New Delhi:

The authorities have removed curbs due to pollution in Delhi and nearby cities, after light rain improved air quality in the region.

The Commission for Air Quality Management (CAQM) in a statement today said it has revoked GRAP-4, a set of rules to be followed when air quality index (AQI) goes above the 400-mark.

The Graded Response Action Plan (GRAP) level 3 will remain in effect.

“CAQM sub-committee on GRAP… straightaway invoked both Stage-III and Stage-IV of revised GRAP when the AQI of Delhi breached the 350 mark… as the AQI of the day for yesterday recorded 386 and started to exhibit a sharp increasing trend, indicating a possibility to even breach the 400 mark,” the CAQM said in the statement.

Delhi’s AQI today was recorded at 302, according to the Central Pollution Control Board (CPCB) bulletin.

“As per the dynamic model and forecasts for meteorological conditions and air quality index made available by IMD/IITM, the overall air quality of Delhi is likely to stay in the lower end of the ‘Very Poor’ category in the coming days,” it said.

The GRAP sub-committee said it revoked the stage-4 rules considering its disruptive nature that impacts a large number of stakeholders and the public at large.

GRAP-4 restrictions include a ban on all construction activities, the entry of non-essential polluting trucks into Delhi, and the mandatory shift of school classes, except for Classes 10 and 12, to hybrid mode. Non-essential diesel trucks are prohibited from entering Delhi, and Delhi-registered BS-4 and older diesel-run heavy goods vehicles are banned, except for essential services, under GRAP-4.

New Delhi:

With dense fog enveloping Delhi and the air quality index hovering dangerously close to the ‘severe’ category, the Centre’s anti-pollution panel, the Commission for Air Quality Management, has reimposed stricter pollution curbs in the capital and surrounding areas, including the National Capital Region, under GRAP-3 and GRAP-4.

Curbs under GRAP-3 were revoked only on Sunday and the measures under GRAP-4 have not been imposed since December 24. 

In its order, the Commission for Air Quality Management (CAQM) noted that the AQI in Delhi, which was at 275 on Wednesday, rose sharply to 386 on Thursday because of dense foggy conditions and low temperatures leading to “extremely low mixing height and ventilation coefficient for dispersion of pollutants”.

It noted that the AQI had climbed to 396 at 6 pm and was likely to breach the 400 mark.

“Accordingly, in an effort to prevent further deterioration of the air quality and in pursuance of the Hon’ble Supreme Court’s directives, the Sub Committee on GRAP hereby decides to straightway invoke ALL actions under Stage-III (‘Severe’ Air Quality of Delhi) & also Stage-IV (‘Severe+’ Air Quality of Delhi) of extant Schedule of GRAP, with immediate effect in right earnest by all the agencies concerned in Delhi-NCR, in addition to the Stage-I and II actions already in force,” the CAQM said in its order. 

The Supreme Court had earlier directed that GRAP Stage 3 measures must be implemented if the AQI exceeds 350 and Stage 4 measures reintroduced if it crosses 400.

What’s allowed and what’s not:

  • The use of BS-III petrol and BS-IV diesel cars (4-wheelers) will be restricted in Delhi and nearby NCR districts.
  • Classes in schools, with a possible exception for students of Classes 10 and 12, will have to mandatorily be shifted to hybrid mode – “both in physical and online mode (wherever online mode is feasible) in the territorial jurisdiction of the NCT of Delhi and in the districts of Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar”.
  • NCR state governments/Delhi government will decide whether to permit 50% of employees in government, municipal, and private offices to work from home.
  • The central government has the authority to decide whether to allow its employees to work from home.
  • Entry of truck traffic into Delhi (except for trucks carrying essential commodities/providing essential services) is banned. All LNG/CNG /Electric/BS-VI Diesel trucks shall, however, be permitted to enter Delhi.
  • Light Commercial Vehicles registered outside Delhi, other than EVs/CNG/BS-VI diesel, can’t enter the capital, except those carrying essential commodities/ providing essential services.
  • Delhi-registered BS-IV and below diesel-operated medium and heavy goods vehicles will be prohibited from operating, except for those carrying essential services.
  • State governments may consider additional emergency measures like closing colleges and other educational institutions and stopping non-emergency commercial activities, restrictions on running of vehicles, and the odd-even rule for cars.

Residents of Delhi and surrounding areas woke up to dense fog on Wednesday, leading to six flights being diverted, more than 300 flights being delayed and departures being briefly put on hold early in the morning at the Indira Gandhi International Airport. 

Several trains were running late and road traffic also slowed down in Delhi and nearby cities due to the reduced visibility. 

Both daytime and night-time temperatures in Delhi have also plummeted, contributing to the worsening AQI.

Stringent anti-pollution measure GRAP-4 has been revoked in Delhi and the neighbouring region amid a dip in pollution levels. The air quality index or AQI of Delhi has been “continuously improving” since morning, said the committee on GRAP curbs. At 5 PM, the AQI was “very poor” at 364, which is 36 points below the limits decided by the Supreme Court for invoking Stage-4.

Curbs under Stages 1, 2 and 3, however, will remain in force to prevent any further worsening of the air quality, said the Commission for Air Quality Management (CAQM). “Actions under Stage I, II, and III of the revised GRAP shall remain invoked and be implemented, monitored, and reviewed by all the agencies concerned in the entire NCR to ensure that the AQI levels do not slip further,” the commission said in its order.

Stage-4 curbs under the Graded Response Action Plan (GRAP) were reimposed, nearly 10 days after the measures were eased to Stage-2, in the national capital and its adjoining areas last week (December 16) when it breached the 400 mark. 

The AQI is likely to remain in the “very poor” category in the coming days due to favourable meteorological conditions and wind speed, according to the air quality and weather forecast provided by the India Meteorological Department and Indian Institute of Tropical Meteorology.

Measures under GRAP-4 include a ban on all construction activities, entry of non-essential polluting trucks into Delhi and mandatory shifting of school classes, except for classes 10 and 12, to hybrid mode.

The Graded Response Action Plan is a set of emergency measures implemented in the national capital region to battle air pollution based on the severity of the Air Quality Index.

Every year, Delhi sees a dip in the air quality with dipping temperatures due to low wind speeds, vehicle emissions and the burning of crop remains and firewood.

Recently, the Delhi government imposed a round-the-year ban on firecrackers which led the Supreme Court to direct Uttar Pradesh and Haryana to enforce a similar move.

The Supreme Court on Thursday permitted the relaxation of the GRAP IV stage after the Commission for Air Quality Management (CAQM) said that there is improvement in the air quality and stated that the measures under GRAP IV are no longer required.

The GRAP (Graded Response Action Plan) measures are in place to tackle air pollution in Delhi. The top court was hearing a matter over measures to curb air pollution in Delhi-NCR areas.

The overall Air Quality Index (AQI) recorded in Delhi today was 161, categorised as ‘moderate’ as of 8 am, according to the data of the Central Pollution Control Board (CPCB), after the city faced persistent air pollution since last one month.

An AQI between zero and 50 is considered ‘good’, 51 and 100 ‘satisfactory’, 101 and 200 ‘moderate’, 201 and 300 ‘poor’, 301 and 400 ‘very poor’, and 401 and 500 ‘severe’.

Delhi’s AQI was reeling in ‘very severe’, ‘severe’, ‘very poor’ and ‘poor’ categories post-Diwali. Residents in the region complained of breathing difficulties and several other medical problems.

Increasing AQI in the city led to the implementation of Graded Response Action Plan (GRAP)-IV measures to curb air pollution. Stage IV enforces a ban on the operation of Delhi-registered BS-IV and below diesel-operated medium goods vehicles (MGVs) and heavy goods vehicles (HGVs), except for essential services.

Stubble burning in Punjab and Haryana is among the main reasons for air pollution in Delhi-NCR and several steps are being taken to encourage farmers to use paddy residue for animal feed and industrial purposes, a top Union environment ministry official told parliamentarians on Wednesday.

On Tuesday, the National Green Tribunal or NGT sought a response from the Centre on the “persistent air pollution crisis” in the national capital.

The NGT was hearing the matter where it had taken suo motu (on its own) cognisance of a media report based on a study about the reasons for air pollution being emissions from thermal plants and the prevailing weather conditions.

“As per the article, a recent study by the Centre for Research on Energy and Clean Air (CREA) has revealed that thermal power plants in the region are responsible for emitting 16 times more air pollution than the pollution caused by stubble burning,” a bench of NGT Chairperson Justice Prakash Shrivastava said in an order passed on November 27. 

The green body also said that as per the article, weather conditions in Delhi were exacerbating the pollution crisis and calm winds and dropping temperatures, also known as cold air traps, had hindered the dispersal of pollutants by trapping dust, smoke, and other harmful particles in the air.

Delhi’s AQI has worsened to the “severe-plus” category

Senior Congress leader Shashi Tharoor on Monday questioned whether Delhi should remain the Indian capital as the city’s worsening toxic smog surged past 60 times the World Health Organization’s recommended daily maximum.

A thick layer of smog – a toxic blend of smoke and fog – has been enveloping the Delhi-National Capital Region (NCR) for the past few days with the air quality index (AQI) plummeting to the “severe-plus” category, forcing authorities to switch schools to online classes and invoke strict pollution control measures.

“Delhi is officially the most polluted city in the world, 4x hazardous levels and nearly five times as bad as the second most polluted city, Dhaka. It is unconscionable that our government has been witnessing this nightmare for years and does nothing about it,” Mr Tharoor posted on X.

The Congress MP said he has run an Air Quality Round Table for experts and stakeholders, including MPs, since 2015 but “gave up” last year because “nothing seemed to change and no one seemed to care”.

“This city is essentially uninhabitable from November to January inclusive and barely livable the rest of the year. Should it even remain the nation’s capital?” Mr Tharoor added.

Delhi and the surrounding areas, which are home to about 7 crore people, consistently tops world rankings for air pollution in winter as cold air traps dust, emissions and smoke from illegal stubble burning by farmers in neighbouring states of Punjab and Haryana to clear their fields for ploughing.

Pollution Chokes Delhi, AQI Nears 500-Mark

A thick blanket of smog continued to grip Delhi and its adjoining areas this morning as the AQI nearly touched the 500-mark.

According to the System of Air Quality and Weather Forecasting and Research (SAFAR) data, the national capital’s overall Air Quality Index (AQI) was recorded at 494 at 6 am, the worst so far this season, which officials said was due to “unfavourable” meteorological conditions.

An AQI between 0 and 50 is considered good, 51 and 100 satisfactory, 101 and 200 moderate, 201 and 300 poor, 301 and 400 very poor, 401 and 450 severe, and above 450 severe-plus.

The Centre’s air quality panel on Monday invoked stricter pollution control measures for the Delhi-NCR under Stage 4 of the anti-pollution plan Graded Response Action Plan (GRAP). This is in addition to the preventive actions announced under Stage 1, Stage 2 and Stage 3 of GRAP already in force.

The GRAP for Delhi-NCR is divided into four stages of air quality: Stage 1 for “poor” air quality (AQI ranging from 201 to 300), Stage 2 for “very poor” air quality (AQI from 301 to 400), Stage 3 for “severe” air quality (AQI from 401 to 450), and Stage 4 for “severe-plus” air quality (AQI above 450).

The panel – Commission for Air Quality Management (CAQM) – also urged the public, particularly children, senior citizens and those with respiratory, cardiovascular, cerebrovascular or other chronic diseases, to stay indoors.

Delhi’s air quality plunged to ‘severe plus’ for the first time this year on Sunday night, forcing the government to implement Stage 4 of the Graded Response Action Plan (GRAP) – an anti-pollution plan. The GRAP-4 will come into effect at 8 am Monday onwards.

According to the System of Air Quality and Weather Forecasting and Research (SAFAR) data, Delhi’s Air Quality Index (AQI) was 481 at 6 am. Of the 35 monitoring stations in the national capital, most recorded over 400 AQI, with Dwarka reporting the highest at 499.

A dense blanket of smog has gripped the national capital for the sixth consecutive day, with visibility plunging to 150 metres. The India Meteorological Department (IMD) also issued an ‘orange’ alert for “dense fog” today.

Under GRAP 4, there is a ban on construction and demolition activities, including linear public projects such as highways, roads, flyovers, overbridges, power transmission, and pipelines. 

Here is a list of major projects in Delhi that will be impacted due to GRAP-4 restrictions:

The work on making six underpasses and bypasses in Delhi will be delayed. These include three underpasses to make Mukarba Chowk and Haiderpur Metro Road jam-free. 

The underpass to go to the Ring Road from Bhairon Marg near Pragati Maidan has also been put on hold.

The work of Barapula Elevated Corridor Phase-3 in front of Mayur Vihar Phase-1, Yamuna Khadar, is also likely to be affected.

The construction of four new hospitals across the national capital will likely be delayed.

Restrictions under GRAP-4

Under the GRAP-4, a ban has been imposed on Delhi-registered BS-IV or older diesel medium and heavy goods vehicles. All trucks and light commercial vehicles registered outside Delhi will not be allowed to enter the national capital, except for those carrying essential commodities or providing essential services

Additionally, all schools have been shifted online, except for Classes 10 and 12. Public and private offices have also been asked to work at 50 per cent capacity and the rest have been recommended to work from home.

According to a government release, the state government may consider additional emergency measures such as the closure of non-emergency commercial activities, and permitting the running of vehicles on an odd-even basis of registration numbers.

A thick layer of smog – a toxic blend of smoke and fog – enveloped the Delhi-National Capital Region (NCR) this morning as the air quality index (AQI) plummeted to the “severe-plus” category, forcing authorities to announce stricter pollution control measures.

Smog also affected visibility in the national capital which various airlines said could delay flight schedules. Visibility at Palam dropped to 150 metres at 7 am.

According to the real-time data provided by the System of Air Quality and Weather Forecasting and Research (SAFAR), the AQI in Delhi was recorded at 481 at 6 am, the worst so far this season. Officials said it was due to “unfavourable” meteorological conditions in Delhi-NCR.

GRAP 4 In Delhi As Air Quality Worsens

Under Grap 4, no trucks will be allowed into Delhi except for those carrying essential items or using clean fuel (LNG/CNG/BS-VI diesel/electric). Non-essential light commercial vehicles registered outside Delhi will be prohibited, except for EVs and CNG and BS-VI diesel ones and those carrying essential items.

Delhi-registered BS-IV or older diesel medium and heavy goods vehicles are banned, except for those in essential services.

In-person classes have been suspended for all except for students in classes 10 and 12.

All construction activities, including highways, roads, flyovers, power lines, pipelines and other public projects, have been suspended.

Public and private offices in Delhi-NCR have been recommended to work at 50 per cent capacity, with the rest working from home. Work-from-home options may also be introduced for central government employees.

State governments could also close colleges, limit non-essential commercial activities and implement odd-even vehicle rules.

Around 38% of the pollution in the national capital this year has been caused by stubble burning or farm fires in the neighbouring states of Punjab and Haryana.
