Budget 2026-27 highlights undertaking of initiatives for integrated development of fisheries in 500 reservoirs and Amrit Sarovars (ponds developed under Mission Amrit Sarovar) to enhance income of fish farmers. This will also involve strengthening market access by giving support to fish farmer-producer organisations and cooperatives. 

India is the second largest fish producer in the world. Now, it is also the second largest globally in aquacultural production. The country has witnessed a 106% increase in the national fish production since 2013-14 that stands at a record 197.75 lakh tonnes in 2024-25. Interestingly, 75% of our fish production comes from inland fisheries that include freshwater, brackish, and saline water resources. Reservoirs, spread over an area of more than 31.50 lakh hectares, are a major source of freshwater fisheries and aquaculture. Fish production from these water bodies is approximately 18 lakh tonnes.

Union Finance Minister Nirmala Sitharaman on Saturday stressed unlocking the potential of India’s marine sector and said that the government will bring a framework for sustainable harnessing of fisheries with a special focus on Andaman and Lakshadweep zones.

“India ranks second largest globally in fish production and aquaculture. Seafood exports are valued at 60,000 crore rupees. To unlock the untapped potential of the marine sector, our government will bring in an enabling framework for the sustainable harnessing of fisheries from the Indian inclusive economic zone and high seas with a special focus on the Andaman and Nicobar and Lakshadweep islands,” Ms Sitharaman said in her Budget speech.

She also highlighted a national mission for cotton production farmers.

“For the benefit of lakhs of cotton-growing farmers, I am pleased to announce a mission for cotton productivity. This five-year mission will felicitate significant improvements in productivity and sustainability of cotton farming and promote extra-long stable cotton varieties. The best of science and technology support will be provided to farmers,” Ms Sitharaman added.

The Finance Minister also mentioned that the government will establish a Makhana Board in Bihar to benefit farmers in the area.

“Makhna Board will be established in Bihar to improve production, processing, value addition and marketing of Makhana. The people engaged in these activities will be organized into FPOs. The board will provide handholding and training support to Makhana farmers and will also work to ensure they receive the benefits of all relevant government schemes,” she said.

The Finance Minister also highlighted that they will launch a national mission on high-yielding seeds.

“A national mission on high-yielding seeds will be launched aimed at strengthening research ecosystem, targeted development and propagation of seeds with high yield and commercial via the availability of more than 100 seeds varieties released since July 2024,” Ms Sitharaman added.

The budget sets a clear path for India’s growth, focusing on economic empowerment, industrial progress, and societal well-being. With a strong track record and ambitious targets, the government is determined to drive the nation toward greater prosperity in the coming years.
