A senior Hamas official told AFP on April 28 that the group would deliver its response to Israel’s latest counterproposal for a Gaza ceasefire on April 29 in Egypt.

“A Hamas delegation headed by Khalil al-Hayya will arrive in Egypt tomorrow… and deliver the movement’s response” to the Israeli proposal during a meeting with Egyptian intelligence officials, said the official who declined to be named.

Mediator Egypt had sent its own delegation to Israel this week to jump-start stalled negotiations even as fighting in the Gaza Strip rages.

Egypt, Qatar and the United States have been unsuccessfully trying to broker a new Gaza truce deal ever since a one-week halt to the fighting in November saw 80 Israeli hostages exchanged for 240 Palestinians held in Israeli prisons.

Diplomatic efforts have been stepped up in recent days to reach a truce and hostage-release deal.

U.S. news website Axios, citing two Israeli officials, reported that Israel’s latest proposal includes a willingness to discuss the “restoration of sustainable calm” in Gaza after hostages are released.

It is the first time in the nearly seven-month war that Israeli leaders have suggested they are open to discussing an end to the war, Axios said.

“Hamas is open to discussing the new proposal positively,” another Hamas source close to the negotiations told AFP.

The source added that the group is “keen to reach an agreement that guarantees a permanent ceasefire, the free return of displaced people, an acceptable deal for (prisoner) exchange and ensuring an end to the (Gaza) siege”.

The delegation would also discuss an Egyptian proposal concerning a ceasefire and prisoner exchange as part of the overall deal to stop the fighting in Gaza, the source said.

He said the Egyptian proposal showed “some progress”.

It guarantees absence of Israeli forces on Al-Rashid road, a key artery in the strip, when displaced Palestinians return from the south of the territory to the north, he said.

It also proposes that Israeli forces remain 500 m away from the main Salaheddin highway and ensures that civilians are not subjected to shooting, arrest or detention when they return to their homes.

Al-Qahera News, which is linked to Egyptian intelligence services, reported “noticeable progress in bringing the views of the Egyptian and Israeli delegations closer”.

Impasse

For several weeks now negotiations to end the war had hit an impasse.

In early April, Hamas had said it was studying a proposal, after talks in Cairo, and Al-Qahera reported progress. Days later Israel and Hamas accused each other of undermining negotiations.

Thousands of Israeli protesters meanwhile have stepped up pressure on Prime Minister Benjamin Netanyahu to strike a deal that would see the remaining hostages freed.

The Israeli Army says 129 hostages are still held captive in Gaza, including 34 it says are dead.

Some 250 people were abducted by Palestinian militants when Hamas attacked Israel on October 7.

The attack resulted in the deaths of 1,170 people, Israeli and foreigners, according to an AFP tally based on official Israeli figures.

Israel’s retaliatory military offensive in Gaza has killed 34,454 people, most of them women and children, according to the Hamas-run territory’s Health Ministry.

Trucks of flour have reached northern Gaza for distribution to areas that have had no aid in four months, Palestinian media reported on Sunday, with famine looming in the enclave and truce talks between Israel and Hamas due to resume in Qatar.

A convoy of 12 trucks arrived in the north on Saturday – six in Gaza City and six in the Jabalia refugee camp – carrying supplies to also be distributed to the northernmost areas of Beit Lahiya and Beit Hanoun, the media and residents said.

The Hamas-linked Home Front media outlet reported that the aid was distributed by the “Popular Committees”, a group that includes leaders of powerful clans in Gaza. A Hamas source said the route was secured by Hamas security personnel.

Aid agencies have warned that pockets of Gaza already face famine, with hospitals in the north reporting children dying of malnutrition and dehydration.

The hunger crisis has piled international pressure on Israel more than five months into its ground and air campaign in Gaza, triggered by the Oct. 7 Hamas attack, with more talks for a ceasefire and hostage exchange expected in the coming days.

Hamas killed around 1,200 people in its attack and seized 253 hostages, according to Israeli tallies. Israel’s military campaign in Gaza has now killed more than 31,500 Palestinians according to health authorities in Hamas-run Gaza.

An Israeli strike overnight killed 12 people in one house in Deir al-Balah in the centre of the tiny, crowded Gaza Strip, the health ministry said, among 92 people it said had been killed in the previous 24 hours.

Israel’s stated war aim is to wipe out Hamas, and it has said this can only be achieved with an assault on Rafah on the border with Egypt, the last relatively safe place for civilians who have flocked to camps there from other parts of Gaza.

Israel’s Western allies have warned it against attacking Rafah, however, unless it is able to protect civilians. But Prime Minister Benjamin Netanyahu’s office said on Friday he had approved plans for an assault.

German Chancellor Olaf Scholz said on Sunday after talks with Jordanian King Abdullah in Jordan that the large number of civilian casualties that would result from such an assault would make regional peace “very difficult”.

QATAR TALKS

A source familiar with the truce talks in Qatar told Reuters the head of Israel’s Mossad intelligence agency would join the delegation attending the negotiations with Qatari, Egyptian and U.S. mediators and was expected in Doha on Sunday.

Hamas presented a new ceasefire proposal last week including an exchange of Israeli hostages and Palestinian prisoners. Israel’s security cabinet is to meet to discuss it before the delegation leaves.

Netanyahu has already said the proposal was based on “unrealistic demands”, but a Palestinian official familiar with mediation efforts said chances for a deal looked better with Hamas having given more details on the proposed prisoner swap.

“The mediators felt positive about Hamas’ new proposal. Some in Israel felt the group made some improvement on its previous position and it is now in the hands of Netanyahu alone to say whether an agreement is imminent,” said the official, who asked not to be named.

Three days of negotiations with Hamas over a ceasefire in Gaza and the release of Israeli hostages ended on March 5 without a breakthrough, Egyptian officials said, less than a week before the start of the Muslim holy month of Ramadan, the informal deadline for a deal.

The United States, Qatar and Egypt have spent weeks trying to broker an agreement in which Hamas would release up to 40 hostages in return for a monthlong ceasefire, the release of some Palestinian prisoners and an influx of aid to address the humanitarian catastrophe in the territory.

Two Egyptian officials said the latest round of discussions had ended. They said Hamas presented a proposal that mediators would discuss with Israel in the coming days.

Hamas has refused to release all of the estimated 100 hostages it holds, and the remains of around 30 more, unless Israel ends its offensive, withdraws from the territory and releases a large number of Palestinian prisoners, including senior militants serving life sentences.

Jihad Taha, a Hamas spokesperson, said the negotiations were ongoing but “the ball is in the Israeli court.” He said Israel had thus far refused Hamas’ demands for people who fled northern Gaza to be allowed to return and for guarantees of a ceasefire and full withdrawal.

“Hamas is open to proposals and initiatives that are consistent with its position calling for a ceasefire, withdrawal, the return of the displaced, the entry of relief convoys and reconstruction,” Mr. Taha said.

Israeli Prime Minister Benjamin Netanyahu has publicly rejected Hamas’ demands and repeatedly vowed to continue the war until Hamas is dismantled and all the hostages are returned. Israel did not send a delegation to the latest round of talks.

An Israeli official said Israel was still waiting for Hamas to hand over a list of hostages who are alive as well the hostage-to-prisoner ratio it seeks in any release deal. It was not clear if that information was included in the latest proposal.

The Israeli and Egyptian officials spoke on condition of anonymity because they were not authorized to brief media on the negotiations.

Benny Gantz, a member of Mr. Netanyahu’s War Cabinet and his main political rival, met with senior U.S. officials in Washington on a visit that drew a rebuke from the prime minister, the latest sign of a growing rift within Israel’s leadership.

Mediators had hoped to broker an agreement ahead of Ramadan, the month of dawn-to-dusk fasting that often sees heightened Israeli-Palestinian tensions linked to access to a major holy site in Jerusalem. The month is expected to begin around March 10, depending on the sighting of the moon.

“The negotiations are sensitive. I can’t say there is optimism or pessimism, but we haven’t yet reached a point at which we can achieve a cease-fire,” Egyptian Foreign Minister Sameh Shoukry said Monday.

Hamas’ attack and its aftermath

The war began with a Hamas attack into southern Israel on Oct. 7 in which Palestinian militants killed some 1,200 people and took around 250 hostages. More than 100 of them were released during a weeklong cease-fire in November.

Precarious situation in northern Gaza

The attack sparked an Israeli invasion of the enclave of 2.3 million people that Gaza’s Health Ministry says has killed more than 30,000 Palestinians. Aid groups say the fighting has displaced most of the territory’s population and pushed a quarter of the population to the brink of famine.

The U.N. children’s agency said on March 4 that at least 10 children have reportedly died in isolated northern Gaza because of dehydration and malnutrition.

“There are likely more children fighting for their lives somewhere in one of Gaza’s few remaining hospitals, and likely even more children in the north unable to obtain care at all,” Adele Khodr, the UNICEF regional director for the Middle East and North Africa, said in a statement. “These tragic and horrific deaths are man-made, predictable and entirely preventable,” she added.

The Gaza Health Ministry said that 15 children have starved to death at the Kamal Adwan Hospital in northern Gaza and another six were at risk of dying from malnutrition and dehydration. It was not clear if the children had underlying medical conditions that increased their vulnerability.

Northern Gaza, the first target of Israel’s offensive, has suffered mass devastation. The World Food Program recently suspended aid shipments to the north, citing the breakdown of security. An attempt by the Israeli military to bring in aid ended in tragedy last week when over 100 Palestinians were fatally shot by Israeli forces or trampled to death in a melee.

Up to 3,00,000 Palestinians are believed to remain in northern Gaza after Israel ordered the evacuation of the entire region, including Gaza City, in October. Many have been reduced to eating animal fodder to survive. The U.N. says one in six children under 2 in the north suffer from acute malnutrition.

The United States and other countries have carried out air drops in recent days, but aid groups say the expensive, last-ditch measure is not enough to address the soaring needs.

Israel is still carrying out strikes in all parts of Gaza and has threatened to expand its ground offensive to the southernmost city of Rafah, where around half of Gaza’s population has sought refuge. Gantz has said the Rafah operation could begin as soon as Ramadan if there is no deal on the hostages.

Gaza’s Health Ministry said 97 people had been killed over the last 24 hours. bringing the overall Palestinian death toll to 30,631. The ministry does not differentiate between civilians and combatants in its figures, but says women and children make up around two-thirds of the total casualties.

Israel says it tries to avoid harming civilians and blames the high toll on Hamas because the militants operate in dense, residential areas. But the army rarely accounts for individual strikes, which often kill women and children.

Nearly 3,600 people have been killed in Israel and Gaza, five days after the sudden Hamas strikes triggered a catastrophic war in the region. The United Nations said that more than 3,38,000 people have been forced to flee their homes in the Gaza Strip as heavy Israeli bombardments continue to hit the Palestinian enclave.

Israel Prime Minister Benjamin Netanyahu vowed the complete destruction of the Hamas group. “Every Hamas member is a dead man,” the veteran right-wing Israeli leader said, again likening them to the ISIS group and promising: “We will crush them and destroy them as the world has destroyed Daesh.”

Israel claims that it has regained control of the Gaza border areas from the group. Israel has also reported shelling from Lebanon and Syria which it has responded to with its own air strikes. Lebanese group Hezbollah claimed the strikes were to avenge the deaths of its members by Israeli defence forces.

US advises its citizens to reconsider travel to Israel

In the wake of deadly Hamas attacks on Israel, the US State Department has advised Americans to reconsider travelling to Israel.

The travel advisory for the West Bank has also been raised to level 3, while the advisory for Gaza remains at the most severe – “Level 4: Do Not Travel.”

“On October 11, 2023, the Department of State raised the Travel Advisory Level for Israel and the West Bank to Level 3 – Reconsider Travel. The Travel Advisory for Gaza remains Level 4 – Do Not Travel. This replaces the previous Travel Advisory issued on October 3, 2023,” the department’s official statement said.

The agency raised its travel advisory to level 3, citing the terrorist groups, lone-actor terrorists and other violent extremists continuing to plot “possible attacks in Israel and the West Bank and Gaza”.

Israel vows Hamas’s destruction after deadly assault

Israel pounded Hamas targets in the Gaza Strip for the fifth straight day since the militants’ audacious attack and the death toll spiralled into the thousands, as Prime Minister Benjamin Netanyahu vowed the complete destruction of the militant group.

“Every Hamas member is a dead man,” the veteran right-wing Israeli leader said, again likening them to the Islamic State group and promising: “We will crush them and destroy them as the world has destroyed Daesh.”

Netanyahu earlier temporarily settled his political differences and set up an emergency government including centrist former defence minister Benny Gantz for the duration of the crisis.

Saturday’s surprise attack — the worst in Israel’s 75-year history — has seen a total of 1,200 people killed in the Islamist militants’ onslaught, according to Israeli forces. Most were civilians.

Saudi prince, Iran president hold call on Israel-Hamas war

Saudi Arabia’s de facto ruler and Iran’s president spoke by phone about the war between Israel and Hamas, Saudi state media said early Thursday, their first call since a surprise rapprochement in March.

Saudi Crown Prince Mohammed bin Salman received a call on Wednesday from the Iranian leader, Ebrahim Raisi, during which they discussed “the current military situation in Gaza and its environs”, the official Saudi Press Agency (SPA) said.

Prince Mohammed told Raisi that Riyadh is “communicating with all international and regional parties to stop the ongoing escalation”, SPA said.

He also stressed “the kingdom’s firm position towards supporting the Palestinian cause”, it said.

More than 3,38,000 people displaced in Gaza: UN

More than 3,38,000 people have been forced to flee their homes in the Gaza Strip, the United Nations said, as heavy Israeli bombardments continue to hit the Palestinian enclave.

The number of displaced in the densely populated territory of 2.3 million people had by late Wednesday “risen by an additional 75,000 people and reached 3,38,934,” the UN humanitarian agency OCHA said in an statement sent on Thursday.
