territory and make it easy for air defence systems to identify friendly aircraft in the airspace.

Kazan, Russia:

With the conflict in West Asia escalating significantly after Israel and Iran threatened each other of an endless series of retaliations, Prime Minister Narendra Modi today met Iranian President Masoud Pezeshkian in Russia on the sidelines of the BRICS Summit in the city of Kazan.

India has expressed “deep concern” over the current situation in West Asia and has been calling for “dialogue and diplomacy” to de-escalate the tension in the region also known as the Middle East.

The meeting between the two leaders came amid the year-long Israel-Hamas war and the Israel-Hezbollah conflict, and after Iran’s ballistic missile offensive against Israel led to Tel Aviv vowing a massive retaliation.

INDIA’S ATTEMPT TO BROKER PEACE

Iranian President Masoud Pezeshkian emphasised the need for peace in the region and the “role that New Delhi could play in de-escalating the Middle East crisis,” given its good relations with all the parties involved.

India, which has friendly relations with almost all nations, finds itself in a unique position to be able to mediate between Israel and Iran. Prime Minister Narendra Modi had spoken with Israeli PM Benjamin Netanyahu three weeks ago and has met the Iranian President today.

This is not the only case where New Delhi is trying to broker peace between conflicting sides. PM Modi is also trying to broker a peace deal between Russia and Ukraine which have been at war since 2022. Here too, Prime Minister Modi shares a strong bond with both Vladimir Putin and Ukraine’s Zelenskyy.

PM Modi has visited Russia twice in three months and went to Ukraine as well in this period. He also reportedly sent a “peace plan” for President Putin last month when National Security Adviser Ajit Doval met the Russian President in Moscow.

CHABAHAR PORT AND INST CORRIDOR

During the meeting PM Modi and President Pezeshkian also discussed the India-Iran bilateral ties and ways to strengthen it. Among several key areas of cooperation, the two leaders discussed strategic projects like the Chabahar Port and the International North-South Transport Corridor or INSTC.

After the meeting, PM Modi shared a post on social media platform X, in which he wrote “Had a very good meeting with the President of Iran, Mr. Masoud Pezeshkian. We reviewed the full range of relations between our countries. We also discussed ways to deepen ties in futuristic sectors.” He shared the same post in Persian too.

WHAT MORE WAS DISCUSSED

The Ministry of External Affairs gave more details about what the two leaders discussed, as Foreign Secretary Vikram Misri held a press briefing in which he said that PM Modi and President Pezeshkian held “fruitful discussions”, adding that “Both the leaders discussed the situation in West Asia. Prime Minister Modi expressed his deep concern over the escalating conflict and reiterated India’s call for the protection of civilians and the prevention of harm to civilians. He emphasised the need for dialogue and diplomacy to de-escalate the tensions.”

Mr Misri further said that “President Pezeshkian emphasised the need for peace and harmony in the region and the role that India could play in de-escalating the conflict given its good relations with all the parties involved.”

The foreign secretary went on to say that PM Modi congratulated President Pezeshkian on his electoral victory and also welcomed Iran to the BRICS forum, which it has joined officially from this year.

Speaking about the millenia-old ties between the two countries, the foreign secretary said, “Both leaders emphasised the shared historical and civilisational ties between the two countries and discussed ways to further strengthen cooperation.”

“The discussion focused on key areas of cooperation, particularly the Chabahar Port and the International North-South Transport Corridor (INSTC) which are crucial for enhancing regional connectivity and economic partnership,” Mr Misri said.

REDEVELOPMENT OF AFGHANISTAN

In a statement about the bilateral talks, the Ministry of External Affairs said in its statement that the two leaders noted that “The signing of the long-term contract of Chabahar Port is an important milestone in bilateral relations.”

It further stated that the two leaders reaffirmed its significance for reconstruction and redevelopment of Afghanistan and enhancing trade and economic linkages with Central Asia.”

INDIA’S SUPPORT TO IRAN

President Pezeshkian acknowledged India’s role in Iran’s accession to the Shanghai Cooperation Organisation or SCO and BRICS forums. “They agreed to continue their cooperation in various international forums,” the foreign secretary said at the press briefing.

The foreign ministry said that “Prime Minister Narendra Modi has invited Iranian President Pezeshkian to visit India at an early date,” adding that “President Pezeshkian has accepted the invitation.”

This was their first meeting after Mr Pezeshkian became President of Iran in July. He succeeded President Ebrahim Raisi, who died in a helicopter crash in May.

Washington:

 The United States on Friday expanded sanctions against Iran’s petroleum and petrochemical sectors in response to Iran’s missile attack on Israel, the Treasury Department said.

“This action intensifies financial pressure on Iran, limiting the regime’s ability to earn critical energy revenues to undermine stability in the region and attack U.S. partners and allies,” the Treasury Department said in a statement.

It adds the petroleum and petrochemical sector to an existing executive order that targets key sectors of Iran’s economy with the aim of denying the government financial resources to support its nuclear and missile program.

The Treasury Department is also designating 16 entities and identifying 17 vessels as blocked property, citing their involvement in shipments of Iranian petroleum and petrochemical products in support of the National Iranian Oil Company, according to the statement.

Washington:

Republican White House hopeful Donald Trump said Friday he believes Israel should strike Iran’s nuclear facilities in response to the Islamic republic’s recent missile barrage.

The former president, speaking at a campaign event in North Carolina, referred to a question posed to Democratic President Joe Biden this week about the possibility of Israel targeting Iran’s nuclear program.

“They asked him, what do you think about Iran, would you hit Iran? And he goes, ‘As long as they don’t hit the nuclear stuff.’ That’s the thing you want to hit, right?” Trump told a town hall style event in Fayetteville, near a major US military base.

Biden was asked on Wednesday whether he would support strikes against Iranian nuclear sites and the US president told reporters: “The answer is no.”

“I think he’s got that one wrong,” Trump said Friday, in response to a participant’s question about the issue. “Isn’t that what you’re supposed to hit? I mean, it’s the biggest risk we have, nuclear weapons,” he said.

“When they asked him that question, the answer should have been, hit the nuclear first, and worry about the rest later,” Trump added.

“If they’re going to do it, they’re going to do it. But we’ll find out whatever their plans are.”

Biden on Wednesday expressed his opposition to such strikes against Iran’s nuclear facilities, in response to the firing of nearly 200 Iranian missiles towards Israel.

“We’ll be discussing with the Israelis what they’re going to do,” he said, adding that all G7 members agree Israel has “a right to respond, but they should respond in proportion.”

Trump, locked in a tooth-and-nail presidential election battle with US Vice President Kamala Harris, the Democratic nominee, has spoken little about the recent escalation in tensions in the Middle East.

He issued a scathing statement this week, holding Biden and Harris responsible for the crisis.

Tehran:

Iranian President Masoud Pezeshkian has said that Iran does not seek war, but will respond if Israel acts against the country.

Pezeshkian made the remarks here on Wednesday following his meeting with Qatari Emir Sheikh Tamim bin Hamad Al Thani during his official two-day visit, which aimed to strengthen bilateral ties and regional cooperation, Xinhua news agency reported.

According to Iranian media, before his departure, Pezeshkian stated: “We will pursue two goals in this trip. The first is to engage in dialogue with the Qatari government on cooperation agreements.”

Secondly, “we will address the critical regional situation, including Israel’s violations of international law and the targeting of innocent civilians,” Pezeshkian said. “If the Zionist regime does not stop its crimes, it will face harsher reactions.”

Pezeshkian is also scheduled to attend the Asia Cooperation Dialogue Summit, which will be held on Thursday.

New Delhi:

Iran on Tuesday fired 200 missiles, including hypersonic weapons, at Israel as tensions in the Middle East reach breaking point. Israel has vowed that Iran will “pay” for the attack. But relations between the two countries were not always sour. Unthinkable as it may sound, Israel and Iran had collaborated, with help from the United States, to fight a common enemy. 

In the 1960s, both Israel and Iran found a mutual adversary in Iraq. While Israel was locked in a broader struggle against hostile Arab regimes, Iran, under the Shah, viewed Iraq’s leadership as a direct threat to its security and regional ambitions. This laid the groundwork for one of the most secretive partnerships of the era, involving the Mossad – Israel’s intelligence agency – and SAVAK – Iran’s secret police – both of which played key roles in bolstering Kurdish insurgents against the central Iraqi regime. These Kurdish groups, seen as the Achilles’ heel of Iraq’s Arab nationalist leadership, were crucial to undermining the Iraqi government from within.

The cooperation between Israel and Iran reached new heights with the formation of a trilateral intelligence alliance code-named Trident, which also included Turkey. Beginning in 1958, Trident saw these three non-Arab powers exchange critical intelligence and engage in joint counterintelligence operations. As the relationship matured, Israel and Iran became even closer, forming deep military and intelligence ties that extended well into the Shah’s reign.

The Shah’s Ambitions And Israel’s Influence

The Shah of Iran, Mohammad Reza Pahlavi, was driven not only by shared geopolitical interests but by a belief in Israel’s influence in Washington. The Shah saw Israel as a potential means for enhancing relations with the United States, especially after the Kennedy administration voiced concerns about his authoritarian rule.

The burgeoning Israeli-Iranian relationship became a key feature of Iran’s strategy to align itself with the West, resulting in the establishment of a permanent Israeli delegation in Tehran by the mid-1960s, which functioned as a de facto embassy.

However, the relationship was not without complications. The Shah, aware of the widespread anti-Israeli sentiment across the Arab world, carefully managed the public face of Iran’s relationship with Israel. While he became more critical of Israel after the 1967 Six-Day War, his strategic interests continued to outweigh ideological or diplomatic positions.

Cooperation In The Shadows

The 1979 Islamic Revolution in Iran drastically changed the country’s political landscape, transforming it into an anti-Israel Islamic Republic. Yet, even after Ayatollah Khomeini’s rise to power, the new regime found itself quietly collaborating with Israel, driven once again by common enemies. As the Iran-Iraq War (1980-1988) dragged on, both countries recognised the advantage of working together against Saddam Hussein’s Iraq.

Israel, too, saw an opportunity in aiding Iran. In particular, it viewed Saddam Hussein’s Iraq as a more immediate and dangerous threat to its security, given Baghdad’s ambitions for regional dominance and its pursuit of nuclear capabilities. Iraq’s formidable military, supplied by both the United States and the Soviet Union, posed a risk, and Israel’s shipment of arms to Iran – particularly after Prime Minister Menachem Begin approved the sale of military equipment in 1980 – was a calculated decision to undermine Iraq’s strength.

These covert arms deals were conducted despite US policy that barred military support for Iran until the release of American hostages held in Tehran. In exchange for Israeli military aid, Khomeini’s regime allowed a significant number of Iranian Jews to emigrate to Israel or the United States, a concession that underscored the pragmatic nature of the relationship.

The Iran-Contra Affair

By the mid-1980s, Iran’s need for military support reached a critical point. The Iran-Iraq War had drained the country’s resources, and its economy was teetering on the brink of collapse. It was against this backdrop that the Iran-Contra affair unfolded – a secretive, high-stakes operation involving arms sales facilitated by Israel, with the backing of senior Ronald Reagan administration officials, to secure the release of American hostages held by Iran-sponsored Hezbollah in Lebanon.

For Israel, these arms deals were lucrative and strategically valuable, further enhancing its role as a clandestine ally of Iran in its war against Iraq. Iran, desperate for arms and resources, was willing to engage with both Israel and the United States, even as it continued to publicly vilify Israel. 

The Secret Missile Project: Operation Flower

The Israeli-Iranian partnership extended beyond conventional arms deals. One of the most ambitious projects was Operation Flower, a secret multibillion-dollar initiative that began in 1977 under the Shah’s regime. The project involved the modification of surface-to-surface missiles, potentially capable of being fitted with nuclear warheads, for sale to Iran. However, the nuclear aspect of the project was not pursued.

As part of the deal, Iran made a substantial down payment in 1978 by sending $260 million worth of oil to Israel, a New York Times report from 1986 claimed. Work on the missile program continued until the Islamic Revolution in 1979, after which Khomeini’s regime abruptly halted the collaboration. 

Spare Tyres For F-4 Fighter Jets

Israel covertly supplied Iran with 250 spare tyres for American-made F-4 fighter jets in October 1980, as Iran waged war against Iraq, according to a New York Times report from 1981. 

After Saddam Hussein’s invasion of Iran in September 1980, Israel found itself in an unusual position. The Israeli sale of 250 retreaded tires, valued at around $300,000, was a secretive transaction aimed at bolstering Iran’s air force. The F-4 Phantom jets, a key component of Iran’s military, had been grounded due to wear and tear. With no immediate access to parts due to the embargo placed by the US on Iran, Israel stepped in to fill the gap. According to the New York Times, retreaded tyres were produced in Israel and then covertly transported to France, where they were flown to Iran on chartered planes.

The transaction occurred during a delicate period for US-Iran relations, with 52 American diplomats still held hostage in Tehran. The Jimmy Carter administration, keen to secure their release, urged Israel to suspend further military deals with Iran until the hostages were freed. According to officials involved, Israeli Prime Minister Menachem Begin agreed to American pressure and paused all military dealings, despite Israeli strategic interests in preventing an Iraqi victory in the war.

Beyond regional power politics, Israel had a more personal concern: the fate of the Jewish population in Iran. At the time, approximately 60,000 Jews lived in Iran, and there were growing fears in Israel that they could become targets of repression or persecution under the new regime. Maintaining some form of back-channel communication with Iran was seen as a way to protect these Jewish communities.

Hostility And Rivalry 

By the 1990s, the era of cooperation between Israel and Iran had all but evaporated. The geopolitical factors that had once united them -Arab socialism, Soviet influence, and the threat of Iraq – had disappeared, leaving little incentive for continued collaboration. Iran, now firmly under the control of its revolutionary government, embraced an anti-Israel ideology, supporting groups like Hezbollah and Hamas in their conflicts with the Jewish state.

By the early 2000s, the election of Iranian President Mahmoud Ahmadinejad, whose Holocaust denial and aggressive rhetoric against Israel stoked tensions further, cemented Iran as Israel’s most prominent adversary in the region. As Israel fought wars with Hezbollah in 2006 and Hamas in 2008, Iranian support for these non-state actors – collectively termed the ‘Axis Of Resistance’ – became a central concern in Israel’s strategic calculations.

2024 And Threat Of All-Out War

Ties between Iran and Israel are now non-existent. The two Middle Eastern countries are now on the brink of all-out war, evidenced by Israel’s multi-frontal conflict against Hamas in Gaza, Hezbollah in Lebanon and Houthis in Yemen. All three of these armed militant groups are part of Iran’s ‘Axis Of Resistance’.

Israel said it killed Hezbollah chief Sayyed Hassan Nasrallah in a powerful airstrike in Beirut, prompting Iran to call for the United Nations Security Council to meet over Israeli military’s actions in Lebanon and across the Middle East region.

  4. Iran also called for the UNSC to meet over Israeli actions and warned against any attacks on its diplomatic facilities and representatives.
  5. “Iran will not hesitate to exercise its inherent rights under international law to take every measure in defense of its vital national and security interests,” Iran’s UN ambassador Amir Saeid Iravani wrote in a letter to the 15-member UNSC body.
  6. Israeli Prime Minister Benjamin Netanyahu said Israel had “settled the score” for the killing of Israelis and citizens of other countries, including Americans.
  7. Netanyahu said that as long as Nasrallah was alive, he could have “quickly restored the capabilities we had eroded from Hezbollah” in a series of recent operations.
  8. US President Joe Biden — whose government is Israel’s top arms supplier — said it was a “measure of justice”.
  9. More than 1,000 people have been killed in Israeli attacks on Lebanon in the past two weeks.
