New Delhi:

The Centre’s panel on Delhi-NCR’s air quality on Sunday revoked stage 3 curbs under the Graded Response Action Plan after witnessing a dip in air pollution levels owing to favourable meteorological conditions, especially improved wind speed, according to an official order.

The city’s 24-hour average air quality index (AQI) stood at 339 at 4 pm on Sunday.

According to forecasts from the India Meteorological Department and the Indian Institute of Tropical Meteorology, the air quality is predicted to improve further — from “severe” to “poor” — due to favourable meteorological conditions.

The IMD has predicted rain in northwest India over the next two-three days due to back-to-back western disturbances.

The Commission for Air Quality Management, responsible for strategising air pollution mitigation in Delhi-NCR, directed authorities in the region to immediately revoke curbs prescribed under stage 3 to prevent further worsening of the situation.

GRAP Stage 3, which was brought back on Friday, entails a ban on non-essential construction work.

Classes up to grade 5 are required to shift to hybrid mode under Stage 3. Parents and students have the option to choose online education wherever available.

Under Stage 3, the use of BS-III petrol and BS-IV diesel cars (four-wheelers) is restricted in Delhi and nearby NCR districts. Persons with disabilities are exempted. Stage 3 also bans non-essential diesel-operated medium goods vehicles with BS-IV or older standards in Delhi.

During winters, the Delhi-NCR region enforces restrictions under GRAP, which categorises air quality into four stages – Stage I (Poor, AQI 201-300), Stage II (Very Poor, AQI 301-400), Stage III (Severe, AQI 401-450), and Stage IV (Severe Plus, AQI above 450).

Unfavourable meteorological conditions, combined with vehicle emissions, paddy-straw burning, firecrackers, and other local pollution sources, lead to hazardous air quality levels in Delhi-NCR during winters.

Doctors say that breathing Delhi’s polluted air is equivalent to smoking approximately 10 cigarettes a day.

Prolonged exposure to high pollution levels can exacerbate respiratory issues such as asthma, bronchitis, and chronic obstructive pulmonary disease (COPD) and significantly increase the risk of cardiovascular diseases.

As Delhi gets respite from toxic air with improved air quality due to continuous rains, Centre’s panel on Delhi-NCR’s air quality on Friday lifted stringent pollution curbs under stage 3 of GRAP in the national capital and surrounding areas with immediate effect. However, pollution restrictions under stage 2 of GRAP are in place in the national capital region. 

Delhi’s air pollution levels showed a declining trend and the 24-hour average air quality index (AQI) stood at 324 at 7 pm on Friday.

According to forecasts from the India Meteorological Department and the Indian Institute of Tropical Meteorology, the air quality situation is predicted to improve further owing to favourable meteorological conditions.

The Commission for Air Quality Management, responsible for strategizing air pollution mitigation in Delhi-NCR, said curbs prescribed under stage 1 and 2 will remain in force in the region.

So, what does it mean? 

Under stage 2 of GRAP, measures such as mechanised sweeping of roads, use of anti-smog guns, and sprinkling water daily will be taken to tackle dust with focused attention on identified air pollution hotspots. 

Power suppliers need to ensure uninterrupted supply so that the use of diesel generator sets can be minimised. 

Alerts will be issued through newspapers, television, and radio to advise people about air pollution levels.

Further, to ensure that the air quality index in Delhi NCR doesn’t slip into ‘very poor’ or ‘severe’ category again, people are advised to use public transport and ditch personal vehicles whenever possible. 

People are also requested to take a less congested route to their destination even if it is slightly longer along with regularly replacing air filters in their automobiles at recommended intervals. 

What’s not allowed

Ban on the use of coal and firewood will still be in place in Delhi NCR, including the use of tandoors at restaurants and hotels. 

Use of diesel generators sets will also not be allowed except for emergency and essential services under GRAP 2.

 All construction and demolition sites and industrial units which have specific closure orders against them are also not allowed to resume operations.

New Delhi:

Pollution curbs under GRAP-3 have been revoked in Delhi and the National Capital Region after air quality improved in the area following continuous rain since Friday morning. 

“Owing to the favourable meteorological conditions and continuous rains since early morning, the AQI of Delhi has been continuously improving and has been recorded as 348 at 5:00 PM and 341 at 6:00 PM & 334 at 7:00 PM,” the Commission for Air Quality Management (CAQM), which is the pollution watchdog for the National Capital Region (NCR) and adjoining areas, said in a statement. 

The CAQM said that as per the air quality and weather forecast by the India Meteorological Department and IIT Madras, the AQI of Delhi is expected to remain in the ‘poor’ category (between 200 and 300) for the next few days.
