Israeli strikes killed dozens of people on Sunday (November 10, 2024) in Lebanon and the northern Gaza Strip, where the military has been waging a major offensive for more than a month that aid groups say has further worsened the humanitarian crisis in the besieged enclave.

An Israeli airstrike killed at least 20 people in the village of Aalmat, north of Beirut and far from the areas in southern and eastern Lebanon where the militant Hezbollah group has a major presence. Lebanon’s Health Ministry said a further six people were wounded. There was no immediate Israeli comment.

In northern Gaza, an Israeli strike on a home sheltering displaced people in the urban refugee camp of Jabaliya killed at least 17 people, according to the director of a nearby hospital that received the bodies.

Dr. Fadel Naim, director of the Al-Ahly Hospital in Gaza City, said the dead include nine women, and that the toll was likely to rise as rescue efforts continue.

The Israeli military said it targeted a site where militants were operating in Jabaliya, without providing evidence. It said the details of the strike are under review.

A separate strike on Sunday (November 10, 2024) hit a house in Gaza City, killing Wael al-Khour, a Minister in the Hamas-run government, as well as his wife and three children, according to the Civil Defense, a first responders organization that operates under the government.

Israeli forces have encircled and largely isolated Jabaliya and the nearby towns of Beit Lahiya and Beit Hanoun for the past month, allowing in only a trickle of humanitarian aid. Hundreds of people have been killed since the offensive began on October 6, and tens of thousands of people have fled to nearby Gaza City.

On Friday (November 8, 2024), experts from a panel that monitors food security said famine is imminent in the north or may already be happening. The growing desperation comes as the deadline approaches for an ultimatum the Biden administration gave Israel to raise the level of humanitarian assistance allowed into Gaza or risk possible restrictions on U.S. military funding.

The northern third of Gaza, including Gaza City, was the first target of Israel’s ground invasion and has suffered the heaviest destruction of the 13-month-old war, which was triggered by Hamas’ attack into southern Israel. As in other areas of Gaza, Israel has sent forces back in after repeated operations, saying Hamas has regrouped.

The military says it only targets militants, whom it accuses of hiding among civilians in homes and shelters. Israeli strikes often kill women and children.

Hezbollah began firing rockets, drones and missiles into Israel after war broke out in Gaza in solidarity with the Palestinians and its fellow Iran-backed militant group Hamas.

Israel retaliated, and a series of escalations over several months led to all-out war in September, when Israel carried out a wave of heavy strikes and killed Hezbollah leader Hassan Nasrallah, as well as most of his top commanders.

Since then, Israel has struck areas deeper and deeper inside Lebanon, while Hezbollah has expanded its rocket fire from northern to central Israel. The fighting has killed over 3,000 people in Lebanon, according to the Health Ministry, and more than 70 people in Israel.

In videos purporting to show the aftermath of Sunday’s strike in Aalmat, some 40km north of Beirut, people were seen pulling the body of a little girl out of the rubble. The house had been flattened, and several cars nearby were also damaged.

The war in Gaza began when Hamas-led militants blew holes in the border fence and stormed into southern Israel on October 7, 2023. They killed some 1,200 people, mostly civilians, and abducted around 250. Some 100 hostages are still inside Gaza, about a third of whom are believed to be dead.

Israel’s offensive has killed over 43,000 Palestinians, according to local health authorities who do not distinguish between civilians and militants in their count but say over half the fatalities were women and children.

Israeli bombardment and ground invasions have left vast areas of Gaza in ruins and displaced around 90% of the population of 2.3 million people, often multiple times. Hundreds of thousands of people are living in crowded tent camps with few if any public services and no idea of when they might return to their homes or rebuild.

Cease-fire talks mediated by the United States, Qatar and Egypt have repeatedly stalled since the start of the year, as have parallel efforts by the U.S. and others to halt the fighting between Israel and Hezbollah.

Qatar, which has served as a key mediator with Hamas, said over the weekend that it had suspended its efforts and would only resume them when “the parties show their willingness and seriousness to end the brutal war and the ongoing suffering of civilians.”

Israel’s Prime Minister on Sunday (August 18, 2024) accused Hamas of being an obstacle in negotiations for a Gaza ceasefire deal and called for more pressure on the Palestinian militants ahead of a new round of talks later this week.

Prime Minister Benjamin Netanyahu’s comments came with U.S. Secretary of State Antony Blinken set to arrive in Israel later on Sunday (August 18, 2024) to push for a deal that could help avert a wider conflagration.

“Hamas, up to this moment, remains obstinate. It did not even send a representative to the talks in Doha. Therefore, the pressure should be directed at Hamas and (Yahya) Sinwar, not at the Israeli government,” Mr. Netanyahu said at a Cabinet meeting, referring to the newly appointed Hamas chief.

Western ally Jordan, hostage supporters protesting in Israel, and Hamas itself have called for pressure on Mr. Netanyahu in order that an agreement be reached.

On Thursday (August 15, 2024), Hamas official Osama Hamdan told AFP the movement informed mediators it would participate in the Doha talks, which took place Thursday (August 15, 2024) and Friday (August 16, 2024), if they were “to set a timetable for the implementation” of what Hamas had already agreed to.

Hamas also announced its opposition to what it called “new conditions” from Israel.

Mr. Netanyahu, however, told Cabinet that, “We are conducting negotiations and not a scenario in which we just give and give. There are things we can be flexible on and there are things that we cannot be flexible on, which we will insist on.”

He said “enormous efforts” are being made to bring home the hostages.

“We firmly stand by the principles we have set, which are essential for Israel’s security,” Mr. Netanyahu said, calling for “strong military pressure and strong diplomatic pressure” on Hamas to reach a deal.

Making his ninth trip to the Middle East since the Gaza war began with Hamas’s October 7 attack on Israel, Mr. Blinken is due to meet Mr. Netanyahu and other Israeli leaders on Monday (August 19, 2024) before truce talks resume in Cairo later in the week.

A senior Hamas official told AFP on April 28 that the group would deliver its response to Israel’s latest counterproposal for a Gaza ceasefire on April 29 in Egypt.

“A Hamas delegation headed by Khalil al-Hayya will arrive in Egypt tomorrow… and deliver the movement’s response” to the Israeli proposal during a meeting with Egyptian intelligence officials, said the official who declined to be named.

Mediator Egypt had sent its own delegation to Israel this week to jump-start stalled negotiations even as fighting in the Gaza Strip rages.

Egypt, Qatar and the United States have been unsuccessfully trying to broker a new Gaza truce deal ever since a one-week halt to the fighting in November saw 80 Israeli hostages exchanged for 240 Palestinians held in Israeli prisons.

Diplomatic efforts have been stepped up in recent days to reach a truce and hostage-release deal.

U.S. news website Axios, citing two Israeli officials, reported that Israel’s latest proposal includes a willingness to discuss the “restoration of sustainable calm” in Gaza after hostages are released.

It is the first time in the nearly seven-month war that Israeli leaders have suggested they are open to discussing an end to the war, Axios said.

“Hamas is open to discussing the new proposal positively,” another Hamas source close to the negotiations told AFP.

The source added that the group is “keen to reach an agreement that guarantees a permanent ceasefire, the free return of displaced people, an acceptable deal for (prisoner) exchange and ensuring an end to the (Gaza) siege”.

The delegation would also discuss an Egyptian proposal concerning a ceasefire and prisoner exchange as part of the overall deal to stop the fighting in Gaza, the source said.

He said the Egyptian proposal showed “some progress”.

It guarantees absence of Israeli forces on Al-Rashid road, a key artery in the strip, when displaced Palestinians return from the south of the territory to the north, he said.

It also proposes that Israeli forces remain 500 m away from the main Salaheddin highway and ensures that civilians are not subjected to shooting, arrest or detention when they return to their homes.

Al-Qahera News, which is linked to Egyptian intelligence services, reported “noticeable progress in bringing the views of the Egyptian and Israeli delegations closer”.

Impasse

For several weeks now negotiations to end the war had hit an impasse.

In early April, Hamas had said it was studying a proposal, after talks in Cairo, and Al-Qahera reported progress. Days later Israel and Hamas accused each other of undermining negotiations.

Thousands of Israeli protesters meanwhile have stepped up pressure on Prime Minister Benjamin Netanyahu to strike a deal that would see the remaining hostages freed.

The Israeli Army says 129 hostages are still held captive in Gaza, including 34 it says are dead.

Some 250 people were abducted by Palestinian militants when Hamas attacked Israel on October 7.

The attack resulted in the deaths of 1,170 people, Israeli and foreigners, according to an AFP tally based on official Israeli figures.

Israel’s retaliatory military offensive in Gaza has killed 34,454 people, most of them women and children, according to the Hamas-run territory’s Health Ministry.
