Haryana Assembly election result: Congress said it cannot accept the poll result (File).

New Delhi:

The Election Commission on Tuesday criticised the Congress for making “baseless allegations… when faced with inconvenient electoral outcomes”. The sharp rebuke comes after the Congress’ repeated claims – between October 8 and 10 and again on October 14 – about procedural irregularities during the Haryana election that it lost to the Bharatiya Janata Party, despite racing into a big early lead.

In a fierce statement the EC rejected the Congress’ claims – specifically “an unexplained slowdown in updating of (Haryana election) results” on its website on counting day – October 8 – for two hours.

The EC cautioned the Congress, and other political parties, against making “unfounded and sensational complaints” during an election, including when votes are cast and then counted.

“Irresponsible…”: EC Slams Congress

“Irresponsible allegations can lead to public unrest, turbulence, and chaos,” the EC said, and urged the Congress to take “firm and concrete steps and curb (this) tendency of frivolous complaints”.

“Each step in the electoral process in Haryana was flawless and executed under the watch of Congress candidates or agents,” the EC pointed out in a formal response running into 1,600 pages.

The document contained point-by-point rebuttals to each of the Congress’ complaints, from a demand for clarification on the battery status of the counting unit (CU) of the electronic voting machines (EVM) to the “deliberate slowdown in the speed of counting and uploading of data” on the EC website.

On concerns about the battery, the EC said the display of voltage and capacity is “irrelevant to the EVM’ s vote-counting functionality and integrity”. “Battery status displayed on CU serves only to assist technical teams in monitoring power levels… to ensure smooth operation during polling,” the EC said.

The battery levels could influence voting outcomes was dismissed as “preposterous”.

The EC said it had forwarded all of the Congress’ complaints to the ROs, or Returning Officers, and that each official had submitted reports that confirmed a cleanly-conducted election. It also noted the complaints were “too general… as if candidates filed these under some ‘common’ direction”.

Haryana’s Chief Electoral Officer had also rejected the Congress’ claims.

Haryana Election: What Happened?

On October 8 – when it became clear the Congress’ early lead had slipped away and the BJP was set for a storming comeback win – the party filed a complaint against “bad faith actors”.

The Congress red-flagged concerns that incorrect, or delayed, trends for some seats “can then be used by these mala fide (bad faith) actors to influence processes where counting is still underway…”

The EC had then hit back immediately and dismissed the Congress’ “ill-founded” concerns.

The poll panel said it “unequivocally rejects your attempt to surreptitiously give credence to irresponsible, unfounded and uncorroborated mala fide narratives”.

A day later the EC again criticised the Congress.

This was after the party, in an unprecedented move, said it could not accept the verdict of the Haryana Assembly election. Congress spokesperson Jairam Ramesh said, “The Haryana results are unexpected, surprising and counter-intuitive… it is not possible for us to accept the results.”

The EC said the Congress’ statement on the verdict was “unheard (of) in the rich democratic heritage” of the country and far from a legitimate part of free speech.

The BJP retained control of Haryana after winning 48 of the state’s 90 Assembly seats. The Congress won 37, with the five remaining divided between the Indian National Lok Dal and independents.

With exit polls predicting a Congress win in Haryana, the focus has moved to who would be the next Chief Minister.

Health warning: exit polls often get it wrong.

Former Chief Minister and Congress leader Bhupinder Singh Hooda said if it comes to deciding the next Chief Minister, that’s a call the “high command” would take.

There are 90 seats in the Haryana assembly, so the halfway mark is 46. Most exit polls predicted the Congress would likely win between 44 and 61 seats.

Asked about senior leaders Kumari Selja and Randeep Surjewala also airing their chief ministerial ambitions, Hooda said, 

“We are expecting to win many more seats. Under the BJP, law and order has become worse, corruption has increased, and sports have not been spared too,” Mr Hooda told NDTV today.

On a question to a buzz about some Congress leaders working on a cabinet formation plan, Mr Hooda said, “The high command will decide. These are hypothetical questions.”

Senior leaders Kumari Selja and Randeep Surjewala have also made their chief ministerial ambitions known. On whether Ms Selja would become the next Chief Minister, Mr Hooda said, “This is democracy. Everybody should aspire. You can also aspire. But the MLAs will decide, the high command will decide.”

During a rally on September 27, Mr Hooda had predicted a “massive mandate” for the Congress in Haryana. He dismissed talks of infighting, and said the party would get more strength from having multiple claimants for the chief minister’s post.

The voting for 90 seats in Jammu and Kashmir assembly polls, the first in almost a decade, took place in three phases – September 18, September 25 and October 1. While voting for 90 seats in Haryana state polls is underway.

The votes for both will be counted on October 8. The focus now shifts to exit polls, which try to predict election outcomes by interviewing voters right after they have cast their votes.

Banned during the voting process, exit polls can be made public 30 minutes after voting ends.

This is to ensure that the polls don’t influence people while they are still voting, but also still allows for immediate analysis and discussion once the process is complete.

Warning: The exit polls do not always get it right. They have been way off the mark in the past.

Exit Polls 2024: Date And Time

TV channels and websites will broadcast exit poll data on October 5 after 6.30 PM.

Exit polls are calculated using a combination of sampling methods and statistical analysis by various agencies.

Exit Poll 2024 Live: Voters show ink-marked fingers after casting vote for Haryana polls

New Delhi:

After high-octane campaigns and elections in Jammu and Kashmir and Haryana, it’s time for Exit Polls. Jammu and Kashmir is all set to get a new government after the assembly elections held over three phases – September 18, September 25 and October 1 – after a gap of 10 years.

Haryana voted today. A total of 1,031 candidates are contesting in all 90 assembly constituencies, and 20,632 polling booths have been set up for voting.

The results for the Haryana Assembly elections will be declared along with those of Jammu and Kashmir on October 8.

Bihar Deputy Chief Minister Vijay Kumar Sinha on Saturday said that the people of Haryana will decide if those weakening the country or those strengthening it will form the government in the state.

“This is the great festival of democracy. The public will decide whether the one who weakens the country will move forward or the one who strengthens the country will move forward. The one who appeases by raising slogans of caste and religion will move forward or the one who believes in Sabka Saath, Sabka Vikas… will move forward. The public will decide this,” he said.

Poll of exit poll: Congress government should be brought to power in Haryana – Bajrang Punia

Congress leader and wrestler Bajrang Punia said that the Congress government should come in power next in the state. Bajrang Punia arrived at a polling station in Jhajjar to cast their vote for the 2024 Haryana elections.

“I appeal to the people of Haryana to vote as much as possible. Today there is a lack of employment in Haryana. The government that was in power from 2005-2014, every section of the society developed. In the last 10 years, be it sportspersons, farmers, soldiers, or whoever raised their voice, they were lathi-charged. So keeping this in mind, you should vote as much as possible. The 74-year-old Savitri Jindal filed nomination on Thursday.

Hisar, Haryana:

The BJP’s Kurukshetra MP Naveen Jindal’s mother Savitri Jindal, who was an aspirant of a poll ticket from the party for the Haryana Assembly elections, filed her nomination from the Hisar seat as an Independent on Thursday.

On the last day of the filing of nominations, 74-year-old Ms Savitri, the wife of noted industrialist late O P Jindal, entered the fray against Haryana Minister and sitting MLA from Hisar Kamal Gupta.

Forbes India has listed her as the richest woman in the country this year having a net worth of USD 29.1 billion.

Polling for the 90 Assembly seats in Haryana will be held on October 5 and the results will be declared on October 8.

After filing her nomination, she said, “I have pledged to serve Hisar for its development and transformation. The people of Hisar are my family and Om Prakash Jindal had established my relationship with this family.”

“The Jindal family has always served Hisar. I am fully dedicated to living up to the expectations of the people and maintaining their trust,” said Savitri Jindal.

When the BJP fielded Kamal Gupta from the Hisar Assembly segment, Savitri Jindal was asked by reporters if her contesting the seat against the ruling party would not amount to rebellion.

“It won’t be considered so. I had only campaigned for my son (Naveen Jindal in the Lok Sabah polls). I have not taken any membership (of the BJP),” she had said.

Savitri Jindal was elected as an MLA from the Hisar seat twice. She became represented Hisar in the Haryana Assembly for the first time in 2005 as a Congress MLA. She was reelected from the seat in 2009 and was made a minister in the Singh Hooda government in 2013. She quit the Congress in March this year when her son Naveen Jindal also left the party and later joined the BJP.

Wrestlers Vinesh Phogat and Bajrang Punia joined the Congress Wednesday afternoon and will contest next month’s Haryana Assembly election. Ms Phogat is expected to challenge for the Julana seat held by the Jannayak Janta Party’s Amarjeet Dhanda. Mr Punia’s likely seat is unclear. The two met Congress MP Rahul Gandhi today, after which news of their political and electoral debut was confirmed.

Ms Phogat and Mr Punia made headlines last year after leading protests against former wrestling body chief Brij Bhushan Singh, who faces charges of sexual assault and intimidation. He was also a BJP MP at the time but was denied a ticket to defend Uttar Pradesh’s Kaiserganj Lok Sabha seat.

The BJP, instead, fielded his son, Karan Bhushan Singh, who won the seat.

The Congress will hope that bringing Vinesh Phogat and Bajrang Punia onboard will strengthen its appeal among voters in the Hindi heartland state, which the BJP has ruled since 2014. Ms Phogat’s connect with Haryana farmers – lakhs of whom continue to protest against the BJP on issues like legal guarantees for MSP – will also have been a factor in the Congress’ consideration.

Last week Ms Phogat visited farmers camped out at a protest site in Shambhu on the Haryana-Delhi border, describing herself as “your daughter” and saying she prays to God to deliver justice for them.

“Your agitation completes 200 days today. I pray to God that you get what you came for – justice. Your daughter stands with you. I also urge the government… we too are citizens of India and just because we raise our voices it is not political,” she said, “You (the government) should hear them.”

Then, though, when asked about her political debut, Ms Phogat was circumspect.

“I will not speak on this… I will not talk about politics. I have come to see my family. If you (the press) insist on talking about this you will take focus away from their (the farmers’) struggle. The focus is not on me today. The focus should be on the farmers, I request this…” she said.
