Iranian media said on Sunday (May 17, 2026) that the United States had failed to make any concrete concessions in its latest response to Iran’s proposed agenda for negotiations to end the war.

The Fars news agency said Washington had presented a five-point list which included a demand for Iran to keep only one nuclear site in operation and transfer its stockpile of highly enriched uranium to the United States.

The U.S. also refused to release “even 25%” of Iran’s frozen assets abroad or pay any reparations for the damage inflicted on Iran during the war which broke out on February 28, according to Fars.

The report added that the U.S. had conditioned the cessation of hostilities on all fronts on the start of negotiations.

The Mehr news agency, meanwhile, said: “The United States, offering no tangible concessions, wants to obtain concessions that it failed to obtain during the war, which will lead to an impasse in the negotiations.”

In its proposal, Iran had called for an end of the war on all fronts including Israel’s campaign in Lebanon, as well as a halt to the U.S. naval blockade on Iranian ports in place since April 13.

It also called for lifting all of the U.S. sanctions and the release of Iranian assets frozen abroad under longstanding U.S. sanctions, according to the Iranian Foreign Ministry in a press conference last week.

Fars said the Iranian proposal had emphasised that Tehran would continue to manage the strategic Strait of Hormuz, a vital energy conduit which it has largely kept closed since the start of the war.

On Sunday (May 17, 2026), Iranian armed forces spokesman Abolfazl Shekarchi warned U.S. President Donald Trump against restarting attacks on Iran.

“The desperate American president should know that if his threats are carried out and Islamic Iran is attacked again, his country’s resources and military will be confronted with unprecedented, offensive, surprising and tumultuous scenarios,” he said, according to state television.

Similarly, Deputy Speaker of Parliament Hamidreza Hajibabaei warned against attacking Iranian oil infrastructure.

“If Iranian oil is harmed, Iran will take measures that will prevent the United States and the world from accessing oil from the region for an extended period,” he said, according to the news agency ISNA.

United Arab Emirates

Iran and the United States reached an impasse again on Monday (May 11, 2026) over how to end their war while their ceasefire grew increasingly shaky, with the two sides exchanging fire in recent days, ships and Gulf states being targeted, and fighting flaring between Israel and the Lebanese militant group Hezbollah.

But getting to any deal likely remains tough work. Iran insists it wants to see the American blockade end and sanctions lifted before beginning negotiations over its stockpile of highly enriched uranium. The U.S. — and Israel — want that material removed since it could be used to eventually build a bomb, should Iran choose to do so. Tehran insists its programme is peaceful, but it has enriched uranium beyond the levels needed for civilian power generation.

Mr. Trump said on Sunday (May 10, 2026) that Iran’s response to his latest proposal was “TOTALLY UNACCEPTABLE!”

Ending the blockade before discussing Iran’s nuclear programme would eliminate a major point of leverage for Mr. Trump in the talks.

In the meantime, the standoff over the strait, which is a key transit point for the world’s oil and natural gas exports, has sent fuel prices skyrocketing and rattled world markets.

Israeli Prime Minister Benjamin Netanyahu, who launched the war with Mr. Trump on Feb. 28, insisted that the conflict was “not over”, telling CBS’ “60 Minutes” in an interview that aired on Sunday (May 10, 2026) that a critical goal is getting the nuclear material out of Iran. If that can’t be accomplished with negotiations, Mr. Netanyahu said that Israel and the U.S. agree “we can reengage them militarily”.

Mr. Netanyahu also said the current Iranian government’s “days are numbered — but it could take a lot of days”.

The U.S. and Israel have killed dozens of high-ranking Iranian officials, including the country’s supreme leader in the opening salvos of the war, and the conflict has inflicted heavy damage to Iran’s economy, but its theocracy maintains its grip on power.

Mr. Trump immediately rejected a new Iranian proposal sent on Sunday (May 10, 2026) to him via Pakistan. In it, Iran demanded war reparations from the U.S., full Iranian sovereignty over the Strait of Hormuz, an end to sanctions and the release of its seized assets abroad, Iranian state television reported.

Iran also called for an immediate end to the war, including the fighting between Israel and Hezbollah — which have repeatedly exchanged fire though technically also in a ceasefire. That conflict has seen Israeli strikes into Lebanon, its occupation of Lebanese territory and deadly Hezbollah attacks, including one that killed another Israeli soldier, the Israeli military said on Monday (May 11, 2026).

“We did not demand any concessions — the only thing we demanded was Iran’s legitimate rights,” Iranian Foreign Ministry spokesman Esmail Baghaei said on Monday (May 11, 2026). “The American side still insists on its one-sided views and unreasonable demands.”

Iran did, however, offer to dilute part of its highly enriched uranium, and transport the rest to a third country, and called for 30-day negotiations to finalize details, two regional officials involved in the negotiations told The Associated Press (AP). The officials spoke on condition of anonymity to discuss the sensitive diplomacy taking place.

Russian President Vladimir Putin has offered to take the uranium from Iran.

Russia operates Iran’s sole nuclear power plant at Bushehr and also took some of Iran’s uranium stockpile in Tehran’s 2015 nuclear deal with world powers.

Mr. Esmail Baghaei who was asked on Monday (May 11, 2026) about Mr. Vladimir Putin’s remarks. He said, ”At the current stage, our focus is ending the war.”

Meanwhile, Iran executed another man it accused of spying for both the CIA and Israel’s Mossad intelligence service.

State-run IRNA news agency identified the prisoner as Mr. Erfan Shakourzadeh, saying he had worked on satellite communications and relayed classified information to those intelligence services.

Iran has carried out a string of executions since nationwide protests swept the country in January and the Activist groups have long accused Iran of carrying out closed-door trials during which defendants are unable to fully defend themselves.

Iran’s judiciary chief has repeatedly said that Tehran would increase the speed with which it carried out hangings to fight back against its enemies at home and abroad.
