Responding to assertions made by Nepal Prime Minister Balendra Shah, the Ministry of External Affairs (MEA) on Tuesday (June 2, 2026) said that India and Nepal have bilateral mechanisms to deal with border issues and that there is “no role for any third parties” in such matters.

Addressing the media, MEA spokesperson Randhir Jaiswal responded to the claims made by Mr. Shah who had asserted that the boundary issue is a complex one with both India and Nepal having possession of each other’s territory and had sought intervention of countries like the U.K. and China. The MEA’s response to the Nepali Prime Minister coincided with the visit of Rabi Lamichhane, Chairman of the ruling Rastriya Swatantra Party, who received a warm welcome in the national capital and met External Affairs Minister S. Jaishankar on Tuesday (June 2, 2026).

“We have established bilateral mechanisms to deal with all aspects of boundary matters. It should be clear to all concerned that there is no role for any third parties in a bilateral matter between India and Nepal,” said Mr. Jaiswal.

In a speech in the Nepali Parliament, Mr. Shah on Sunday (May 31, 2026) had said: “You will be surprised to know a fact that I have learnt recently, only after becoming Prime Minister. India has not only encroached Nepali territory, but Nepal has also encroached Indian territory in many places. Now, both countries should study the facts and sit together as friends and resolve the issue.

No man’s land

In response to this, the MEA spokesperson referred to natural phenomena like the shifting of the Gandak river that is part of India-Nepal border. Mr. Jaiswal said, “While close to 98% of the India-Nepal boundary has been demarcated, there are some unresolved segments.”

Explaining the complexity of the border issue, Mr. Jaiswal further said, “In addition, there are cases of cross-border occupation and encroachment of no-man’s land in demarcated segments of the boundary, which are currently being mapped jointly.”

The remarks from the official spokesperson coincided with the warm welcome that Mr. Lamichhane continued to receive here on the second day of his India visit. Mr. Lamichhane arrived here on Monday when he was welcomed by representatives of the Bharatiya Janata Party (BJP) in the VIP lounge of the Indira Gandhi International Airport here.

‘People-to-people ties’

On Tuesday, Mr. Lamichhane who has been the leader of RSP since 2022 called on the External Affairs Minister. Following the discussion, Mr. Jaishankar said: “Our discussions focused on the development partnership and people-to-people ties. These have a crucial role in promoting growth and prosperity.”

The visit of Mr. Lamichhane, who is in the country on the invite of the BJP foreign affairs cell, has drawn attention as the trip came weeks after Foreign Secretary Vikram Misri’s scheduled Nepal visit was cancelled because of Mr. Shah’s reported disinclination to meet him.

Mr. Shah, a former rapper who took charge as Prime Minister after RSP won the March 2026 election riding on the ‘Balen Shah-wave’, has introduced a blanket policy whereby he refuses to meet visiting bureaucrats and foreign envoys while agreeing to meet only his political counterparts. Earlier, he had also refused to engage with U.S. Ambassador to India Sergio Gor who had gone to Kathmandu in May as he is the U.S. Special Envoy for South and Central Asia.

Nepal Prime Minister Balendra Shah said on Sunday (May 31, 2026) that Nepal too has encroached upon some Indian territories, in what is considered to be the first such public statement by a Nepali head of government.

Mr. Shah was responding to a question by a lawmaker in Parliament regarding the Kalapani region, which remains disputed between Nepal and India, with both countries claiming sovereignty over it.

“You might find it strange, but I also learned only recently — after becoming Prime Minister — that it’s not just India but Nepal too has encroached upon Indian territories in many places,” Mr. Shah said, prompting an uproar in Parliament as the Opposition objected to the statement.

Lawmakers from the Nepali Congress and the Nepal Communist Party demanded that the Prime Minister clarify where exactly Nepal has encroached upon Indian territory and sought the removal of his remarks from the record.

“There are border disputes between Nepal and India. But the Prime Minister said Nepal has encroached upon Indian territory,” said Nepali Congress Chief Whip Basana Thapa. “Where exactly has this happened? The Prime Minister must make the House aware of this. This is a serious and objectionable statement.”

Stating that the Prime Minister may have spoken without factual basis on the border issue between the two countries, she demanded that the statement be expunged from parliamentary records.

Nepal Communist Party lawmaker Ramesh Malla said the Prime Minister’s remarks from the parliamentary rostrum could damage national integrity.

“This is not a trivial matter,” Mr. Malla said. “I feel he may have treated the subject matter as if it were something said in an informal conversation. This is a very serious issue. Can the head of government or head of state of any country stand on a platform and say that they have encroached upon the land of another country? How serious is this matter?”

Sunday’s address to Parliament was the first by Mr. Shah, a senior leader of the Rastriya Swatantra Party, since he took office on March 27 following elections held earlier that month, the first since the September Gen Z protests last year.

He had previously faced criticism for his reluctance to address Parliament and his absence from parliamentary sessions.

Mr. Shah did not address the first meeting of the newly elected Parliament on April 2. On May 11, when President Ram Chandra Poudel was presenting the government’s policies and programmes, Mr. Shah walked out midway. The following day, he again broke parliamentary tradition by refusing to respond to questions on the policies and programmes.

However, on Sunday (May 31), Mr. Shah suddenly raised his hand, expressing his desire to answer lawmakers’ questions.

While stating that the Lipulekh, Limpiyadhura, and Kalapani dispute would be resolved through dialogue, he also remarked that Nepal has encroached upon Indian territory.

The region, on the northwestern rim, has been a long-standing irritant between Nepal and India, and the dispute resurfaced recently when India announced a pilgrimage to Mansarovar via the Lipulekh route.

Nepal then sent diplomatic notes to both India and China. India, however, maintains that the Lipulekh pass is a historic trade and pilgrimage route within its territory.

Nepal asserted its claim over the region in 2020 during K.P. Sharma Oli’s tenure as Prime Minister, when the government amended the constitution to include Lipulekh, Limpiyadhura, and Kalapani in its official map. The move followed India’s publication of a new political map in November 2019, which showed the region within Indian territory.

Mr. Shah, 36, became Nepal’s Prime Minister after serving as Mayor of Kathmandu for three and a half years. During his mayoral tenure, he was known for his “nationalist” stance. At one point, he even displayed a “Greater Nepal” map in his office, reportedly in response to the “Akhand Bharat” map displayed in the Indian Parliament.

Within two months in office, Mr. Shah has pursued a more assertive foreign policy, refusing one-on-one meetings with foreign officials and ambassadors. A scheduled visit by Indian Foreign Secretary Vikram Misri on May 11 was postponed, largely due to Mr. Shah’s refusal to allocate time for the meeting.

Mr. Shah’s comments on Sunday came just a day before his party president Rabi Lamichhane’s scheduled visit to New Delhi. Mr. Lamichhane is set to meet senior officials in Delhi during his five-day visit.

Border experts, however, say Mr. Shah’s statement that Nepal has encroached upon Indian territory is not supported by facts.

During Sunday’s House meeting, Mr. Shah said that the Nepal government has received a response to its diplomatic note from India.

“We have had communication not just with India and China but also England,” he said, referring to the United Kingdom. “Our position is that since the dispute dates back to when the British left India, England should also have concerns about the matter. All these issues should be resolved through dialogue and diplomatic table talks.”

A 49-year-old Chinese woman was arrested near the Sunauli India-Nepal border crossing in Uttar Pradesh on June 26 for allegedly entering India without any documents, an Uttar Pradesh police official said.

The woman identified as Cai Xiaohong alias Hellen was apprehended by the Sashastra Seema Bal (SSB) when she was trying to enter India from Nepal without a passport and visa. She had been staying in Nepal since April and was alone at the time of arrest.

The police official said a case was registered and the woman was arrested under provisions of the Foreigners Act.

“She was not entering India through the authorised checkpoint on the border; instead she was using one of the side tracks near Sunauli border when she was spotted by the SSB personnel. Prima facie it appears that she came her here for tourism but agencies are investigating,” said the police official.

The official said there have been many occasions when foreigners, including those from China, were caught while entering India without a visa. “Every month, we get 2-3 cases where foreigners who have been staying in Nepal are caught at the land border while coming to India for tourism,” the official said.

On June 17, the Chinese Embassy in India said that “recently, there have been a number of cases of Chinese citizens being arrested for entering Indian territory from Nepal.”

In a statement, it reminded Chinese citizens “to pay attention to the Indian border signs to avoid entering the Indian territory due to personal negligence, misleading or fluke, so as to avoid legal consequences and personal losses” while engaging in tourism, business and other activities on the Nepalese side of the India-Nepal border area.

“If you really need to go to India, please apply for the Indian visa in advance as required, and after checking your passport and visa at the Indian immigration checkpoint, enter India from the open port of India,” the Chinese Embassy said.

“If you go to the Indian border areas, please do not take pictures of Indian border facilities, vehicles, etc., so as not to cause unnecessary trouble,” it added, while cautioning Chinese citizens from visiting protected areas.

In 2022, the chance arrest of two Chinese nationals at the Bihar-Nepal border by SSB led the police to an illegal club run by a Chinese national on the outskirts of Delhi.

India and Nepal share 1,751 kilometres of open border guarded by the SSB. The movement of Indian and Nepalese citizens across the border is governed by the Indo-Nepal Treaty of Peace and Friendship, 1950.
